HomeMy WebLinkAboutBoard of Commissioners - Minutes - 09/18/19910 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Wednesday, September 18, 1991 9:30 a.m. Call To Order The otter Tail County Board of Commissioners convened Wednesday, September 18, 1991, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist, Chairman; Harley Windels, Bill Stone and Malcolm Lee present and with the 5th District position vacant. Minutes Approved Motion by Lee, seconded stone and unanimously carried to approve the September 11, 1991, minutes as submitted. United Way Resolution Motion by Lee, seconded Stone and unanimously carried to offer the following resolution of support for the United Way campaign: WHEREAS, the 1992 Fergus Falla Area United Way campaign is under way, and WHEREAS, contribution to this campaign supports fully, or in part, twenty-five (25) local, state or national non-profit organizations, and WHEREAS, employees, by mutual agreement between United Waye, are asked to contribute where they work in order to utilize payroll withholding. NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners does encourage full participation of all county employees in this area United Way campaign. BE IT FURTHER RESOLVED, that the Board of County Commissioners encourages the use of payroll withholding for this purpose and the Board adopts the goal of $5,875 as the 1992 Otter Tail County Employees' United Way Goal Adopted this 18th day of September, 1991. OTTER TAIL COUNTY BOARD OF COMMISSIONERS Q olter Tail county Board of Commissioners September 18, 1991 Page 2 :;4 Clerk Recorder's Office staff Motion by Stone, seconded Windels and unanimously carried to allow the Recorder's staff time off from 10 a.m. to 1:00 p.m. on Thursday, September 19th, to attend the funeral of Robert Hanson. Staff from the Auditor's office to cover in absence of Recorder's staff. AMC COIDlllittee Reports Commissioners Lee and Stone reported on recent AMC Committee meetings. Lee discussed various legislation that was passed and it's impact on county government and Stone spoke about the decentralization of the Minnesota Pollution Control Agency (MPCA) as well as other topics. Five-Year Highway Improvement Plan -Public Meetings Highway Engineer Rick West outlined plans to have public meetings in four locations around the county, rather than one meeting. There was further discussion on when these meetings might take place and other aspects involving the Five-Year Highway Improvement Plan in general. Phelps Mill Bridge Repair -Maine Township Motion by Lee, seconded Stone and unanimously carried to grant special aid of $500 to Maine Township for repair of the Phelps Mill Bridge planking, etc. It is to be noted that the Phelps Mill Bridge is a township bridge. Highway Right-of-Way Chairman Lindquist acknowledged receipt of a letter from Meadowbrook Insurance Group identifying potential liability for the county created by individuals using the right- of-way along County Road 5 near West Battle Lake for camping/living arrangements as well as docks and other privately-owned items. Motion by Stone, seconded Windels and carried to direct the County Attorney to send letters to property owners along affected area, citing the county's need to eliminate any·potential liability along the highway right-of-way. The matter of signs was discussed. The signs indicating "No Docks, No Camping'' were preferred over "No Trespassing•. otter Tail County Board of Commissioners September 18, 1991 Page 3 '-.) Delinquent Personal Property Tax 0 Q Motion by Lee, seconded stone and unanimously carried to place all delinquent 1991 personal property taxes into judgment, and the following report of the County Board of the County of otter Tail, State of Minnesota, of uncollected personal property taxes for the year 1991 is presented: September 18th, 1991 BE IT KNOWN, that the County Board of otter Tail County Minnesota did meet in session on the 18th of September, 1991, that at said session the County Treasurer of said County delivered to said Board the list of uncollected personal property taxes for the year 1991, together with Sheriff Certificate as required by law, and that at said session the Soard did duly consider said list of uncollected taxes. Gardner Gorman Township: Ricky Lehman 14-000-25-021-000 56-000-23-0179-001 30-300-50-0020-000 30-300-50-0023-000 Abate this parcel to calculate as ma-pa was still under Donley•s homestead for the 1990 assessment. Abate per Edgar Meyer & Erwin Siems. Was requested at the Township Board of Review. Payable 1991. A b a t e t o classification. h o m e s t e a d Payable 1989. Abate off parcel number 20 and abate on to parcel number 23 as omitted. Abatements required due to the mobile home being traded. Application for Exemption from Lawful Gambling License The Board took no action to deny the Application for Exemption from Lawful Gambling License of the St. Lawrence Church, Perham, MN. Gambling Permit Upon a motion by Lee and seconded by Windels and unanimously carried, the otter Tail County Board of Commissioners adopted the following resolution: WHEREAS, the responsibility for the regulation of lawful gambling and the issuance of licensee and permits for the conduct of lawful gambling lies with the Minnesota Gambling Control Board; and WHEREAS, the American Legion Post No. 30 has made application to the Gambling Control Board for a premises permit to conduct lawful gambling at the Wee Villa Resort in Elizabeth Township of Otter Tail County; and WHEREAS, Minnesota Statutes 349.213 provides that the Gambling Control Board may not issue a premise permit unless they receive a resolution from the County Board approving the permit; and ?7. 1., WHEREAS, the Otter Tail County Board is aware of no reason to oppose the conduct of {..) lawful gambling by the American Legion Post No. 30 at the Wee Villa Resort, and r O~ter Tail County Board of Commissioners September 18, 1991 Page 5 Q NOW, THEREFORE, IT IS HEREBY RESOLVED, that the Otter Tail County Board of Commissioners hereby approves the conduct of lawful gambling by the American Legion Poet No, 30 at the wee Villa Resort in Elizabeth Township of otter Tail County, provided that the applicants meets all the necessary criteria for the licenses and permits required by the Gambling Control Board, 0 IT IS FURTHER RESOLVED, that notice of this application and approval shall be provided to the Town Board of Elizabeth Township by sending them a copy of this resolution. Adopted this 18th day of September, 1991. OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners Larry s. Krohn, Clerk courthouse Brochure/Toure Project otter Tail County Coordinator on Aging, Florence Guse, gave an overview on a courthouse brochure project with coordinated work efforts of the Otter Tail County Historical society. The brochure, printed on recycled paper with soybean ink, covers the history and defines duties of county offices, and is available upon request. Toure of the courthouse by reservation, will be conducted by trained senior citizen tour guides. Upon a motion by Stone, seconded Lee and carried the following resolution was adopted: RESOLVED by the Board of county Commissioners of Otter Tail County, Minnesota, that WHEREAS, Florence Guse, an employee of Otter Tail County, has worked extensively with the Otter Tail County Historical Society to prepare a brochure which describes the Otter Tail County Courthouse and county government, and to coordinate senior volunteer tour guides; and WHEREAS, the brochure is attractive, informative and will be very useful to groups and individuals who wish to learn about county government and the history of the Otter Tail County Courthouse; and WHEREAS, all county employees and the public will benefit from increased public awareness of the functions of county government. 0 O~ter Tail County Board of Commissioners September 18, 1991 Page 6 NOW, THEREFORE, IT IS HEREBY RESOLVED that the Otter Tail County Board of Commissioners does hereby commend and thank Florence Guse for her efforts on behalf of the County of Otter Tail. MCIT Insurance Claim Motion by Lee, seconded Windels and unanimously carried to authorize the payment of $105.49 to be paid from the insurance medical reserve fund made payable to Medicare to correct a health insurance payment error made 1-22-88. Coalition of Lake Associations /COLA) Meeting Motion by Lee, seconded stone and carried to name Commissioner Windels as the Board's representative at the coalition of Lake Associations meeting to be held September 19th in Perham. Open to Public At 1:00 p.m. the Board reconvened it's public meeting. Cooperative Purchase Venture ICPVI Membership Motion by Lee, seconded Windels and unanimously carried to authorize the Highway Engineer to pay $350 annual membership to the State of Minnesota's Cooperative Purchase Venture. Henning Transfer Station Demolition Bid Opening Solid Waste Director Mike Hanan, having previously advertised for bids to be received for the Henning Demolition Site opened the following bids: 0 Name & Address of Bidder Amount of Bid 0 Perham Ready-Mix & Aggregate Perham, MN Karold Evavold Construction Dalton, MN $41,455 $64,493 Motion by Lee, seconded Windels to award bid to Perham Ready-Mix, low bidder, in the amount of $41,455. Approval to Pay Bills Motion by Lee, seconded Windels and unanimously carried to approve the payment of bills per Attachment A of these minutes.
