Call To Order
The Otter Tail County Board of Commissioners convened in session on
Wednesday, February 27, 1991, at 1:00 p.m. in the Otter Tail County
Commissioners' Room of the Otter Tail County Courthouse with
Commissioners Melo. Olson, Chairman; Andy Lindquist; Bill Stone;
Malcolm Lee and Harley Windels present.
Minutes Approved
Motion by Lindquist, seconded Lee and unanimously carried to approve
the February 20, 1991, minutes as submitted.
TH 59 North Discussion
Highway Engineer Rick West, along with District state Aid Engineer
Tallack Johnson and Reconstruction Coordinator for MnDOT Lee Kessler,
appeared before the Board to discuss various options regarding
TH 59 North.
otter Tail county Adopt-A-Highway Program
Motion by Lee, seconded Lindquist and unanimously carried to adopt the
Otter Tail County Adopt-A-Highway Program as presented by the Highway
Engineer.
'91 Bituminous overlay Projects
Motion by Lee, seconded Windels to approve the proposed '91 Bituminous
Overlay Projects as follows:
SAP 56-610-07 & etc.
SAP 56-614-07 & etc.
Frontend Loader Bids
Motion by Lindquist, seconded Windels and unanimously carried to
authorize the Highway Engineer to obtain bids to replace a three-yard
category frontend loader. Conditions of bids are to be contingent on
the MnDOT loader purchase W-5136-1 and existing budget constraints.
Bidders are to be advised that the county will also be considering
purchasing under the state contract.

CSAH 74 Petition
Motion by Lee, seconded Lindquist and unanimously carried to accept
the petition submitted by Jeffrey Sedivy concerning CSAH 74 and to
request that the Highway Engineer acknowledge receipt of the petition
and respond to the petitioners.
Otter Tail County Abatement Policy
Motion by Lee, seconded Stone and unanimously carried to adopt the
proposed abatement policy as presented by Treasurer Steve Andrews,
subject to review by the County Attorney.
County Smoking Policy
Smoking Policy Committee member Rick Sytsma appeared before the Board
with the results of the employee poll as requested by the Board. Of
the 254 county employees polled, 130 chose a smoke free environment
and 124 indicated they would like a designated smoking area. The
Board considered the cost factor of creating designated smoking areas
and the budget restraints before making a motion. Motion by
Lindquist, seconded Windels and unanimously carried to adopt a smoke
free policy to include all county buildings, with the exception of
highway garages and county vehicles, and to offer a Stop Smoking
Program through the Public Health Department at no cost to interested
employees effective April 1, 1991.
Abatement Approved
Motion by Windels, seconded Lindquist and unanimously carried to
approve abatement of 1990 mobile home tax on the following:
Joel Kenyon, Otto Twp. Abate 1990 tax to
homestead. Leave
penalties, interest, fees,
etc. on taxes per Erwin
Siems as agreed with
owners.
vacation Payment Approved
Motion by Lee, seconded Olson and carried, with Windels and Lindquist
abstaining to approve payment for 99 hours of vacation time to former
Veterans service Officer Brad Bice,
Judges visit
seventh Judicial District Judges Harlan Nelson, Paul Ballard and Tom
Stringer appeared informally before the Board to meet the new Board
members and invited the Board members to tour the court facilities.

Parking Lots
Commissioner Andy Lindquist, member of the Transportation Committee,
reported on the utilization of the current parking lots and the
numbers of vehicles, private and county, that were using the various
lots. The committee was asked to study and report back to the Board
the possibility of discontinuing rental of the Security Bank lot as
well as a recommendation regarding the recent letter received from 1st
Lutheran Church regarding additional spaces.
Law Library Report
Commissioner Malcolm Lee, member of the Law Library Committee,
reported on the status of various committee matters which included an
effort underway by the law librarian and court administrator to
identify furniture and other furnishings.
Recycling committee Report
Commissioner Malcolm Lee, member of the Recycling Committee, reported
about the recycling progress taking place in Perham as well as general
discussion about cardboard baling and canisters.
Adjournment
At 3:45 p.m., with no further business, Chairman Olson declared the
meeting adjourned until 9:30 a.m. on March 6, 1991.
