Home My WebLink AboutBoard of Commissioners - Minutes - 10/02/19910 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Wednesday, October 2, 1991 9:30 a.m. Call To Order The Otter Tai'l_ County Board of Commissioners convened Wednesday, October 2, 1991, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist, Chairman; Harley Windels, and Malcolm Lee present, Bill Stone absent, and with the 5th District position vacant. Minutes Approved Motion by Lee, seconded Windels and unanimously carried to approve the September 25, 1991, Board minutes as submitted. Abatement Motion by Windels, seconded Lee and unanimously carried to approve the following application for abatement: City of Dalton: Floyd & Mary Potts Remove special assessment in the amount of $26.98 from the 1991 tax rolls. Assessment had been paid in full. COrliss Township Gravel Pit Bids Auditor Wayne Stein, having previously advertised for bids to be received for the sale of an abandoned gravel pit in Corliss Township, opened the following bid: Joel Sczygiel $30.00 Motion by Windels, seconded Lee and unanimously carried to accept the bid of Joel Sczygiel, in the amount of $30, for the gravel pit in Corliss Township with the conditions that it be deeded with the neighboring/adjacent land. MES Distance Education System Agreement Motion by Lee, seconded Windels and carried to authorize the Board's chairman to sign the MES Distance Education System Agreement between Otter Tail County and the Minnesota Extension Service as previously approved by the Board. 0 0 Otter Tail County Board of Commissioners October 2, 1991 Page 2 Sustainable Agriculture Demonstration Grant Project Motion by Lee, seconded Windels and carried to name Commissioner Andy Lindquist to participate, together with the Minnesota Extension Service, in the sustainable Agriculture Demonstration Grant Project offered by the Minnesota Department of Agriculture Energy & Sustainable Agriculture Program for agricultural research projects. Ditch 18. Section 2. Dane Prairie Township Motion by Windels, seconded Lee to authorize the repair of broken tile that is part of County Ditch 18 in Section 2 of Dane Prarie Township, on property owned by John w. Leitch, provided that the cost of repair does not exceed $250 and that there are sufficient monies in the Ditch 18 Repair Fund to pay the cost of repairs. Drainage Easement -CSAB No, 9, City of Pelican Rapids Motion by Lee, seconded Windels and unanimously carried to approve the drainage easement of CSAH No. 9, City of Pelican Rapids as requested by the Highway Engineer. Prevailing Wage Rates -State Aid Projects Highway Engineer Rick West discussed with the Board various requirements of Minnesota Prevailing Wage Rates on all State Aid Projects after October l, 1991. s.A.P. 56-651-11. CSAB No. 51, City of Perham Motion by Windels, seconded Lee and carried to approve the contract and bond documents on Project No. S.A.P. 56-651-11, CSAH No. 51, City of Perham as requested by the Highway Engineer. Quotations -Used Guard Rail Highway Engineer Rick West reported he had requested quotations of H & R Construction Company of Dalton and Dakota Fencing Company of Fargo for 1,550 lf of used guard rail. He received a response from H & R Construction in the amount of $4,785 and no response was received from Dakota. Motion by Lee, seconded Windels and unanimously carried to accept the quotation from H & R construction, Dalton, MN, of $4,785 for 1,550 lf of used guard rail. Sentencing To Service Program Motion by Lee, seconded Windels and unanimously carried to authorize the Board's chairman to sign the Minnesota Department of Corrections Resolution Authorizing Execution of Agreement for the Sentencing To Service Program, representing an effective period from 7/1/91 to 6/30/93. Q 0 Otter Tail County Board of Commissioners October 2, 1991 Page 3 Approval to Pay Bills Motion by Lee, seconded Windels and unanimously carried to approve payment of the bills per Attachment A of these minutes. Closed to Public At 10:50 a.m. the County Board of Commissioners closed it's public meeting for the purpose of discussing negotiation strategies with regard to the Notice of Intent to Strike served upon the Board by the Employees' Association, a collective bargaining unit. Open to Public At 1:00 p.m. the Board reconvened it's public meeting. Closed to Public/Adjourned At 1:10 p.m. the Chairman Lindquist closed the public meeting held October 2, 1991, under the attorney-client privilege as outlined in M.S. 471. 705 Subd 1 d, relative to the James F.
