Call To Order
The otter Tail County Board of Commissioners convened in session on
Wednesday, January 30, 1991, at 1:00 p.m. in the otter Tail County
Commissioners' Room of the Otter Tail County Courthouse with
Commissioners Melo. Olson, Chairman; Andy Lindquist; Bill stone,
Malcolm Lee present and the 1st District Commissioner position vacant.
Minutes Approved
Motion by Lindquist, seconded by Lee and unanimously carried to
approve the January 23, 1991 minutes.
Abatements Approved
Motion by Lindquist, seconded by Stone and unanimously carried to
approve the following abatements:

Fergus Falls
Remove from tax rolls due
to clerical error; should
have been removed

Mobile Home 1990 Taxes
Motion by Lee, seconded by Lindquist and unanimously carried to place
all delinquent taxes into judgment, and the following report of the
County of Otter Tail, state of Minnesota, of uncollected mobile home
taxes for the year 1990 is presented:
January 30, 1991
BE IT KNOWN, that the County Board of otter Tail County, Minnesota,
did meet in session on the 30th day of January, 1991, that at said
session the County Auditor delivered to said Board the list of
uncollected mobile home taxes for the year 1990, together with Sheriff
Certificate as required by law; and that at said session the Board did
duly consider said list of said uncollected mobile home taxes in said
County for the year 1990, and that the County Administrator is ordered
to issue citations thereon, to-wit:

Gambling Permit Application
Motion by Lindquist, seconded by Stone and unanimously carried to
approve gambling permit application of Dalton Firemen's Relief
Association at Ten Mile Lake Resort, Inc., Tumuli Township.
Termination of Recycling Management Agreement
Motion by Lindquist, seconded by Stone and unanimously carried to
terminate the management agreement with James Perrin for the otter
Tail County Recycling Program, pursuant to paragraph 9.C of the
agreement, and, as required, to pay to James Perrin the sum of $22,500
provided James Perrin agree to refrain from taking any action
detrimental to otter Tail County.
Continued Operation of Recycling Facilities & Program
Motion by Lee, seconded by Stone and unanimously carried to authorize
the Director of Solid Waste to make temporary arrangements with
Productive Alternatives, the st. Williams Annex and the two truck
drivers currently employed by James Perrin to continue the daily
operations of the Otter Tail County Recycling Program, on a temporary
basis, under the same terms and provisions by which the program was
managed by James Perrin, until such time as changes in management can
be implemented and long-term agreements are negotiated.
Joint Powers Board Meeting Postponed
The AMC Legislative Conferences are scheduled for February 12-14, and
the regular meeting of the Joint Powers Board is February 12. Because
of possible conflict for Joint Powers Board members the next scheduled
meeting of the Joint Powers Board will be moved to February 19th at
7:30 p.m.
1991 MCIT workers compensation Premium
Motion by Lee, seconded by Lindquist and unanimously carried to
approve payment to Minnesota Counties Insurance Trust Workers
Compensation Division for the 1991 premium in the amount of
$229,011.00.
35th Annual American Legion Boys' & Girls' county Day
Chairman Olson acknowledged a letter from the Veterans Service Office
announcing the upcoming Otter Tail County 35th Annual American Legion
Boys' & Girls' County Day to be held on Monday, March 18, 1991 and
inviting representation of the Board. Olson to address same.

Battle Lake Landfill Closure Funds
Motion by Lindquist, seconded Lee and unanimously carried to instruct
the Otter Tail County Solid Waste Director to inform the Minnesota
Pollution Control Agency and the Battle Lake Landfill Association that
otter Tail County will not contribute money to the landfill closure
and post-closure costs at the Battle Lake landfill. Discussion prior
to the motion included the following reasons:
l} The local government financing crisis caused by the threatened
reduction of State aid revenues.
2) the fact that Otter Tail county is not identified as a responsible
party for the contamination at the Battle Lake landfill.
3} The Battle Lake Landfill Association has operated an exemplary
facility in compliance with the rules of the Minnesota Pollution
Control Agency.
4} The primary cause of any groundwater contamination at the landfill
appears the poor site selection by the Minnesota Pollution Control
Agency.
Petroleum Funds, Inc.
Motion by Stone, seconded by Lindquist and unanimously carried to
approve County Attorney to proceed with possible petroleum refund
reimbursement through Petroleum Funds, Inc. for the years 1973 through
1981.
Closed to Public
At 2:15 p.m. Chairman Olson declared the meeting closed to the public
for the purpose of evaluation of the Veterans Service Officer pursuant
to the open meeting law. Closed meeting lasted until 3:35 p.m.

At 3:40 p.m. the meeting was again open to the public and reconvened:
Laptop computer
Motion by Lee, seconded by Lindquist and unanimously carried to
approve the Highway Engineer's previous request for a laptop computer
to be purchased from Cooper's Computer Center in the amount of $2,299,
the lowest of three quotations.

At 3:45 p.m., with no further business, Chairman Olson declared the
meeting adjourned until 9:30 a.m. on February 6, 1991.
