Call To Order
The Otter Tail County Board of Commissioners convened in session on Wednesday, May
15, 1991, at 9:30 a.m. at the Otter Tail county Courthouse with Commissioners Melo.
Olson, Chairman; Harley Windels, Bill Stone, Andy Lindquist and Malcolm Lee present.
Minutes Approved
Motion by Lee, seconded Windels and unanimously carried to approve the May 8, 1991
minutes as submitted.
OTC Solid Waste Management Plan
Solid Waste Director Mike Hanan reviewed with the Board various aspects of the Solid
Waste Management Plan for Otter Tail County;,
Solid Waste Recycling Program Manager
Solid Waste Director Mike Hanan announced the hiring of Bob Williams as the new
Recycling Program Manager to begin work on June 3, 1991.
Quadrant Process Fee Negotiating Committee
A committee consisting of the Solid Waste Director, County Attorney, Coordinator and one
Board member were named on the Process Fee Negotiating Committee to meet with Quadrant.
Andy Lindquist was named by the Chairman to represent the Board member on this
committee.
Medical Waste Meeting
Solid Waste Director Mike Hanan reported on a recent meeting in Perham attended by
himself and Commissioner Windels regarding medical waste alternatives.
RTC -Support Transition Legislation
Motion by Lee, seconded Lindquist and unanimously carried to adopt the following
resolution of support:
WHEREAS, the Fergus Falls/Otter Tail County Regional Treatment Center Coalition, worked
with many other community groups and organizations to assist the Minnesota Department of

Human Services in the 1988 Negotiation Sessions to form a consensus as to the future of
all Regional Treatment Centers in the state of Minnesota;
WHEREAS, after any months of negotiations, planning and studying, that consensus was
formed and in 1989 the legislature passed the 1989 Transition Legislation, which
includes some broad-based policy directives for the future of all Regional Treatment
Centers in the state of Minnesota;
NOW THEREFORE, THE OTTER TAIL COUNTY BOARD OF COMMISSIONERS HEREBY RESOLVES:
That it is in the best interests of the State of Minnesota to continue its efforts
towards the implementation of the 1989 Transition Legislation as a complete package, and
that the Otter Tail County Board of Commissioners hereby supports said legislation in
full.
RESOLVED FURTHER, that the Otter Tail County Board of Commissioners encourages the
Legislature, the Governor and the Department of Human Services to direct their best
efforts towards said implementation.
Adopted this 15th day of May, 1991.

of culverts to the low bidder, Northwestern Sheet & Iron Works, Wahpeton, ND in the
amount of $11,634.72.
Seasonal Supply of Herbicides:
Motion by Lindquist, seconded Windels and unanimously carried to award the seasonal
supply of herbicides for 55 gallon quantities to the low bidder, Ostlund Chemical Co.,
Fargo, ND in the total amount of $9,433.60
Seasonal Supply of Bituminous Material:
Award tabled for further summary information.
Seasonal Supply of Hot Mix Bituminous (East):
Motion by Lindquist, seconded Stone and unanimously carried to award the seasonal supply
of hot mix bituminous for Twps. of Bluffton, Compton and Oak Valley to Wadena Asphalt,
Wadena, MN in the total amount of $32,800.
Seasonal Supply of Hot Mix Bituminous (West):
Motion by Lee, seconded Windels and unanimously carried to award the seasonal supply of
hot mix bituminous for Twps. of Buse and Tordenskjold to Mark Sand & Gravel Company,
Fergus Falls, MN in the total amount of $31,840.
South Cascade Project
0 Motion by Lindquist, seconded Windels and unanimously carried to accept the agreement
with the City of Fergus Falls as presented by the Highway Engineer on the South Cascade
Project and to authorize the Board's chairman to sign agreement on behalf of the Board.

Lincoln Project
Motion by Lindquist, seconded Windels and unanimously carried to approve the 50% cost
sharing, as per State aid guidelines, of the signal upgrading as presented by the
Highway Engineer regarding the Lincoln Project, SAP 56-601-35.
Voter Registration
Motion by Lindquist, seconded Lee and unanimously carried to renew the agreement with
the secretary of state and the InterTechnologics Group, Department of Administration,
State of Minnesota for the production and mailing of postal verification cards to voters
in Otter Tail County, at a cost of $.23 per card plus any U.S. Postal Service rate
increase that may occur during the term of this agreement. Thie agreement will begin
July 1, 1991 and continue through June 30, 1992.
Special Assessments
Motion by Lee, seconded Windele and unanimously carried to abate the following special
assessments:
The City of Fergus Falls has requested an abatement of the special assessments certified
to Otter Tail County for collection with the 1990 and 1991 property taxes for the

Motion by Windels, seconded Lee and unanimously carried to approve payment of $315 to
Ramsey County PT. The purpose is to pay for the tuition and tool kit to attend a Smith
& Wesson Armorers field school.
Buffalo/Red River Watershed District Annual Report
Bruce Albright, Administrator of the Buffalo/Red River Watershed District, together with
its Chairman Jerry Van Amburg provided the 1990 annual report to the Board.
Approval to Pay Bills
Motion by Stone, seconded Windels and unanimously carried to approve the bills as per
Attachment A of these minutes.
MPCA Non-Point Programs
SWOAP outlined
Jack Frederick of the MPCA (Minnesota Pollution Control Agency), Detroit Lakes,
presented its Non-Point Programs as informational to the Board members. Tim James,
Coordinator of SWOAP (Surface Water Outreach & Assistance Program), described various
aspects of the SWOAP project.
University In The Community Day -May 21st
County Extension Agent Angela Berge, together with Superintendent of School Districts
544 & 850 Bob Block appeared before the Board to explain University in the Community Day
on May 21st.
Feedlot Update
Land & Resource Management Director Bill Kalar summarized a conversation held with
Arlene Furuseth, MPCA, regarding feedlots.
Air Compressor -Phelps Mill
Motion by Lindquist, seconded Windels and carried to approve the purchase of an air
compressor for Phelps Mill, the lowest of three quotes, to Fleet Supply in the amount of
$198.95.
Detention Facility Food Service Bids
V coordinator Larry Krohn requested the summary for the food service bids for the
detention facility be extended from May 22, 1991 to June 5, 1991.

Q Patrol Officer & Receptionist Vacancies

Motion by Stone, seconded Windels and unanimously carried to direct Sheriff Gary Nelson
to keep the grant monies of $26,199.99 until a determination regarding the hiring of a
patrol officer can be made.
Motion by Lindquist, seconded Lee and unanimously carried to direct the Sheriff to begin
the hiring procedure, but not hire, two part time receptionists.
Fifth District COmmissioner/Chairman
Mel Olson Resignation
County Attorney Wally senyk read a letter of resignation addressed to the Board written
by Fifth District Commissioner and Board Chairman Mel Olson, Attachment B, effective
September 10, 1991, to allow a special election to be held in conjunction with the
regular City of Fergus Falls election scheduled November S, 1991.
Adjournment
At 3:35 p.m., with no further business, Chairman Olson declared the meeting adjourned
until 1:00 p.m. on May 22, 1991.

Dear Fellow Commissioners:
I hereby announce my resignation as Otter Tail County Commissioner from the
Fifth District, effective September 10, 1991. After many years of service in
elective public office, I can no longer resist a strong desire to devote more
time to my volunteer work for non-profit organizations, including Lakeland
Hospice, the Otter Tail County Humane Society and the Bethlehem Lutheran Church
Association. I also wish to have more opportunity to spend time with my family.
Although this decision to resign has been difficult, I now firmly believe it is
the right thing for me to do.
When I was re-elected as County Commissioner, I fully intended to complete my
term. However, I am faced with more and more competition for my time, and I am
unable to accomplish things that I feel are important. A person of my age must
carefully set priorities, and this action is consistent with my priorities.
I do not wish to have my decision unnecessarily burden the taxpayers or the
election process. Therefore, I have timed my resignation to allow a special
election to be held in conjunction with the regular City of Fergus Falls
election, scheduled for November 5, 1991. This will keep any cost and
inconvenience to a minimum.
I intend to continue serving as a commissioner, to the best of my abilities,
until September 10, 1991. However, in light of mY changed status, you remaining
board members may wish to elect a new chairperson, effective immediately. I
will respect and support your decision and relinquish the chair, if that is
your wish. Because of the need for long-range continuity, I believe it is
necessary to immediately replace me on the County Budget Committee and the
Lakeland Mental Health Center Board. I will work to accomplish a smooth
transition. r ,
Finally and most importantly, at this time I wish to thank the people of Fergus
Falls for giving me the opportunity to serve not only as a County Commissioner,

but earlier as Mayor, Councilman and School Board member. I have always
considered it an honor and a privilege to be elected and to serve in public
office. I trust that the faith and confidence in me that the voters of Fergus
Falls have demonstrated will enable them to understand and respect my decision
to resign. To them and to all the people of Otter Tail County I pledge to
continue my service as a volunteer.
