OTTER TAIL COUNTY BOARD OF COMMISSIONERS

Call To Order
The Otter Tail County Board of Commissioners convened in session on
Wednesday, March 6, 1991, at 9:30 a.m. at the Otter Tail County
Courthouse with Commissioners Melo. Olson, Chairman; Harley Windels,
Bill Stone, Andy Lindquist and Malcolm Lee present.
Minutes Approved
Motion by Lee, seconded Stone and unanimously carried to accept the
minutes of February 27, 1991, as amended.
Position Classifications
Diane Thorson and Gerald Frederick, members of the Reclassification
Committee, appeared before the Board on three classifications of
previously approved positions:
Secretary/Receptionist, Coordinator's Office
Legal Secretary/Forfeiture Coordinator, Attorney's Office
Administrative Asst./Office Manager, Attorney's Office

Motion by Lee, seconded Stone and unanimously carried to approve the
recommendations listed above effective March 1, 1991.
Recycling Manager Job Description
Solid Waste Director Mike Hanan presented a draft copy of the job
description, as recommended by the Recycling Committee, for a Solid
Waste Recycling Manager position. After various changes were made,
motion by Lindquist, seconded Lee and unanimously carried to approve
the proposed job description for Recycling Manager.
Special Response Team (SRTl
Sheriff Gary Nelson provided a video presentation to the Board on the
Special Response Team (SRT) for informational purposes.
Bid Opening -Frontend Loader
Motion by Lindquist, seconded Windels and unanimously carried to
approve the requested bid opening date> of April 3, 1991, at 1:00 p.m.
on a frontend loader for the Highway Department.

EOT Ag Inspector Annual Report
East otter Tail County Ag Inspector Ken Becker provided the written
Agricultural Inspector's Annual Report for 1990 representing East
Otter Tail. Motion by Windels, seconded stone and unanimously carried
to accept the report as submitted and to authorize Chairman Olson to
sign the report on behalf of the Board of Commissioners.
Approval to Pay Bills
Motion by Stone, seconded Lee and unanimously carried to approve
payment of bills per Attachment A of these minutes and to include the
following pre-paid Road & Bridge bills in addition, in order to take
advantage of the pre-pay discount:

Equal Employment Opportunity Commission
Coordinator Larry Krohn reported he had received notice from the Equal
Employment Opportunity Commission wherein it was determined that
evidence obtained during its investigation did not support a finding
of probable cause.
Vehicle Purchase Request
Motion by Lindquist, seconded Lee and unanimously carried to authorize
Captain Joe Peloquin to proceed with the purchase of four patrol
vehicles under the State's Cooperative Purchase Venture. Chairman
Olson directed Captain Peloquin to report back to the Board the
disposition of the vehicles being replaced at a later date when new
purchases have arrived.

Premise Permit -Gaml:llinq Applications
Bill LaPlante, representing the Fergus Falls Hockey Association and
James'Ellis, owner of the Graystone Lodge appeared before the Board to
request approval of a gambling premise permit at Graystone Lodge,
RR 2, Box 277, Battle Lake, MN. Upon a motion by Lindquist, seconded
Windels and unanimously carried, the Otter Tail County Board of
Commissioners adopted the following resolution:
WHEREAS, the responsibility for the regulation of lawful gambling and
the issuance of licenses and permits for the conduct of lawful
gambling lies with the Minnesota Gambling Control Board; and
WHEREAS, the Fergus Falls Hockey Association has made application to
the Gambling Control Board for a premises permit to conduct lawful
gambling at the Graystone Lodge, and
WHEREAS, Minnesota Statutes 349.213 provides that the Gambling Control
Board may not issue a premise permit unless they receive a resolution
from the County Board approving the permit; and
WHEREAS, the Otter Tail County Board is aware of no reason to oppose
the conduct of lawful gambling by the Fergus Falls Hockey Association
at the Graystone Lodge, and
WHEREAS, the Fergus Falls Hockey Association has indicated a firm
intention to expend all of its expenditures for lawful purposes within
Otter Tail County.
NOW, THEREFORE, IT IS HEREBY RESOLVED, that the Otter Tail County
Board of Commissioners hereby approves the conduct of lawful gambling
by the Fergus Falls Hockey Association at the Graystone Lodge in
Everts Township of Otter Tail County, provided that the applicants
meet all necessary criteria for the licenses and permits required by
the Gambling Control Board.
IT IS FURTHER RESOLVED, that notice of this application and approval
shall be provided to the Town Board of Everts Township by sending them
a copy of this resolution.

Stone and unanimously carried, the Otter Tail County Board of
Commissioners adopted the following resolution:

Closed to Public
At 2:10 p.m., Chairman Olson closed the meeting to the public until
2:40 p.m., for the purpose of discussing labor negotiation strategies
for the Employees' Association collective bargaining unit.
Solid waste Storage Facilities
JoAnn Adamczyk, Chairman of Rational Resource Management, representing
Citizen's Awareness for Protection of the Environment (CAPE),
presented a number of concerns directed at a solid waste storage
facility and other more general issues for the Board to consider.
Solid Waste committee Appointment
Motion by Lee, seconded Lindquist and unanimously carried to appoint
Max E. Stroschein, Jr. to the Solid Waste Committee.
Fergus Falls Airport zoning commission
Motion by Lindquist, seconded Windels and unanimously carried to
appoint Gerald Rufer and David P. Johnson to the Fergus Falls Airport
Zoning Commission.
support for Legislation
Motion by Stone, seconded Lee and unanimously carried to authorize the
County Attorney to write a letter of support for the legislation
proposed by the Humane Society which would reduce County expense in
caring for mistreated animals.
Adjournment
At 3:50 p.m., with no further business, Chairman Olson declared the
meeting adjourned until 1:00 p.m. on March 13, 1991.
