Home My WebLink AboutBoard of Commissioners - Minutes - 09/11/1991Cl 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Wednesday, September 11, 1991 1:00 p.m. Call To Order The Otter Tail County Board of Commissionera convened Wednesday, September 11, 1991, at 1:00 p.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist, Vice Chairman; Harley Windels, Bill Stone and Malcolm Lee present and with the 5th District position vacant. Minutes Approved Motion by Lee, seconded Stone and unanimously carried to approve the September 4, 1991, minutes as submitted. Chairman & Vice Chairman Motion by Lee, seconded Stone to nominate Andy Lindquist to serve as chairman for the remaining year. Motion by Windels, seconded Lee and carried, with Lindquist abstaining, that nominations cease. Therefore, Andy Lindquist will serve for the remaining year as the Board's chairman. Motion by Windels, seconded stone to nominate Malcolm Lee to serve as vice-chairman for the remaining year. Motion by Stone, seconded Windels and carried, with Lee abstaining, 'that nominations cease. Therefore, Malcolm Lee will serve for the remaining year as the Board's vice-chairman. u.s. Fish & Wildlife Land Easements Approved Motion by Lee, seconded Windels and unanimously carried to approve the acquisition of land by the u.s. Fish and Wildlife Service for the purposes of waterfowl easement as follows: MarvinTweeton: T. 135 N., R. 42 w., 5th P,M., section 6, lot 3, SEl/4 NWl/4, section 7, SWl/4 NEl/4, NWl/4 SEl/4. Alice R. Wagner et al: T. 131 N., R. 39 w., 5th P.M., section 34, Sl/2 SEl/4. Motion by Windels, seconded Lee and carried to uphold the denial as recommended by the Planning Commission on Harold w. Riemenschneider/L.P. Rudek, Marion Lake. Motion by Stone, seconded Lee and carried to refer Marilyn J. Brunkow/Orvis Jibben, East Battle Lake, back to the Planning Commission for reconsideration. Motion by Lee, seconded Windels and carried to refer Raymond Lamb, Pelican Lake, back to the Planning Commission for reconsideration. Motion by Windels, Corporation/Maurice reconsideration. seconded Lee and carried to refer Taylor Investment Baltes, Dead Lake, back to the Planning commission for Sewage Disposal Installers License Motion by Lee, seconded Windels and unanimously carried to approve the applications of Ken Erickson Construction, owned by Kenneth Erickson. Date Processing Data Processing Department Head Tim Brand requested approval of the Board regarding on-site classroom training (Blacksmith) with Stauffer for the Data Processing staff with emphasis on performance considerations and to include an analysis of our current computer system with recommendations on improved efficiency. Approximate cost for this project is $7,000. Motion by Lee, seconded stone and unanimously carried to approve the on-site training and computer analysis by Stauffer with the understanding that $7,000 is in the 1991 Data Processing budget. Brand was asked to report to the Board on completion of this project. Ott.er Tail County Board of Commissioners September 11, 1991 Page 3 ,o Project Update 0 Highway Engineer Rick West appeared before the Board to provide an update of a number of Highway projects throughout the county. Motion by Windels, seconded Lee and unanimously carried to assist Newton Township in the amount of $460 toward the replacement project of a culvert located in sections 19 and 20. Abatement Motion by Lee, seconded Stone and unanimously carried to approve the following application for abatement: Nidaros Township: Bernard Lenling 41-000-99-0246-000 Prepayment Approved Abate on as omitted per Russ Anderson. Mobile home was erroneously omitted. This includes both the countywide Sheriff's Law Enforcement radio system and the Countywide Emergency radio network. An inspection was done on August 28, 1991, by John DuBois, consultant; Joe Peloquin, Sheriff's Department; Lloyd Helgeson and John Wiser, technicians of Elders Radio Company. Forfeiting Parcel Motion by Lee, seconded Windels and carried to remain consistent with the county's abatement policy and to not grant a reduction of taxes on 76-000-99-0782-000.
