Q 0 0 Minutes of the OTTER TAIL COUNTY BOl1RD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Wednesday, July 17, 1991 9:30 a.m. Call To Order The Otter Tail County Board of Commissioners convened Wednesday, July 17, 1991, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Melo. Olson, Chairman; Harley Windels, Bill Stone, Andy Lindquist and Malcolm Lee present. Minutes Approved Motion by Lee, seconded Windels and unanimously carried to approve the July 10, 1991, minutes as submitted. Motion by Lindquist, seconded Stone and unanimously carried to approve the June 17, 1991, minutes of the Otter Tail County Board of Equalization as submitted. Forestry Woodland Stewardship John Eisenlohr and Jeanette Minten of the East Otter Tail Soil and Water Conservation District provided an update on the Forestry Woodland Stewardship Program and renewed their request for support in the amount of $1,500. They were referred to the Budget Committee for their recommendation. Abatements Motion by Stone, seconded Lindquist and unanimously carried to approve the following applications for abatement: Leaf Lake Township: Richard/Gloria Dorow Edna Township: Otter Basketball Camp 35-000-18-0172-002 20-000-31-0190-001 To ag homestead as a secondary parcel per Erwin Siems. To calculate as a ma-pa to go with parcel 20-000-31-0190-002 where he lives. To residential homestead per Edgar Meyer. 0 0 Otter Tail County Board of Commissioners July 17, 1991 Page 3 Regional Rail Authority Requested Douglas Rollins and Leonard Swanson of Central Minnesota Line, Inc. presented information regarding the proposed railroad abandonment of lines from Fergus Falls to Avon and the need to seek the establishment of a Regional Rail Authority. A committee composed of commissioners Lindquist and Windels was named to meet with the county Attorney to make a recommendation to the Board regarding such a request. Approval to Pay Bills Motion by Lindquist, seconded Lee and unanimously carried to approve the bills per Attachment A of these minutes. General Revenue Fund Balances Motion by Lee, seconded Lindquist and unanimously carried that the remaining fund balance of the General Fund, after all required designations and fund balance reserves have been made, shall be allocated and designated as follows: 37.67% for cash flow purposes, 56.64% for income generating purposes, and 5.69% to remain as undesignated fund balance of the General Fund. Vehicle Transfer Motion by Lee, seconded Windels and carried to approve the request for a 1987 Chevrolet Caprice from the Sheriff's Department to be transferred to the Land & Resource Management Office to replace an older car sold at auction. Civil Defense Fall Conference Motion by Lee, seconded stone and unanimously carried to direct Bill Kalar, Director of Land & Resources, to attend the upcoming required civil defense conference held in September. Shoreland Ordinance Update Director of Land & Resources, Bill Kalar, updated the· Board on the Shoreland Ordinance and the verbal response he has received from the DNR. The Board directed Kalar to obtain a minimum of a one year extension to adopt the state mandated Shoreland Ordinances. There was some general discussion about the Planning Commission holding public informational hearings in August while lake property owners are still in the area. 0 0 Otter Tail County Board of Commissioners July 17, 1991 Page 4 Conditional Use Applications Preliminary Plats Motion by Lindquist, seconded Lee and carried, with stone absent, to uphold the recommendation of the Planning Commission to deny the conditional use application of Merlin Thompson and Loren Finseth, South Turtle Lake. Motion by Lee, seconded Lindquist and carried, with Stone absent to uphold the .. r_ecommendations of the Planning Commission on the following conditional use/preliminary plat applications subject to conditions set forth: Gerald Rufer, Pebble Lake (approve removal of some trees added) Clifton L. Overvold, Pelican Lake Paul R. Vincent, Jr., Sybil Lake Carolyn R. Jacobson, Deer Lake Kenneth F. Grafton, Big McDonald Rick M./Candyce L. Moss & Charles Ernston, Wall Lake Lyle J. Kachelmyer, Etal., Round Lake/Sherman Lake Ordean/Arland Berg, Pelican River James Johnston, Etal., Silver Lake Dennis c. Edwards, Big McDonald Haven Hills, Melvin Rosentreter, Loon Lake Krehbiel Addition, Harold Collins, Heilberger Lake Adjournment At 1:40 p.m., with no further business, chairman Olson declared the meeting adjourned until 1:00 p.m. on July 24, 1991.
