HomeMy WebLinkAboutBoard of Commissioners - Minutes - 08/28/1991• 0 0 Q Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Wednesday, August 28, 1991 1:00 p.m. Call To Order The Otter Tail County Board of Commissioners convened Wednesday, August 28, 1991, at 1:00 p.m. at the Otter Tail County Courthouse with Commissioners Melo. Olson, Chairman; Harley Windels, Bill Stone, Andy Lindquist and Malcolm Lee present. Minutes Approved Motion by Lee, seconded Lindquist and unanimously carried to approve the August 21, 1991, minutes as submitted. Jury Survey Larry Krohn, County Coordinator, circulated a survey given to jurors addressing their opinions of jury duty experiences to the Board Members. Abatements Motion by Windels, seconded Stone and unanimously carried to approve the following applications for abatement: Butler Township: Dean/Maureen Wuollet Woodside Township: Stanley Henning 07-300-50-0016-000 62-300-50-0036-000 Contract Negotiations Abate to add to the tax rolls, omitted assessment per Edgar Meyer, Appraiser. • Abate to remove from tax rolls. Taxed as a part of the real estate taxes for payable 1991, per Erwin Siems. Larry Krohn informed the Board that the Highway Maintenance Workers and Professional Employees Association Contracts for January 1, 1991 through December 31, 1991 have been settled. 0 otter Tail County Board of Commissioners August 28, 1991 Page 2 STS Update Jail Administrator, John Halvorson, and STS Program Director, Al Keller, appeared requesting approval of a budget resolution for the Sentence-To-Serve Program for the next two year period. Extensive discussion followed regarding the increase in the cash contribution for the County over last years budget period. The Board directed Mr. Keller to review this proposal and meet with the Budget Committee September 3, 1991, for consideration. TB Ho. 59 Horth Turnback Highway Engineer, Rick West, along with representatives of the MNDOT, Ron Hoffman, District IV Engineer and Tallock Johnson, District State-Aid Engineer, appeared to discuss the option for otter Tail County to acquire responsibility for Highway 59 North of Fergus Falls. Ron Hoffman explained that legislation would have to be changed before the 210 bypass is completed next spring in order to use the turnback funding available to reconstruct Highway 59 North. A request for some type of a decision from the Board within thirty days was made. Motion by Lindquist, seconded Lee and unanimously carried directing the Highway Engineer to propose a workable plan negotiating with the city of Fergus Falls and the Highway Committee and submit this recommendation to the Board at the September 18, 1991, meeting. Bid Awards -Two Dump Box & Hydraulic Systems & Snow Removal Equip. Motion by Lindquist, seconded Lee and unanimously carried to award the bid for two Dump Box & Hydraulic Systems to Swanston Equipment Corp., Fargo, N.D., the lowest bidder, in the total amount of $20,936 and to award the bid for Snow Removal Equipment to Little Falls Machine, Inc., Little Falls, MN., the lowest bidder, in the amount of $26,380 as recommended by the Highway Engineer. Payments Approved Motion by Lee, seconded Windels and carried, with Lindquist abstaining, to approve payment for a 6 Passenger 3/4 Ton 4 X 4 "Carry All" Vehicle to Worner's Auto Sales, Inc., Fergus Falls, MN., in the amount of $18,922.12 per purchase order #52675 and a 135 HP Wheel Loader to Case Power & Equipment, Shakopee, MN., in the amount of $87,074.50 per purchase order #52676 as recommended by the Highway Engineer. Gate Attendant -Solid Waste Department Motion by Lee, seconded Windels and unanimously carried to authorize the Solid Waste Director to advertise for a part time replacement for a Gate Attendant at the Pelican Rapids location. Otter Tail County Board of Commissioners •, August 28, 1991 0 0 Page 3 Demolition Site -Henning Motion Stone, seconded Lindquist and unanimously carried to authorize the Solid Waste Director, Mike Hanan, to advertise for bids for removal of trees and expansion of the Demolition Site at the Henning transfer station with bid opening date set for 1:00 p.m. on September 18, 1991. Public Information Officer Motion by Lee, seconded Windels and unanimously carried concurring with the decision to hire Marie Richards as the new Public Information Officer and acknowledging that this position will be a cooperative effort with the city of Fergus Falls as the city is a part of Otter Tail County. Incinerator Project The County Attorney reported on a meeting of County Attorneys involved with the incinerator project in Fergus Falls. A letter will be drafted addressing the authority and duties of the Joint Powers Board. Adjournment At 2:15 p.m., with no further business, Chairman olson declared the meeting adjourned until 9:30 a.m. on September 4, 1991.
