Call To Order
The Otter Tail County Board of Commissioners convened in session on
Wednesday, February 20, 1991, at 9:30 a.m. in the otter Tail County
Commissioners' Room of the Otter Tail County Courthouse with
Commissioners Melo. Olson, Chairman; Andy Lindquist; Bill Stone;
Malcolm Lee and Harley Windels present.
Minutes Approved
~9tion by Lindquist, seconded Windels and unanimously carried to
\~pprove the February 15, 1991, minutes as submitted.

Uninterrupted Power supply
Data Processing Director Tim Brand appeared before the Board to
request authorization to replace the Uninterrupted Power Supply
batteries. Motion by Lindquist, seconded Lee and unanimously carried
to approve replacement costs of the Uninterrupted Power Supply
batteries to be taken from the Data Processing Miscellaneous Budget.
1991 Blue cross/Blue Shield Financial Agreements
Motion by Windels, seconded Stone and unanimously carried to authorize
Coordinator Larry Krohn to sign the '91 Blue Cross/Blue Shield
F'inancial Agreements on behalf of Otter Tail County.
Glendalouqh state Park Update
Coordinator Larry Krohn updated the Board on the Glendalough State
Park legislation that passed the Minnesota State House and Senate
subcommittees and will now be presented to the full committees.
Ditch 2 Maintenance
Auditor Wayne Stein appeared before the Board and indicated he had
been contacted by Wilkin County Highway Engineer to request a meeting
with Otter Tail County regarding the maintenance on Ditch 2.
Building/Transportation Committee Board members, Lindquist and
Windels, indicated they would be willing to meet 9:30 a.m. on
March 1, 1991.

Accounting Adjustment
Motion by Lindquist, seconded Lee and unanimously carried to approve a
transfer of $39,417.52 to the General Fund from the County Ditch Fund
per journal entry detail (90-100) dated May 11, 1990.
Abatements Approved
Motion by Lee, seconded Windels and unanimously carried to approve the
following mobile home abatements:

Perham Twp.
To remove from tax
roll. Out of county
1990; remove all
penalties, etc.

Auditor Wayne stein provided the following report as informational on

Additional staff Hours -Building Maintenance Department
Building Maintenance Supervisor Rick Sytsma appeared before the Board
to request an increase in staff hours for the Washington Avenue
building. Motion by Lindquist, seconded Lee and unanimously carried
to approve 30 additional housekeeping staff hours for building
maintenance of the Washington Avenue building.
Juvenile Detention Area
Motion by Windels, seconded Lindquist and unanimously carried to
approve additional funding for the juvenile detention area not to
exceed a cost of $2,000.

Motion by Lee, seconded Lindquist and unanimously carried to pay the

Resolution of Support -Paul's Insulation, Vergas, MN
Motion by Windels, seconded Lee and unanimously carried to adopt the
following resolution:
WHEREAS, Otter Tail County has a well established and growing,
recycling program; and
WHEREAS, Otter Tail County has a direct interest in the development
of new nnd/c)r expansi.on of existlng mnrkets for collected and
processed recyclable materials; and
WHEREAS, The Minnesota Office of Waste Managemert (OWM) is currently
soliciting proposals for recyclable material market development;
and
WHEREAS, Paul's Insulation, Vergas, MN, currently processes old news-
print (ONP) from Otter Tail County and surrounding areas into
cellulose insulation; and
WHEREAS, Paul's Insulation has a strong interest in expanding its
current ONP processing capability.
NOW THEREFORE BE IT RESOLVED, that the Otter Tail County Board of
Commissioners hereby endorses the proposed Paul's Insulation ONP
market development project, and hereby requests approval from the OWM
under the Recyclable Material Market Development County Grant
Program.

Joint Powers Meeting Report
Commissioners Andy Lindquist, Co-Chairman of the Joint Powers Board,
and Malcolm Lee provided the Board with updates on the Joint Powers
Board'meeting held on February 19, 1991. Discussion followed on
various topics such as a proposed garbage flow control storage
building now being considered, as well as other matters, which
included the Minnesota Resource Recovery Association's request for
contribution to the cost of technical assistance for ash regulations.
Collection/Transportation of Solid waste Applications
Motion by Stone, seconded Lindquist and unanimously carried to approve
the following applications for Collection and Transportation of Solid
Waste or Source Separated Materials each containing appropriate
certificates of insurance:

The application of Big Dipper Enterprises was tabled.
Motion by Lindquist, seconded by Lee and unanimously carried to direct
the County Attorney, aided by the otter Tail County Collections
Department, to proceed with contacting Big Dipper Enterprises
regarding their past due account.
Proposed Abatement Policy Draft
Treasurer Steve Andrews presented a proposed abatement policy (which
would define the county's position on when an abatement is
appropriate) for the Board's consideration. A revised policy will be
presented to the Board at a later date.

County Highway Engineer Rick West requested the Board's approval to
set bid opening for 1:00 p.m., March 27, 1991, on the following:

Motion by Lindquist, seconded Lee and unanimously carried to approve
the bid opening as requested for March 27, 1991, at 1:00 p.m. with the
bids to be sent to the Otter Tail County Auditor's office.
Adopt-A-Highway
County Highway Engineer Rick West discussed with the Board various
aspects of the proposed Otter Tail County Adopt-A-Highway Program.
Final draft of this program outline will be presented to the Board at
a later date for approval.
Training Approved
Motion by Lee, seconded Lindquist and unanimously carried to approve
attendance of three engineering staff at an April 3-4 class entitled
"Grading & Base I" held in Willmar.
Application Approved/License Transferred
Motion by Lindquist, seconded Windels and unanimously carried to
approve the on-sale wine and set-up licenses and on/off sale beer
license application for Riverfront Lounge, applicant Cathy Johnson,
subject to approval of insurance requirements.
Motion by Lindquist, seconded Windels and unanimously carried to
approve the transfer of on-sale wine and set-up licenses and on/off
sale beer license to Cathy Johnson from the previous licensee Bette
Thompson, subject to the approval of insurance requirements and
approval by the County Attorney.
Law Library committee Update
Commissioner Malcolm Lee provided an update on the Law Library
Committee's meeting held on February 20, 1991.
Public Hearing
Motion Windels, seconded Lindquist and unanimously carried to request
the State to hold a public hearing on proposed adoption of rules
establishing a model pipeline ordinance.
Closed to Public
At 1:55 p.m., Chairman Olson closed the meeting to the public for the
purpose of discussing labor negotiation strategies for the county's
collective bargaining units involved in contract negotiations.

Adjournment
At 2:30 p.m. with no further business, Chairman Olson declared the
meeting adjourned until 1:00 p.m. on February 27, 1991.
