Olson, Chairman; Harley Windels, Bill Stone, Andy Lindquist and Malcolm Lee present. Minutes Approved Motion by Lee, seconded Windels and unanimously carried to approve the June S, 1991 minutes as submitted. International Coalition Lance Yohe, President of the International Coalition, together with Karla Parkinson, Marketing & Membership Director, appeared before the Board to discuss membership and participation in the Coalition and activities of the joint powers counties. The matter of membership was referred to the Budget Committee for recommendations at a later date. National Association of counties INACol Coordinator Larry Krohn discussed with the Board members information received from the Association of Minnesota Counties (AMC) regarding nominations to the National Association of Counties (NACo) steering committees. courthouse Receptionist Position Coordinator Larry Krohn updated the Board on the proposed changes for the Courthouse Receptionist shared position which would ultimately mean a cut in rehiring for the full- time receptionist position. Gambling License Application The application for lawful gambling license for a one day event by the st. Lawrence Catholic Church of Perham came before the Board. No action was taken to deny the application. ·ot,ter Tail County Board of Commissioners June 19, 1991 Page 2 0 Local Option Sales Tax 0 0 Upon a motion by Lindquist, seconded Stone and unanimously carried the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County, Minnesota, that WHEREAS, the 1991 Omnibus Tax Bill was signed into law by Governor Arne Carlson on June 3, 1991; and WHEREAS, this law establishes a Local Government Trust Fund to provide a stable source of funding for state aid to local governments; and WHEREAS, Minnesota counties and other local governments provide many programs and services on behalf of the state government; and WHEREAS, in return for the costs of these local programs and services, the state has provided aid to local governments; and WHEREAS, the state aid provided to local governments is utilized for local property tax relief; and WHEREAS, recent state budget cuts have reduced state aid to local governments by hundreds of millions of dollars, including a reduction of over two million dollars to Otter Tail County; and WHEREAS, the Omnibus Tax Bill allows the Otter Tail County Board to impose a one-half percent Local Option Sales Tax in Otter Tail County, to take effect on January 1, 1992, the proceeds of which will be deposited into the Local Government Trust Fund to help offset a portion of the loss of state aid to local governments; and WHEREAS, if a county decides not to impose the Local Option Sales Tax, the county, city, town and special taxing district governments within the county will not receive payments of several forms of state aid in the following year; and WHEREAS, the cities of Parkers Prairie, Pelican Rapids, New York Mills, Underwood and Fergus Falls have passed resolutions in support of the imposition of the one-half percent Local Option Sales Tax. NOW THEREFORE, BE IT RESOLVED that the Otter Tail County Board of Commissioners hereby imposes the one-half percent Local Option Sales Tax authorized by the 1991 Omnibus Tax Bill, effective January 1, 1992. BE IT FURTHER RESOLVED that in order for otter Tail County and other local governments to continue to afford and provide many state ordered services and programs and to insure future local property tax relief and equalization, this resolution is supported with the expectation that counties and cities will receive 100 percent of the future growth of the Local Government Trust Fund. Sheriff's Department Positions Motion by Lindquist, seconded Lee and unanimously carried to authorize the Sheriff to work with the Coordinator ta hire two part-time receptionists, with the understanding that these positions would be the first eliminated should there be even greater budget constraints. Motion by Windels, seconded Lindquist and carried to direct the Budget Committee to investigate the availability of funds from the federal government ta pay the cost of a patrol officer position in the Sheriff's department and ta report to the Board at the next meeting. Prepaid Bill Approved Motion by Lee, seconded Lindquist and unanimously carried ta approve the following bills ta be prepaid ta take advantage of offered discounts: Vendor Total Bill Gappa Oil ca. 513.81 Coop Services Inc. 212,60 Gappa Oil Co. 423.15 National Bushing 805.80 Discount 25.95 10.29 20.15 16.12 Net Payment 487.86 202.31 403.00 789.68 Otter Tail County Board of Commissioners June 19, 1991 Page 4 o MBFA Rehabilitation Loan Program Funds 0 0 Motion by Lee, seconded Windels and unanimously carried to approve the following resolution authorizing an application for MHFA Rehabilitation Loan Program Funds: RESOLUTION AUTHORIZING APPLICATION FOR MHFA REHABILITATION LOAN PROGRAM FUNDS WHEREAS, the Minnesota Housing Finance Agency, State of Minnesota, has been authorized to undertake a program to provide loans to property owners for the purpose of housing rehabilitation, and WHEREAS, the Fergus Falls Housing & Redevelopment Authority has developed an application as an Administering Entity for the Minnesota Housing Finance Agency Rehabilitation Loan Programs; and WHEREAS, the Fergus Falls Housing & Redevelopment has demonstrated the ability perform the required activities of the Minnesota Housing Finance Agency Rehabilitation Loan Programs; NOW, THEREFORE, BE IT RESOLVED, that the Fergus Falls Housing & Redevelopment Authority is hereby authorized as an entity to be charged with the administration of funds made available through the Minnesota Housing Finance Agency Rehabilitation Loan Programs, in the county of Otter Tail. Solid Waste Truck Driver Classification Motion by Lee, seconded Stone and carried to uphold the recommendation of the Reclassification Committee to classify the Solid Waste Truck Driver positions at a Range 12. Scambler Demolition Site Solid Waste Director Mike Hanan, together with Dale Pierce appeared before the Board relative to general discussion of the proposed Scambler demolition site. Recycling Center Coordinator Solid Waste Director Mike Hanan distributed copies of a proposed job description for the Recycling Center Coordinator position. Fergus Falls Redemption Center Account Motion by Lee, seconded Lindquist and unanimously carried to increase the petty cash account for the Fergus Falls Redemption Center from $2,000 to $3,000. Recycling Center Forklift Solid Waste Director Mike Hanan presented quotations for a forklift using recycling grant monies with the County matching 50% of the funds. Motion by Lee, seconded Windels and unanimously carried to approve the Solid Waste Director to purchase a forklift in the amount of $12,875 for the Recycling Center. I 8 y ___ c__c:,.1,_¼V ./ .. :·)(l:_7--C>i: ____ _ / -. ---' 0 RESOLUTION FOR IMPOSITION OF THE LOCAL OPTION SALES TAX Upon motion by Andy Lindquist, seconded by Bill Stone, and carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County, Minnesota, that WHEREAS, the 1991 Omnibus Tax Bill was signed into law by Governor Arne Carlson on June 3, 1991; and WHEREAS, this law establishes a Local Government Trust Fund to provide a stable source of funding for state aid to local governments; and WHEREAS, Minnesota counties and other local governments provide many programs and services on behalf of the state government; and WHEREAS, in return for the costs of these local programs and services, the state has provided aid to local governments; and WHEREAS, the state aid provided to local governments is utilized for local property tax relief; and WHEREAS, recent state budget cuts have reduced state aid to local governments by hundreds of millions of dollars, including a reduction of over two million dollars to Otter Tail County; and WHEREAS, the Omnibus Tax Bill allows the Otter Tail County Board to impose a one-half percent Local Option Sales Tax in Otter Tail County, to take effect on January 1, 1992, the proceeds of which will be deposited into the Local Government Trust Fund to help offset a portion of the loss of state aid to local governments; and WHEREAS, if a county decides not to impose the Local Option Sales Tax, the county, city, town and special taxing district governments within the county will not receive payments of several forms of state aid in the following year; Q and 0 0 WHEREAS, the cities of Parkers Prairie, Pelican Rapids, New York Mills, Underwood and Fergus Falls have passed resolutions in support of the imposition of the one-half percent Local Option Sales Tax. NOW, THEREFORE, BE IT RESOLVED that the Otter Tail County Board of Commissioners hereby imposes the one-half percent Local Option Sales Tax authorized by the 1991 Omnibus Tax Bill, effective January 1, 1992.
