Olson, Chairman; Harley Windels, Bill Stone, Andy Lindquist and Malcolm Lee present. Minutes Approved Motion by Lee, seconded Windels and unanimously carried to approve the August 28, 1991, minutes as submitted. Lodging & Expense Reimbursement Policy Motion by Lee, seconded Windels and carried to approve the proposed Lodging and Expense Reimbursement Policy to be included in the otter Tail County Personnel Policy (6.40) as well as a Business Expense Report form as presented by Coordinator Larry Krohn pending final review by the County Attorney and Auditor with each to become effective at the time of distribution. Abatements Motion by Lindquist, seconded Lee and unanimously carried to approve the following applications for abatement: Clitherall Township: Nancy Jacobson Elizabeth Township: Joyce Perkins 1O-3OO-5O-O135-OOO 22-OOO-99-O424-OOO Abate on as omitted. Thie was erroneously made inactive. Should have been taxed for 1991. Abate this secondary parcel to residential midyear. Approval to Pay Bills Motion by Lindquist, seconded Windels and unanimously carried to approve payment of bills per Attachment A of these minutes. 0 0 0 Otttr Tail County Board of Commissioners September 4, 1991 Page 3 Recycling Redemption Worker Motion by Lee, seconded Windels and unanimously carried to approve the replacement hiring of a Recycling Redemption Worker at the Perham location as requested by the Solid Waste Director. Quadrant Negotiations Update Solid Waste Director Mike Hanan updated the Board on the Quadrant negotiations. Motion by Lee, seconded Windels and unanimously carried to retain Pat Born of Evensen Dodge, Inc. as a financial consultant to examine the financial circumstances of the Solid Waste Incineration facilities with whom otter Tail County has contracted. These facilities are owned by the City of Fergus Falls and Quadrant corporation. Retention to be as soon as possible and to range from $15,000 to $25,000. Culvert Installation Request Ag/Ditch Inspector Roland Sauck, together with Mrs. Barnard Eggen, approached the Board relative to Eggen•s request to seek approval to install culverts across Ditch 37, Dane Prairie, in regard to construction of a private approach to Eggen property. Motion by Lindquist, seconded Lee and carried to grant authority to install culverts using the hydro information of the Highway Engineer, on the property/ditch located in Dane Prairie Township, Sec. 10, Tract 132N, Range 42.W., and that the entire cost for installation and maintenance be borne solely by the landowner. Adjournment Closed to Public At 1:20 p.m. Chairman Olson declared the meeting adjourned and closed to the public for the purpose of discussing pending litigation involving Otter Tail County and Sheriff Gary Nelson/Dean Nelson, David L. Olson, and the condition/construction of the otter Tail County Detention Facility pursuant to the Attorney-Client Privilege, as authorized in 471.705 Subd ld., until 1:00 p.m. on September 11, 1991.
