Olson, Chairman; Harley Windels, Bill Stone, Andy Lindquist and Malcolm Lee present. Minutes Approved Motion by Lee, seconded Windels and unanimously carried to approve the May 22, 1991 minutes as submitted. Phelps Mill Tractor Repaired Motion by Lindquist, seconded by Lee and unanimously carried to approve a payment of $3,033.21 to Court's Gas and Diesel for the repair of the Phelps Mill tractor. Property Taxes -Interest & Penalty Motion by Windels, seconded Lindquist and unanimously carried to deny a request by Carl R. Nevala.for removal of assessed penalties and interest on delinquent taxes for the property tax payable years of 1985-1990 on parcel 48-000-11-0072-000 in Paddock Township. Auditor Wayne Stein and Phyllis Vigen appeared before the Board relative to delinquent property taxes. Parcels will be forfeiting to the State of Minnesota for delinquent taxes. After some discussion Vigen and Stein were directed to present a transcript of the details and present same to the Board at the June 19, 1991 Board meeting. A group representing the City of Perham comprised of Jim Johnson, Mayor; Bob Louiseau, City Administrator; and Jim Osterfeld representing the Perham Township Board, together with Dayle Johnson of Quadrant appeared before the Board to discuss the incineration of medical waste at Quadrant and an agreement between the City of Perham with Quadrant on gas sales in an effort to eliminate medical waste incineration. A desire was expressed on behalf of the City of Perham to participate in the on-going negotiations between Quadrant, the County, and the Joint Powers Board. Also the City of Perham expressed a desire to become a non-voting member of the Joint Powers Board. After discussion, the City agreed to provide input only on the above. Demolition Bids Opened Otter Tail County Sanitarian Doug Johnson opened two bids for the demolition of a house in Parkers Prairie. Those bids were as follows: S & S Construction, LeRoy Kingston Kamphake & Sons, Pete Kamphake $2,450.00 $2,850.00 Because a hearing is since being held on this property's demolition, no award or demolition timeframe was made pending the court's determination. Recycling Center Manager Introduced Solid Waste Director Mike Hanan introduced Bob Williams, newly hired Recycling center Manager, to the Board's members. Local Option Sales Tax 1992 Motion by Lee, seconded Windels and unanimously carried to direct the County Attorney to draft a resolution imposing "a local option sales tax for 1992" which has recently been signed into law with a July 1, 1991 deadline. 0 0 Q Otter Tail County Board of Commissioners June S, 1991 Page 8 Forgiveness of Penalties -Taxes Motion by Lindquist, seconded Lee and unanimously carried to deny the forgiveness of penalties, due to late postmark on the following requests: Morris Lanning, Moorhead, MN John G. Askew, Wadena, MN Safety Policy for County Motion by Lee, sec'onded Windels and unanimously carried to adopt the following Safety Policy for otter Tail County: WHEREAS, THE County of Otter Tail realizes that it has the responsibility to provide safe working conditions for its employees and safe environments for its citizens. Each employee must pursue the highest standards in his or her assigned activities and all county employees must recognize that the well-being to persons involved, and the protection of our physical resources are as important as the activity and work being performed. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE COUNTY OF OTTER TAIL AS FOLLOWS, The county is establishing a Loss Control Management Program to be implemented in stages over the next year. The county expects its management and employees to respond to all planned safety efforts and to perform their assigned jobs in the safest manner possible. As the first portion of the county program, the Safety Committee will be assigned the responsibility of organizing the overall Loss Control Management Program. In addition, a Loss Control Policy Committee is to be created to establish loss control policy, investigate major losses and loss trends and assign task force committees. This committee will be made up of managers and/or supervisors from each department within the county. Each county department supervisor will be responsible for the safety and well-being of the workers in his or her department as well as the repair and maintenance of facilities and equipment in his or her area of responsibility. Each county employee will be responsible for his own personal safety and for the safe completion of assigned tasks. The County of Otter Tail is committed to doing all in its power to make its Loss control Management Program a success and expects all county employees to assist in this effort by contributing expertise and by following all established rules and procedures. The Board is very much concerned with the high rate of accidents and resultant injuries to our employees and citizens. These accidents cause untold suffering and financial loss to our employees and their families. The medical expenses and compensation payments for time lost from jobs are draining tax dollars away from much needed services and programs. 0 0 0 Otter Tail County Board of Commissioners June S, 1991 Page 9 Our county recognizes its obligation to provide the safest possible working conditions for its employees and a safe environment for its citizens and, in the event of an accident, to provide prompt first aid and medical care to minimize personal injuries. This requires a safety program whereby: (l) our employees will be provided proper personal protective equipment and job instruction; (2) their work practices will be frequently reviewed; and (3) most important, their work-performance will be supervised. The Board therefore, establishes the Safety Committee for Otter Tail County by this notification. The Safety Committee consists of the Highway Engineer, Chief Deputy, Building Maintenance Supervisor and County Coordinator. They will be our personal representatives and will be responsible for the staff direction and administration of our safety program. They will submit a monthly report to us by departments, of the progress of the safety program. All other reports that relate to this program will be directed to the Board through their office. The safety program will provide for the establishment of safety committees, job safety training, minimum job safety requirements, investigation and reporting of accidents, and a health program. The Board requests each department, division and agency head to implement and aggressively support our safety program. All heads of departments, divisions or agencies, and all supervisors will be responsible for the actions ·of their employees. All employees will be expected to follow safe practices, to obey safety rules, and to help generally in the program of the Safety Committee. We must all make every effort to reduce the burden of accidents. Adopted this 5th day of June, 1991. CSAH No. 82 Reconstruction Motion by Lindquist, seconded Lee and unanimously carried to approve the use of a consultant to complete design on CSAH No. 82 Reconstruction project. Pavement Management/Sign Inventory Software Motion by Lee, seconded Stone and unanimously carried to approve the purchase of software from Road-Pro as offered in their letter dated May 31, 1991, outlining their pavement management/sign inventory software providing monies be shifted within the Highway Department's budget to offset this purchase. '91 Yearly Sign Purchase -Request for Payment Motion by Lee, seconded Lindquist and unanimously carried to approve the payment of $21,293 to M-R Sign Company since the delivery of materials has been received by the Highway Department per the '91 yearly sign purchase bid award. Highway Department Maintenance Workers -Hours Highway Engineer Rick West presented to the Board a request by the highway maintenance workers to change from working their currently five eight-hour days to four nine-hour days and one four-hour day during the summer months. After some discussion, it was expressed by the County Attorney that a change in work hours as described, would be covered by the union contract and should be left for negotiations. Budget Committee Appointment Chairman Olson named Commissioner Malcolm Lee to replace himself on the Countyrs Budget Committee effective this day, June 5, 1991. • I !O (J Otter Tail County Board of Commissioners June S, 1991 Page 11 Approval to Pay Bills Motion by Lindquist, seconded Windels and unanimously carried to approve the bills per Attachment A of these minutes. Veterans Service Vehicle Motion by Lindquist, seconded Windels and carried with Lee and Stone in support and Olson opposed, to authorize the payment of $12,762.00 to Grossman Chevrolet, Burnsville per Contract M-3613 for the Veterans Service van. Forgiveness of Penalties -Taxes Motion by Lindquist, seconded Lee and unanimously carried to deny the forgiveness of penalties, due to late postmark on the following requests: Mitchel L./Elaine A. Olson, Fargo, ND Lorraine Gentz, Etal, c/o Jeanette Pote, New York Mills Detention Facility Food Service Bid Award Motion by Lee, seconded Lindquist and unanimously carried to award the food service contract to Beat Inc., st. Paul, in the amount of $177,390.00 for the sale by Beat to the Otter Tail County Detention Facility of the entire food service in accordance with the bid entitled '"Option A" of the Otter Tail County bid specs to include personnel and to allow the current full time employees of Otter Tail County's staff to select employment with the contractor or continue as employees of Otter Tail County, subject tc the acceptance of Best, Inc. from July 1, 1991 through June 30, 1992, with an option tc renew in accordance with the bid specs. June 12 Board Meeting A legislative update provided by the Association of Minnesota Counties will take place on June 12,. 1991, therefore creating a conflict with the regularly scheduled Board of Commissioners' meeting. For this reason, the June 12, 1991, Board meeting will net take place. The next scheduled meeting for the Otter Tail County Board of Commissioners will be June 19, 1991.
