HomeMy WebLinkAboutBoard of Commissioners - Minutes - 02/13/1991e Minutes of the OTTER TAIL COUNTY BOARD OF COMMISSIONERS Commissioners' Room, Floor 1-B Otter Tail County Courthouse Wednesday, February 13, 1991 1:00 p.m. Call To Order The Otter Tail County Board of Commissioners convened in session on Wednesday, February 13, 1991, at 1:00 p.m. in the Otter Tail County Commissioners' Room of the Otter Tail County Courthouse following the swearing in oath of office of the 1st District Commissioner-Elect Harley Windels by Judge Thomas Stringer. Commissioners Melo. Olson, Chairman; Andy Lindquist; Bill Stone, Malcolm Lee and Harley Windels present. Minutes Approved Motion by Lindquist, seconded Lee and unanimously carried to approve the February 6, 1991, minutes as submitted. Annual.Vehicle Inspection Mike Kunz, State Highway Patrol Regional Truck Inspection Coordinator from the Minnesota State Highway Patrol Truck Center headquartered in South St. Paul, appeared before the Board to discuss annual vehicle inspection requirements and procedures with regard to the law which goes into effect April 1, 1991, and will affect otter Tail County Highway Department trucks. Glendalouqh state Park Coordinator Larry Krohn informed the Board he had been requested to appear before the Minnesota Senate to testify on the Glendalough State Park matter on February 19, 1991. He will report back to the Board any developments as they may occur. Preliminary Plat/Conditional Use Permit -Pebble Shores Motion by Lindquist, seconded Stone and unanimously carried to uphold the decision of the Planning Commission to approve the preliminary plat and conditional use permit for Pebble Shores. Snowmobile Trail Permit Trail Administrator Clifford Treinen of Lake Runner Trail Association appeared before the Board to request otter Tail County's approval of a plan to use snowmobile grant trail funds to groom approximately five miles of snowmobile trail in Becker County, which will be connected to the Lake Runner Trail Association trails in otter Tail County. Whereupon motion by Lee, seconded Stone and unanimously carried to approve the following resolution: WHEREAS, the Lake Runner Trail Association has received grant monies through Otter Tail County to establish and maintain snowmobile trails in Otter Tail County; and WHEREAS, the Trail Association wishes to connect its trails in Otter Tail County to approximately five miles of trail in Becker 0 w Otter Tail County Board of Commissioners February 13, 1991 Pagc5 County and expend Otter Tail County grant monies to maintain that five mile section of Becker County trail; and WHEREAS, the extension of the Otter Tail County trail into Becker County will expand the network of the trail system and improve its attraction to snowmobilers. NOW, THEREFORE, IT IS HEREBY RESOLVED that the Otter Tail County Board of Commissioners does hereby approve the expenditure of grant monies obtained through Otter Tail County by the Lake Runner Trail Association on approximately five miles of trail located in Becker County. Motion by Lee, seconded Windels and unanimously carried to grant easement rights to the Lake Runner Trail Association across Otter Tail County Highway Right-of Way, for normal recreational snowmobile use along its designated snowmobile trail system. Dated: OTTER TAIL COUNTY Attest: /4 A c1eri!o/ ~ county smoking Policy Building Maintenance Supervisor Rick Sytsma, together with Public Health Director Diane Thorson, presented various options for the Board's consideration regarding the county's smoking policy. At the Board's direction, Thorson was asked to poll the county's employees on an advisory basis to get their input prior to the Board's adoption of a smoking policy. Motion by Stone, seconded Lindquist and unanimously carried to make a final decision regarding county smoking policy for county buildings and vehicles at the February 27, 1991, commissioners' meeting. Ag/Ditch Inspector Annual Report Ag/Ditch Inspector Roland Sauck provided the written County Agricultural Inspector's Annual Report for 1990. Motion by Lindquist, seconded Windels and unanimously carried to accept the annual report as submitted and to authorize Chairman Mel Olson to sign the report on behalf of the Board of commissioners. ' .. 0 Otter Tail County Board of Commissioners February 13, 1991 Page 6 Reclassification Request Diane Thorson and Gerald Frederick, members of the Reclassification Committee, along with Treasurer/Department Head Steve Andrews, appeared before the Board relevant to a reclassification request. Motion by Lindquist, seconded Lee and unanimously carried to support the recommendation of the committee to move an employee from a Range 10 to Range 11 effective January 1, 1991. Recycling Grant Application Request Motion by Windels, seconded stone and unanimously carried to request that Solid waste Director, Mike Hanan, and other necessary staff proceed to obtain information regarding a joint application in conjunction with Paul's Insulation of Vergas, Minnesota, to the Minnesota Waste Management Board for grant money to develop a recycling market for newsprint. A proposed application and report on specific terms is to be provided to the Board for action at its next meeting on February 20, 1991, in order to meet the application deadline. Veterans' service Officer Chairman Mel Olson indicated an intention to dispel rumors by clarifying that Assistant Veterans' Service Officer Chet Toso was not involved in any way with the decision not to reappoint Veterans' Service Officer, Brad Bice. County Attorney, Wally Senyk, stated that Toso was deliberately not contacted regarding the investigation into the activities of Bice. Deliberate efforts were made to keep the Veterans' Service Office staff from being associated with the investigation. Motion by Lindquist, seconded Lee and unanimously carried to appoint Chester Toso, acting Veterans' Service Officer and former Assistant Veterans' Service Officer, to the position of Veterans Service Officer, a four year appointment with a one year probationary period effective this 13th day of February, 1991. Solid waste Advisory committee Appointment Motion by Lindquist, seconded Lee and unanimously carried to appoint Tom Burau, rural Fergus Falls, to the Solid Waste Advisory Committee.
