Olson, Chairman; Harley Windels, Bill Stone, Andy Lindquist and Malcolm Lee present. Minutes Approved Motion by Lindquist, seconded Windels and unanimously carried to approve the August 14, 1991, minutes as amended. Proposed Shoreland Ordinance Russ Schultz and Terry Lejcher, representatives of the DNR, discussed with the Board various aspects regarding the implementation of the proposed shoreland ordinance. After discussion, Land & Resource Director Bill Kalar was directed to develop a committee to study the issues including grant monies for implementation. Committee members are to include DNR and Board representation. Forgiveness of Penalty Fred Wright approached the Board on market value changes made on several parcels of land owned by him, requesting forgiveness of penalty and interest. After some discussion Mr. Wright was directed to meet with the Auditor regarding a "Confession of Judgment". Bid Opening Highway Engineer, Rick West, having previously advertised for bids to be received for Two Dump Box & Hydraulic Systems opened the following bids: Dakota Truck Equipment w. Sioux Falls, SD Swanston Equipment Fargo, ND United Truck Body Duluth, MN 23,674.00 20,996.00 20,936.00 32,797.60 Highway Engineer, Rick West, having previously advertised for bids to be received for Snow Removal Equipment opened the following bids: Little Falls Machine, Inc. Little Falls, MN Schweigers, Inc. Sioux Falls, SD United Truck Body Duluth, MN $26,380.00 30,472.00 34,275.50 Recommendations by the Highway Engineer on the above bids are tabled until August 28, 1991, Board meeting. Contract Completion -Final Payment Motion by Windels, seconded Lee and unanimously carried to pay the amount of $6,028.93 to Landwehr Heavy Moving, Inc. as final payment for Concrete Pipe-Arch Culvert & Approaches per Estimate No. 4, which is now completed and approved by MnDOT. Northeast Demolition Site Solid Waste Director Mike Hanan was instructed by the Board to contact Dale Pierce by letter, with the help of Attorney Barb Hanson, regarding his application for a demolition site in Scambler Township. The purpose of the letter is to notify Mr. Pierce that his application must be complete before a hearing will be considered. Copies of this letter are to be provided to Scambler Township and the Board. Approval to Pay Bills Motion by Lindquist, seconded Stone and unanimously carried to approve payment of bills per Attachment A of these minutes. 0 0 otter Tail County Board of Commissioners August 21, 1991 Page 3 Recycling Position Considerations City of Fergus Falls Administrator Jim Nitchals together with City Engineer Dan Edwards requested the Board to consider the possibility of sharing the expenses of the Public Information Officer position. The matter was referred to Solid Waste Director Mike Hanan and Recycling Committee members/Board members (Windels and Lee) to explore options and report at the next meeting. Voting Nay: None The following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County, Minnesota, that WHEREAS, the Minnesota Department of Public Safety has been designated to administer law enforcement funds available through the Federal Anti-Drug Abuse Act of 1986; and WHEREAS, the County is eligible to receive funds for services set forth in its grant application, NOW, THEREFORE, IT IS RESOLVED that the County of Otter Tail enter into agreement with the State of Minnesota, Department of Public Safety, to reimburse the County for money spent for approved activities in connection with its grant application, BE IT FURTHER RESOLVED that the Sheriff and County Treasurer be and are hereby authorized to execute such agreement, and BE IT RESOLVED FURTHER, that any amendment to that agreement shall be brought before the Board of Commissioners for approval. None The following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that The amount of $11,159,886 be adopted as the County's proposed gross property tax levy for the payable year 1992, representing a 5.21% increase over the gross property tax levy for the payable year 1991, and that the amount of 33,100,000 be adopted as the County's proposed budget for the General fund and Budgeted Special Revenue Funds for the year 1992.
