Call To Order
The Otter Tail County Board of Commissioners convened in session on
Wednesday, April 24, 1991, at 1:00 p.m. at the Otter Tail County
Courthouse with Commissioners Melo. Olson, Chairman; Harley Windels,
Bill Stone, Andy Lindquist and Malcolm Lee present.
Minutes Approved
Motion by Lindquist, seconded Lee and unanimously carried to approve
the April 17, 1991, minutes as submitted.
Accountant Introduced
County Auditor Wayne Stein introduced Mitzi Pederson, newly hired
accountant in the Auditor's office, to the Board members. Ms.
Pederson replaces Wayne Stein in his former position.
Transfer & Application for Beer/Wine License
Motion by Windels, seconded Lindquist and unanimously carried to
approve the transfer of the on/off-sale beer license and the wine
license application of the establishment formerly known as Perry's,
and to approve the set-up license application to Hoa Ngo for the
Chinese Dragon Restaurant II located at Rt. 1, Box 69, Vergas, MN.
Motion by Lindquist, seconded Stone and unanimously carried to
approve the off-sale beer license application of Brian Huseth,
owner/operator of the Underwood Oil Inc., located at Hwy. 210 and
County Rd. 35, in Tordenskjold Township, for the remaining part of
1990-1 year and for the 1991-2 year.
Abatements Approved
Motion by Lindquist, seconded Lee and unanimously carried to approve
the following abatements:

Position Reclassification
Motion by stone, seconded Windels and unanimously carried to delay
action by the Board regarding the position of Assistant Director of
Public Health Nursing/Director of Correctional Health reclassification
from a range 18 to a range 19 to allow Commissioner Stone time to meet
with the Committee regarding this recommendation.
Motion by Lindquist, seconded Stone and unanimously carried to delay
action by the Board regarding the position of Nursing
Supervisor/Quality Assurance Coordinator reclassification from a range
17 to a range 18 to allow Commissioner Stone time to meet with the
Committee regarding this recommendation.
county Probation Reimbursement Resolution
Motion by Lindquist, seconded Lee and unanimously carried to offer the
following resolution regarding probation reimbursement:
WHEREAS, M.S. section 260.311, Subd. 1, requires that all counties of
less than 200,000 population shall provide probation services to
county courts, and
WHEREAS, pursuant to Subd. 5 of M.S. 260.311 it is required that the
Commissioner of Corrections, " ••• shall, annually, from funds
appropriated for that purpose, pay 50% of the costs of probation
officers salaries to all counties of not more than 200,000
population," and
WHEREAS, pursuant to further requirements of M.S. 260.311, Subd, 5,
counties have submitted cost estimates for the coming biennium as
follows:
For FY '92 $6,310,050 and FY '93 $7,196,610, and
WHEREAS, the Governor's Budget request for this line item has been
submitted at a level of $1,627,280 below the County estimates
($592,000 short in FY '93),
NOW THEREFORE BE IT RESOLVED that the Board of Commissioners urges the
Minnesota Legislature to increase the appropriation level for County
Probation Reimbursement to that of the estimate submitted by affected
counties t assure complete reimbursement of the State's share (50%) in
the coming biennium.

Motion by Lindquist, seconded Windels to appoint Malcolm Lee to the
Association of Minnesota Counties General Government Committee.
Motion by Lindquist, seconded Windels to appoint Bill Stone to serve
as an alternate on the Association of Minnesota Counties
Environmental/Natural Resources Committee.
Prepayment Authorized
Motion by Lindquist, -seconded Lee and unanimously carried to authorize
the Highway Department to prepay the amount of $68 to the Minnesota
State Highway Patrol for the purchase of vehicle safety stickers.
Premise Permit -Gambling Application
Motion by Lee, seconded Lindquist and unanimously carried, the
otter Tail County Board of Commissioners adopted the following
resolution approving a gambling premise permit for the Pelican Rapids
Fire Department -Relief Association at the Pelican Supper Club owned
by Donald H. Johnson, located at Route 2, Pelican Rapids, MN of
Pelican Township.
WHEREAS, the responsibility for the regulation of lawful gambling and
the issuance of licenses and permits for the conduct of lawful
gambling lies with the Minnesota Gambling Control Board; and
WHEREAS, the Pelican Rapids Fire Department -Relief Association has
made application to the Gambling Control Board for a premises permit
to conduct lawful gambling at the Pelican Supper Club, and
WHEREAS, Minnesota Statutes 349.213 provides that the Gambling Control
Board may not issue a premise permit unless they receive a resolution
from the county Board approving the permit; and

WHEREAS, the Otter Tail County Board is aware of no reason to oppose
the conduct of lawful gambling by the Pelican Rapids Fire Department -
Relief Association at the Pelican Supper Club and
NOW, THEREFORE, IT IS HEREBY RESOLVED, that the Otter Tail County
Board of Commissioners hereby approves the conduct of lawful gambling
by the Pelican Rapids Fire Department -Relief Association at the
Pelican Supper Club in Pelican Township of Otter Tail County, provided
that the applicants meet all necessary criteria for the licenses and
permits required by the Gambling Control Board.
IT IS FURTHER RESOLVED, that notice of this application and approval
shall be provided to the Town Board of Pelican Township by sending
them a copy of this resolution.

BRA Public Rearing
At 2:00 p.m. Chairman Olson opened the Housing Redevelopment Authority
of Fergus Falls public hearing. HRA representative Dennis Christenson
outlined the 1991 Small Cities Development Program Application. The
public hearing on this matter was closed at 2:10 p.m.
County Monumentation
Surveyor David Anderson appeared before the Board relative to
monumentation within otter Tail County. Motion by Lee, seconded
Windels and unanimously carried to refer the monumentation proposal by
David Anderson to the Budget committee for consideration.

Time Extension Requests
Motion by Stone, seconded Lindquist and unanimously carried to approve
the final plat time extension of Jeff Christensen on Otter Tail Lake
as requested.
Motion by Lindquist, seconded Lee and unanimously carried to deny the
final plat extension of Burnell Bakke, on Ten Mile Lake as requested.
MPCA Meeting Update
Solid Waste Director Mike Hanan appeared before the Board and reported
on his recent meeting with the Minnesota Pollution Control Agency
relative to the Battle Lake landfill closure.
Adjournment
At 3:30 p.m., with no further business, Chairman Olson declared the
meeting adjourned until 9:30 a.m. on May 1, 1991.

WHEREAS, pursuant to Subd. 5 of M.S. 260.311 it is required that the
