Olson, Chairman; Harley Windels, Bill Stone, Andy Lindquist and Malcolm Lee present. Minutes Approved Motion by Lee, seconded Windels and unanimously carried to approve the April 24, 1991, minutes with correction as noted. Meeting With Wilkin county -Report Commissioners stone, Lindquist and Lee reported on the meeting with Wilkin County relative to the current Solid Waste Joint Powers Agreement. It was reported that Wilkin County would be putting their concerns in written form and that another meeting would follow at an undetermined date. conditional use Applications Motion by Lindquist, seconded Windels and unanimously carried to uphold the recommendations of the Planning Commission on the following conditional use applications with conditions as indicated by the Commission: LeRoy Dietz, Little McDonald Lake Herbert c. Lowden, Little McDonald Lake, back to the Planning Commission for consideration of new recommendations. Installers/Cleaners Licenses Motion by Lee, seconded Lindquist and unanimously carried to approve the following applications for Installers/Cleaners licenses as presented: Installers: Payne Construction Cleaners: Geoffrey E. Payne Same John Lake OCTA Financial statement A copy of the Otter Tail County Trails Association's financial statement from April 19, 1990 through April 19, 1991, was presented to the Board by Land & Resource Management Director Bill Kalar. Otter Tail County Solid waste Management Plan Solid Waste Director Mike Hanan, together with Minnesota Office of Waste Management's Senior Pollution Control Specialist, Emily Moore, distributed to the Board copies of the updated Solid Waste Management Plan for Otter Tail County. Further discussion of the plan will take place at the May 15, 1991, Board meeting. Battle Lake Landfill Motion by Lee, seconded Lindquist and unanimously carried to cap, as opposed to mining, the Battle Lake landfill. Recycling Center Staff Motion by Lee, seconded Windels and unanimously carried to authorize the Solid Waste Director to proceed with the hiring of permanent full- time replacement staff for the positions, now being temporarily filled, of two truck drivers and two redemption center workers. Moorhead, MN Panasonic 3270 32 copies/minute Canon 33.5 25 copies/minute $3,950 3,631 Motion by Lee, seconded Stone and unanimously carried to authorize the Highway Engineer to purchase the Panasonic 3270, with 32 copies per minute capability, from Coopers Office Supply, Fergus Falls, in the amount of $3,950. 0 • Otter Tail County Board of Commissioners May 8, 1991 Page 6 Two Tandem AXle Trucks w/Snow Removal Equipment Motion by Stone, seconded Lee and unanimously carried to authorize the Highway Engineer to proceed with the bid preparation for two tandem axel trucks with snow removal equipment. Payment Approved Motion by Lee, seconded Lindquist and unanimously carried to approve payment to Storage Equipment, Inc. for a New London Type III Baler Conveyor at a cost of $15,758 and installation of $725 for a total cost of $16,483. Property Tax Forgiveness Motion by Windels, seconded Lee and unanimously carried to forgive penalty, interest and cost in the amount of $72.01 on parcel #46-000- 32-0121-000 and $47.04 on parcel 46-000-32-0123-000; to apply $965.12 of the $984.00 to these two parcels as if it had been received as of November 15, 1990, leaving the other four parcels with a delinquent balance of $1,233.33. The total amount due on all six parcels by May 31, 1991, is $2,198.45. on-sale/Off-sale Non-rntoxicating Malt Liquor License Motion by Lee, seconded Lindquist and unanimously carried to approve on-sale/Off-sale Non-Intoxicating Malt Liquor License for the Birchwood Golf Course. Applicant is Brian L. Evenson, Pelican Rapids, MN. Lease of Tax Forfeited Property Motion by Lee, seconded Stone and unanimously carried to authorize the County Auditor to proceed with leasing tax forfeited property in the City of Parkers Prairie to the present occupants at the present rate now being paid. Sheriff's Department Dog Motion by Lindquist, seconded Windels and unanimously carried to designate the County's Phelps Mill Park as a burial site for the retired Sheriff's Department dog upon the death of the animal. Commissioner Lindquist indicated he would provide an appropriate marker of recognition for the dog at the burial site.
