Olson, Chairman; Harley Windels, Bill stone, Andy Lindquist and Malcolm Lee present. Minutes Approved Motion by Lindquist, seconded Windels and unanimously carried to accept the Board minutes of March 20, 1991, as submitted. Motion by Windels, seconded Stone and unanimously carried to award the bid for 1991 Pavement Marking C.P. 91:TM to Highway Striping, Inc. in the amount of $57,118.60. Motion by Olson, seconded Lee and unanimously carried to combine the award for signs and posts and award the total combined amount for 1991 Highway Signing Materials to M-R Sign Company in the amount of $22,013. Vehicle Time Clock Discussion Highway Engineer Rick West discussed with the Board plans to proceed on a trial basis to discontinue use of the vehicle time clocks for ninety days, during which period the time clocks would remain in the vehicles, and after which time a final policy would be proposed. Dates Set for Bid openings Motion by Stone, seconded Lindquist and unanimously carried to approve the bid opening date for Bituminous Overlay Project S.A.P. 56-614-07 be set for 1:00 p.m. on May 1, 1991. Motion by Lee, seconded Windels and unanimously carried to approve the bid opening date for Bituminous Overlay Project S.A.P. 56-610-07 be set for 1:00 p.m. on May 29, 1991. 0 0 Otter Tail County Board of Commissioners March 27, 1991 Page 3 Detention Facility Food service County Attorney Wally Senyk informed the Board that he was preparing bid documents to advertise for bids for three alternative forms of contract relating to the operation of the detention facility food service. The three alternatives are: First, the complete operation of the food service, including providing food products, management, personnel and dietician services; second, providing only the food necessary for the county staff to prepare and feed inmates; third, the cost of providing only management and dietician services for the county kitchen staff. The requested proposals are for the costs of each alternative for one year. Motion by Lindquist, seconded Lee and unanimously carried to authorize the County Attorney to complete the bid documents for the three alternatives discussed and to advertise for bids to be opened on May 1, 1991. u.s. Fish & Wildlife Land Easements Approved Motion by Lindquist, seconded Lee and unanimously carried to approve the acquisition of land by the u.s. Fish and Wildlife Service for the purposes of waterfowl easement as follows: Willard Jacobson Melvyn Townsend Robert C. Swenson Law Library Fund T. 131 N., R. 39 W., 5th P.M. section 30, lot 4, E- 1/2 SW-1/4, section 31, lots 1, 2, 3, 4 . T. 132 N., R. 42 W., 5th P.M., Section a, as described on their attachment. T. 135 N., R. 43 W., 5th P.M., Section 33, as described on their attachment. County Attorney Wally Senyk responded to earlier questions of the County Board regarding the county law library fund. He stated that on the basis of current statutes, title to the library and its property is with the county. Therefore, the state of Minnesota would not be able to take over the law library as part of accepting responsibility for the District Court. Law library funds may be used to "purchase or lease books or library facilities." How that may be accomplished will be further described in the bylaws of the library Board of Trustees which are currently being drafted. 0 Otter Tail County Board of Commissioners March 27, 1991 Page 4 Architects Meet Board John Natwick & Glen Cording representing Cording, Natwick & Hillbert Architects appeared informally before the Board to meet the new Board members. Abatement Approved Motion by Windels, seconded Lindquist and unanimously carried to approve the following abatement: David J. Nelson Pine Lake Twp. Abate to Homestead Classification but leave penalties, interest, fees, etc. per Erwin Seims, County Assessor. Liquor License and Sunday Liquor License Applications Motion by Stone, seconded Lindquist and unanimously carried to approve the transfer of an on sale and a Sunday liquor license application from c. Duane Grover and Terry D. Wagerman to Landis Michael Weaver and Steven Craig Olsen, located at The Pier, Hwy. 78, Ottertail, MN. Motion by Lee, seconded Lindquist and unanimously carried to approve the transfer of an on sale and a Sunday liquor license application from Glessner Nelson partnership to Mitch Buboltz, located at the Dunvilla Supper Club, Pelican Rapids, subject to evidence of liquor liability insurance. Solid Waste committee Appointment Motion by Windels, seconded Lee and unanimously carried to appoint Jim Osterfeld and Raymond A. Zeigler to the Solid Waste Committee. Section 31, Culverts Motion by Lindquist, seconded Windels and unanimously carried to approve a 50% cost of installation and 50% culvert cost shared with Orwell Township for the replacement of three culverts with two oval culverts 4911 x 33 11 , on a road in Section 31 of Orwell Township to comply with Major Drainage Structure Assistance Plan. 0 0 Otter Tail County Board of Commissioners March 27, 1991 PageS Adjournment At 2:30 p.m. , with no further business, Chairman Olson declared the meeting adjourned until 9:30 a.m. on April 3, 1991.
