Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Wednesday, April 3, 1991 9:30 a.m. Call To Order The Otter Tail County Board of Commissioners convened in session on Wednesday, April 3, 1991, at 9:30 a.m. at the Otter Tail County Courthouse with Commissioners Mel O. Olson, Chairman; Harley Windels, Bill Stone, Andy Lindquist and Malcolm Lee present. Minutes Approved Motion by Lee, seconded stone and unanimously carried to accept the minutes of March 27, 1991, with one correction. Battle Lake Transfer Site Personnel Motion by Lee, seconded Stone and unanimously carried to authorize the Solid Waste Director to proceed with hiring a replacement landfill worker at the Battle Lake transfer site. Henning Demolition site Motion by Stone, seconded Windels and unanimously carried to authorize the Solid Waste Director to proceed, with the assistance of the county Attorney, with the necessary documentation/agreement terms and advertise regarding private parties and lumber removal on the Henning demolition site. Motion by Stone, seconded Lindquist and unanimously carried to authorize the Solid Waste Director to begin preparation of bid documents for bidding construction of the Henning demolition fill area. Ash Disposal Liability Agreement Motion by Lee, seconded Windels and unanimously carried to authorize Chairman Mel Olson to execute the Ash Disposal Liability Agreement between otter Tail County, City of Fergus Falls and Big Dipper Enterprises as presented by the Solid Waste Director. solid Waste Collection/Transportation License Application Motion by Windels, seconded Stone and unanimously carried to approve the license application of Big Dipper Enterprises for the collection and transportation of solid waste or source separated materials. Otter Tail County Board or Commissioners April 3, 1991 Page 2 OTC Solid Waste Plan Update Emily Moore, Senior Pollution Control Specialist, from the Minnesota Office of Waste Management appeared before the Board for the purpose of providing an update of the otter Tail County Solid Waste Plan. Narcotics Task Force Sheriff Gary Nelson, together with Narcotics Task Force member Chuck Sherbrooke, provided an informational presentation on the Narcotics Task Force to the Board. Premise Permit -Gambling Application Motion by Windels, seconded stone and unanimously carried, the Otter Tail County Board of Commissioners adopted the following resolution approving a gambling premise permit for the Lions Club of Perham at the Cactus Gardens owned by David and Randy Capouch located at Rt. 3, Box 29, Perham, MN, of Perham Township. WHEREAS, the responsibility for the regulation of lawful gambling and the issuance of licenses and permits for the conduct of lawful gambling lies with the Minnesota Gambling Control Board; and WHEREAS, the Lions Club of Perham has made application to the Gambling Control Board for a premises permit to conduct lawful gambling at the Cactus Gardens, and WHEREAS, Minnesota Statutes 349.213 provides that the Gambling Control Board may not issue a premise permit unless they receive a resolution from the County Board approving the permit; and WHEREAS, the otter Tail County Board is aware of no reason to oppose the conduct of lawful gambling by the Lions Club of Perham at the Cactus Gardens and NOW, THEREFORE, IT IS HEREBY RESOLVED, that the Otter Tail County Board of commissioners hereby approves the conduct of lawful gambling by the Lions Club of Perham at the cactus Gardens in Perham Township o'f otter Tail County, provided that the applicants meet all necessary criteria for the licenses and permits required by the Gambling Control Board. IT IS FURTHER RESOLVED, that notice of this application and approval shall be provided to the Town Board of Perham Township by sending them a copy of this resolution.
