HomeMy WebLinkAboutBoard of Commissioners - Minutes - 06/26/19910 0 Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Wednesday, June 26, 1991 1:00 p.m. Call To Order The Otter Tail County Board of Commissioners convened Wednesday, June 26, 1991, at 1:00 p.m. at the Otter Tail County Courthouse with Commissioners Melo. Olson, Chairman; Harley Windels, Bill stone, Andy Lindquist and Malcolm Lee present. Minutes Approved Motion by Lee, seconded Lindquist and unanimously carried to approve the June 19, 1991 minutes as submitted. Bid Award -= Tandem Axle Trucks Motion by Lee, seconded Stone and carried to award the bid for two tandem axle '92 International Model 2674 trucks to Alexandria Diesel, Inc., the lowest bidder, in the total amount of $105,700.00. contract Approval: SAP 56-610-07 & Etc. Motion by Lindquist, seconded Stone and unanimously carried to approve the contract with Mark Sand & Gravel Company for SAP 56-160-07 & Etc. as presented by the Highway Engineer and to authorize the Board Chairman to sign the contract on behalf of the Board. Preliminary Policy: Surfacing of Apprcaches Highway Engineer Rick West presented a preliminary policy on surfacing of approaches to the Board. Policy was to be reviewed by County Attorney and Transportation Committee for a recommendation to the Board prior to possible adoption. Authorize for Bids: Mower Tractor Motion by Lindquist, seconded Windels and unanimously carried to authorize the Highway Engineer to advertise for bids for a Mower Tractor with bid opening date set for 1:00 p.m. on August 7, 1991. 0 0 Otter Tail County June 26, 1991 Page 2 Board of Commissioners Courthouse Receptionist Position Motion by Lee, seconded Stone and unanimously carried to implement the job sharing of the Courthouse Receptionist position, effective July 1, 1991, between existing Coordinator and Treasurer's office clerical staff with break coverage from the Land & Resource Management clerical staff, subject to no changes in classifications. (Individuals affected are Romayne Olson, Vicki Schrock, and Mavis Samuelson.) Installers License Motion by Lee, seconded Windels and carried to approve the sewage installers license ap- plication renewal of Ed Waln Excavating, Edward Waln. Abatements Motion by Lindquist, seconded Windels and carried to approve the following applications for abatement: Pelican Township: David Pixley Scambler Township: Amys. Nelson ottertail City: Jerry/Debbie Jo Elder, Jr. 50-300-50-0059-000 55-000-99-0335-000 74-000-11-0013-003 To homestead. Card returned 6/25/91 per Erwin Siems. To homestead. Due to clerical error, the code was not changed in the computer to homestead per Erwin Siems. To reduce the valuation of this parcel as has been vandalized, abate per Angie Hoffman. Motion by Lee, seconded Lindquist to approve abatement for Glen Raftevold, 02-300-50-0063-000. Mobile home is licensed as a travel trailer and should not be on the tax rolls. Payment Approved Motion by Lindquist, seconded Lee and unanimously carried to approve payment of $1,121.94 to Vern Thoreson for the replacement cost of an oil damaged sofa bed which was recovered from a burglary and stored in the County's evidence room wherein it was a to- tal loss resulting from a fuel oil leak. 0 0 0 Otter Tail County June 26, 1991 Page 4 Board of Commissioners Cancellation of Certificate of Forfeiture Motion by Stone, seconded Lindquist and carried to adopt the following resolution ap- proving the application for cancellation of certificate of forfeiture: RESOLVED, by the County Board of Otter Tail County, Minnesota, having examined into the allegation of the application of Wayne Stein, County Auditor, dated June 26, 1991, for the cancellation of the county auditor's certificate of forfeiture as to certain lands described in said application as Soule's Add'n to Deer Creek, S 40' of E 16' of Lot l and S 40' of Lot 2, Block l, and finding the allegations of said applicant to be true, that this board hereby approves said application and recommends that the same be granted. Request to Upgrade Township Road -Landowner John Baker, resident of Folden Township, appeared before the Board to request their help in upgrading of a low-maintenance road. Mr. Baker was referred to his Township offi- cials who have jurisdiction over the road in question and various other options were described. Solid Waste Public Information Officer Motion by Stone, seconded Windels and carried to accept the revised job description as presented by the Solid Waste Director relative to the Solid Waste Public Information Officer position. 0 0 0 cltter Tail County June 26, 1991 Page 5 Board of conunissioners Patrol Officer Hiring Motion by Windels, seconded Lindquist and unanimously carried to direct the County Attorney on behalf of the otter Tail County Board of Conunissioners, to bring an action before the district court to determine the application of the Personnel Policy provi- sions prohibiting the hiring of relatives, to the Sheriff's hiring of his son as deputy. Correction to Plat Darlene Guggisberg appeared before the Board relative to a correction to plat of Stewart's Oak Harbor. Motion by Lindquist, seconded Lee and carried to approve such correction subject to approval by both the Auditor and Recorder. Detention Facility Food Service Motion by Lindquist, seconded Windels and unanimously carried to implement the Detention Food Service Contract with Best, Inc. effective July 1, 1991, and to authorize the Board's Chairman to execute the contract. Motion by Lee, seconded Stone and unanimously carried that effective July l, 1991, when Best, Inc. begins operation of the Detention Facility Food Service, Detention staff shall be provided meals only in return for payment of the County's cost through payroll deduction. Employees must elect whether to receive meals or bring their own lunch on at least a monthly basis. After the initial election, a thirty (30) day notice will be re- quired for changes. Adjournment/Closed to Public At 4:05 p.m. Chairman Olson declared the meeting adjourned until 9:30 a.m. on July 3, 1991, and closed to the public for the purpose of attorney/client discussions on pending litigation relative to a veterans preference appeal action brought by David L. Olson and an injunction filed by Jean Johns to prevent the Conununity Health Board from acting on a nuisance in Parkers Prairie.
