Olson, Chairman; Harley Windels, Bill Stone, Andy Lindquist and Malcolm Lee present. Minutes Approved Motion by Lee, seconded Lindquist and unanimously carried to approve the July 17, 1991, minutes as submitted. Approach Surfacing Policy Motion by Lindquist, seconded Lee and unanimously carried to adopt the Approach Surfacing Policy as presented by the Highway Engineer. County Map Policy Highway Engineer Rick West presented a proposed policy regarding the sale·of the offi- cial county road map for consideration by the Board. A request for approval of the policy will be discussed at a future meeting. Authorization to Advertise for Bids Motion by Lindquist, seconded Stone and unanimously carried to authorize the Highway Engineer to advertise for bids for two dump bodies, hoist and hydraulic systems as well as two snow plows, wing and sander with the bid opening set for 1:00 p.m. on August 21, 199l. Road Pro Pavement Management Software Motion by Lee, seconded Windele and unanimously carried to approve purchase order no. 52622 to Bernhard, Eisenbraun & Associates in the amount of $3,850 for Road Pro Engineering Management Software and $185 for a field inspection manual. r 0 o~ter Tail County Board of Commissioners July 24, 1991 Page 2 '90 Overlay Project, CSAB No. 35 Motion by Lindquist, seconded Lee and unanimously carried to approve the correction of supplemental agreement SA which provides for payment to Mark Sand and Gravel through an increase in the contract amount rather than the purchase order method which had taken place. Cash Payment of Sick Leave -Clyde Wheeler Motion by Lee, seconded Stone and unanimously carried to pay 75% of accumulated sick leave, amounting to $7,494.15, to Clyde Wheeler, Highway Department retiree. (This pro- cedure conforms with the former union contract and is not a negotiable item in the new unsigned contract.) Soil Survey Payment Motion by Lindquist, seconded Lee and unanimously carried to approve payment to the Soil conservation Service, in the amount of $21,950, for reimbursement of cost incurred in furnishing technical assistance in accordance with the Soil Survey Agreement for the period April 1, 1991 to June 30, 1991. Temporary Replacement Motion by Lee, seconded Windels and unanimously carried to approve the temporary cleri- cal replacement for a maternity leave in the Land & Resource Management Office from September 1 through December 1, 1991. Shoreland Standards Implementation Motion by Lee, seconded Windels and unanimously carried to direct Bill Kalar, Director of Land and Resources, to write a letter to the Department of Natural Resources (DNR) advising them that Otter Tail County would not implement the new shoreland standards un- til February of 1993, which represents a year's extension. Northwest Demolition Site Solid Waste Director Mike Hanan approached the Board relative to a demolition site in the northwest area of the county. As a part of the discussion, the Board indicated a preference for continued work on the site identified as the Larson site in Erhards Grove Township. Otter Tail county -BRA Board Appointment Motion by Lee, seconded Stone and unanimously carried to appoint Leonard Larson of Pelican Rapids to the HRA Board. Term is from August 1, 1991 to August 1, 1996. (Replaces Robert Hanson whose term expires August 1, 1991.) Adjournment At 2:30 p.m., with no further business, Chairman Olson declared the meeting adjourned until 9:30 a.m. on August 7, 1991.
