Call To Order
The Otter Tail County Board of Commissioners convened in session on
Wednesday, May 1, 1991 at 9:30 a,m. at the Otter Tail County
Courthouse with Commisiioners Melo. Olson, Chairman; Harley Windels,
Malcolm Lee, Andy<Lindquist and Bill Stone present.
Minutes Approved
Motion by Lindquist, seconded Windels and unanimously carried to
approve the April 24, 1991, minutes as submitted.
U,8, Fish & Wildlife Land Easements Approved
Motion by Lee, seconded Lindquist and unanimously carried to approve
the acquisition of land by the U.S. Fish and Wildlife Service for the
purposes of waterfowl easement rights from the following landowners:
1. ·Alvin F. Buckmeier & Christie Buckmeier, husband and wife, of
Fergus Falls, MN.
2. Ronald R. Roering and Julie I. Roering, husband and wife, of
Lakeville, MN.
3. Van R. Ellig, also known as Van E. Ellig and Janet P. Ellig,
husband and wife, of Route 3, Box 250-A, Fergus Falls, MN, and
Henry R. Holte and Evelyn D. Holte, husband and wife, of Route 5,
Fergus Falls, MN.
4. Barnard H. Eggen and Emily J. Eggen, husband and wife, of Fergus
Falls, MN.
5, Albert E. Melkert and Wylene M. Melkert, husband and wife, of
Route 1, Erhard, MN.
6. Lillian Tostenson, a single person, of Fergus Falls, MN.
Refuge Revenue Sharing
Kevin Brennan of the U.S. Department of the Interior, Fish & Wildlife
Service, appeared before the Board to present a check in the amount of
$56,622 which represents a yearly payment (1990) for lands
administered in otter Tail County under the Refuge Revenue Sharing
Act.

Building & Maintenance
Building & Maintenance Supervisor Rick Sytsma appeared before the
Board to provide an update of various building/maintenance projects.
Motion by Lindquist, seconded Windels and unanimously carried to
authorize the Building & Maintenance Supervisor to proceed with the
sprinkler system request as presented.
Viking Library system
Director of the Viking Library System, David Barton, together with
Governing Board members Teresa Parker and Pat Krekelberg, appeared
before the Board to report the 1990 library service for Otter Tail
County.
Forest Management/Oak Salvage Project
East Otter Tail Soil & Water Conservation District spokesman, John
Eisenlohr, and office manager Jeanette Minten, together with
Alexandria District DNR Foresters Richard Pierce and Charles Cornelius
discussed with the Board the Forest Management/Oak Salvage Project's
stewardship proposal and requested funds from the County to move ahead
with this joint effort. Request was referred to the Budget Committee
for a recommendation.
Approval to Pay Bills
Motion by Stone, seconded Windels and unanimously carried to approve
the bills as per Attachment A of these minutes.
Bid Opening S.A.P. 56-614-07. Etc.
Highway Engineer Rick West, having previously advertised for bids to
be received for S.A.P. 56-614-07 & Etc.: Bituminous Overlay &
Aggregate Shoulders, opened the following bids:

the bid of Fairway Construction, Inc., the lowest bidder, in the
amount of $806,358.36.

Change Order No. 1 for Project S.A.P. 56-601-33 & Etc.: Seal Coat.
Motion by Lee, seconded Stone and unanimously carried to approve
Change Order No. 2 for Project S.A.P. 56-601-33 & Etc.: Seal Coat.
Motion by Lee, seconded Windels and unanimously carried to approve
Supplemental Agreement No. 1 for Project S.A.P. 56-601-33 & Etc.: Seal

Project S.A.P. 56-608-18
Motion by Windels, seconded Lindquist and unanimously carried to
approve Change Order No. 4 for Project S.A.P. 56-608-18 -Perham.
Bridge Replacement Project Nos. 95050. 91900
Motion by Lee, seconded Windels and unanimously carried to approve the
request for consultant design contracts on Bridge Replacement Projects
95050 and 91900 as outlined by the Highway Engineer.
Project s.A.P. 56-610-07, Etc.
Motion by Lee, seconded Lindquist and unanimously carried to approve
the bituminous overlay & aggregate shoulders Project S.A.P. 56-610-07
& Etc. to add 3.5 miles of CSAH No. 21 between TH 108 and CSAH 30.
Engineering supervisor Replacement
Motion by Lindquist, seconded Lee and unanimously carried to authorize
the Highway Engineer and Coordinator to proceed with the advertising
and recruitment process for a replacement for the Engineering
Supervisor position in the Highway Department.
Parade Permit Request
Pat Garza, representing businesses on the southwest end of otter Tail
Lake, appeared before the Board relative to a parade permit request
for 1:00 p.m. on July 4, 1991, along that portion of Otter Tail Lake
which runs from the Otter Tail Nursing Home to the Corner store.
Motion by Stone, seconded Lindquist and unanimously carried to approve
the permit subject to approval by the Sheriff.
Payment Approved
Motion by Lindquist, seconded Lee and unanimously carried to approve
payment of $16,476.62 to Lake Region Hospital & Nursing Home in full

satisfaction of Account No. 122089 (Battin, Michael) and to approve a
payment of $4,480.45 and $1,886.37 to the Fergus Falls Medical Group
for services rendered for the periods of November 30, 1990 -March 29,
1991, and November 3, 1990 -November 12, 1990, respectively, in full
satisfaction of Account No. 80069992.

Otter Tail Lake Area sewer District Appointment
Motion by Lindquist, seconded Lee and unanimously carried to reappoint
Norm Neset to a four-year term to begin July 1, 1991, on the
Otter Tail Lake Area Sewer District Board.
Solid waste Storage Building in otter Tail county
Solid Waste Director Mike Hanan, together with Lyle Rosenow, Chairman
of the Solid Waste Advisory Board and Board members Jim Osterfeld and
Cecil Femling appeared before the Board for discussion purposes
relative to the matter of a solid waste storage building in Otter Tail
County. Motion by Lee, seconded Lindquist and carried, the following
resolution was adopted:
WHEREAS, Otter Tail County has entered into Joint Powers Agreements
for the incineration of solid waste at Fergus Falls, Minnesota, with
the Minnesota counties of Grant, Stevens, Todd, Traverse and Wilkin;
and
WHEREAS, the Joint Powers Board comprised of representatives of those
counties has recommended that a temporary storage facility for mixed
municipal waste be constructed in Otter Tail County to enable the
counties to store excess summer waste, and waste delivered while the
incinerator is temporarily closed for maintenance purposes, and to
incinerate this stored waste in low volume winter months when steam Q production is most needed; and
WHEREAS, the otter Tail County Board of Commissioners requested that
the otter Tail County Solid Waste Advisory Committee review the
recommendation for a temporary storage facility; and

WHEREAS, the Solid Waste Advisory Committee has recommended that Otter
Tail County not participate in a solid waste storage facility if the
facility is to be located in Otter Tail County; and
WHEREAS, the Solid Waste Advisory Committee set forth the reasons for
its recommendation in the minutes of its meeting of March 14, 1991, a
copy of which is attached to this Resolution as Exhibit 1.
NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail county Board of
Commissioners supports the recommendation of the Solid Waste Advisory
Committee.
BE IT FURTHER RESOLVED, that the Otter Tail County Board of
Commissioners hereby expresses its intention not to participate in a
solid waste storage facility if that facility is to be located in
otter Tail County.

Position Reclassifications
Motion by Stone, seconded Lindquist and unanimously carried to support
the reclassifications of the following positions as recommended by the
Reclassification Committee:
Asst. Director of Public Health Nursing/Director of Correctional
Health from range 18 to range 19 effective May 1, 1991.
Nursing Supervisor/Quality Assurance Coordinator from a range 17 to a
range 18 effective May 1, 1991.
Adjournment
At 2:30 p.m., with no further business, Chairman Olson declared the
meeting adjourned until 1:00 p.m. on May 8, 1991.

Advisory Committee Meeting
March 14, 1991
The meeting was called to order by ChairQan Lyle Rosenow.
Merabers Present: Lyle Rosenow, Howard Geese, Ray Ziegler, Cecil Femling,
Bert Olson, Joe Fehrenbach, Vince Robertson, Chet
Gunvoldson, George Pal~er, Torn Burau
Members Absent: Jim Osterfeld
Others Present: Mike Hanan
Minutes of January 17, 1991 and February 14, 1991 approved as submitted.
Motion by Cecil second by Howard and approved unanimously.
The committee discussed the advertising and interviewing of applicants for
the position of Recycling Center Manager. Cecil and Lyle will assist
Mike Hanan and Larry Krohn in the interview process.
The possible solid waste storage facility was discussed. The comraittee was
generally no in favor of a solid waste s~orage facility being located in
Otter Tail County. After much discussion the following motion by George
and sec;'l.d by Cecil was adopted unanir,10usly:
RecoQraend to the Ot:er Tail County Board that Otter Tail County nae
particiapce in a Solid Waste Storage Facility if the facility is co
be located in Otter Tail County. The reasons given were as follows:
1. Otter Tail County has already accepted considerable responsibility
for regional solid waste raanagernent through its contracts for
the operation of 2 landfills and 2 incinerators in Otter Tail
County.
2. Although all of the joint powers counties have accepted liability
for their contributions of waste to the incinerators and land-
fills the long term risks associated with the sites being located
in Otter Tail County will ultimately be borne by Otter Tail
County.
J. Otter Tail County has already invested considerable amount of
Otte~ Tail County dollars in pojects fro1:1 the road and railroad
crossing to the ash monocell. In a ti □e when revenue dollars
are short it does not seem prudent to invest dollars in regional
projects that may take fron 5 co 10 years to recoup.
4. Otter Tail Counties participation in multi-county owned facilities
in the past have not worked to the benefit of Otter Tail County
residents.

5. Finally, the coranittee feels that price to the construction of
any waste storage facility that raost, if not all, of the joint
powers counties should do a better job of assuring that a
greater percentage of the waste generated within their county
is collected so that all counties would have a better handle
of their actual solid waste volumes.
