Call To Order
The Otter Tail County Board of Commissioners convened in session on
Wednesday, March 20, 1991, at 9:30 a.m. at the Otter Tail County
Courthouse with Commissioners Mel O. Olson, Chairman; Harley Windels,
Bill Stone, Andy Lindquist and Malcolm Lee present.
Minutes Approved
Motion by Lindquist, seconded Windels and unanimously carried to
approve the March 13, 1991, minutes as submitted.
Building committee Recommendations
Motion by Lee, seconded Stone and unanimously carried to approve the
recommendations of the Building Committee for office relocation in the
courthouse in three phases. First, to move the Coordinator's office
and Eocnomic Development Consultant into the space vacated by Support
and Collections. Second, to remodel the present Coordinator's office
and Meeting Room 1 by constructing three offices to accommodate the
rlocation of the Court Services Department. Third, to move the Solid
Waste Director, Recycling Manager, Sanitarian and a staff person into
the vacated Court Services office space.
Approval to Pay Bills
Motion by Lindquist, seconded Windels and unanimously carried to
approve payment of bills per Attachment A of these minutes.

Premise Permit -Gaml:>linq Application
Motion by Stone, seconded Lindquist and unanimously carried, the Otter
Tail County Board of Commissioners adopted the following resolution
approving a gambling premise permit for the Lions Club of Ottertail at
the Pier owned by L. Weaver located on Hwy. 78 of Otter Tail Township.
WHEREAS, the responsibility for the regulation of lawful gambling and
the issuance of licenses and permits for the conduct of lawful
gambling lies with the Minnesota Gambling Control Board; and
WHEREAS, the Lions Club of Ottertail has made application to the
Gambling Control Board for a premises permit to conduct lawful
gambling at the Pier, and
WHEREAS, Minnesota Statutes 349.213 provides that the Gambling Control
Board may not issue a premise permit unless they receive a resolution
from the County Board approving the permit; and
WHEREAS, the Otter Tail County Board is aware of no reason to oppose
the conduct of lawful gambling by the Lions Club of Ottertail at the
Pier and
NOW, THEREFORE, IT IS HEREBY RESOLVED, that the Otter Tail County
Board of Commissioners hereby approves the conduct of lawful gambling
by the Lions Club of Ottertail at the Pier in Otter Tail Township of
Otter Tail County, provided that the applicants meet all necessary
criteria for the licenses and permits required by the Gambling Control Board.
IT IS FURTHER RESOLVED, that notice of this application and approval
shall be provided to the Town Board of Otter Tail Township by sending
them a copy of this resolution.

Premise Permit -r.amblinq Application
Motion by Stone, seconded Lindquist and unanimously carried, the Otter
Tail County Board of Commissioners adopted the following resolution
approving a gambling premise permit for the Dent Lions Club at the
Cozy Cove Resort operated by Gary Benson on Marion Lake in Dead Lake
Township.

Application for Exemption from Lawful Gambling License
An Application for Exemption from Lawful Gambling License for the
Ducks Unlimited, Pelican Rapids Chapter MN-137, was brought before the
Board. No action was taken by the Board to deny this application.

Chairman Olson reported to the Board various aspects of the exit
interview with the state auditors.
veterans service -Vehicle Purchase
Motion by Lindquist, seconded Lee and unanimously carried to authorize
the purchase of a 1991 Chevrolet Lumina van under the State contract
for $12,762.00. The veterans Service Officer was directed to place
the older van on the city/county public auction and report back to the
Board when said vehicle has been sold.
Repurchase Agreement Application
Motion by Lee, seconded Lindquist and unanimously carried the
following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County,
Minnesota, that
WHEREAS, on March 10, 1991, Douglas w. and Donna M. Becker, owners of
record of the Crystal Hills 6th Addn., Tract 4, Auditor's Subdiv. #109
made application to repurchase said property which was forfeited to
the State of Minnesota for the nonpayment of 1985, 1986, 1987, 1988,
1989 and 1991 tax, and
WHEREAS, the sum of $504.06 has been submitted, representing aggregate
of all delinquent taxes, penalties, costs and assessments,
NOW THEREFORE BE IT RESOLVED, the County Board does hereby approve the
above repurchase, to be in the best public interest and to relieve
undue hardship.

Highway Engineer Rick West discussed with the Board some '91 equipment
replacement plans/options to delay purchases in several cases.

Project SAP 56-601-29 Reduction on Retainaqe
Motion by Lindquist, seconded stone and unanimously carried to reduce
contract retainage from 5% to 1.5% as recommended by the Highway
Engineer on Project SAP 56-601-29 with Mark sand & Gravel.
Highway Maintenance Worker Position
Motion by Windels, seconded Lindquist and unanimously carried to
approve hiring a replacement for a highway maintenance worker
position.
Prepayment Approved
Motion by Lindquist, seconded Windels and unanimously carried to
approve prepayment of $48 for four signing manuals for the Highway
Department.
Closed to Public
At 2:10 p.m., Chairman Olson closed the meeting to the public for the
purpose of discussing labor negotiation strategies for the county's
collective bargaining units in contract negotiations.
Adjournment ·
At 2:50 p.m., with no further business, Chairman Olson declared the
meeting adjourned until 1:00 p.m. on March 27, 1991.
