Chairman Olson called the rreeting to order at 12:50 p.m., with all merrbers present. Motion was made by Andy Lindquist, seconded by Hub Nordgren and unani-· mously carried, to approve the minutes of the December 19th meeting, with the correction of the plat approved being "lazy Acres, 1st Add'n". _./: ... tABATEMENTS APPROVED :·:•-,.'' . ':\ Upon motion made by Andy Linci:Juist, seconded by Sydney Nelson and unani-_-} nously carried, the following abatements were approved: -1 Dale & Patricia Bjo:rk Battle lake Seasonal, recreational & canm~"1 Merle & Lorraine Henderson Fergus Falls C Non-existent parcel ,:, JOINT POWERS AGREEMENT _Motion was made by Bert Hovland, seconded by Hub Nordgren and unani- SOLID WASTE ·mously carried, to direct the Chainnan of the Board to execute the amendrrents to the Joint Powers Agreement for Solid Waste Incineration. i-i,,SOLID WA.STE INCINERA- J-: TION AGREEMENT ~\.;FERGUS FALLS Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani- mously carried, to direct the Chairman of the Board to ex~ute the Second Anendrrent to the Agreement with the City of Fergus· Falls for Solid Waste Incineration, following execution by representatives of the City of Fergus Falls. · ';ii i991 BOARD COMPENSATION Upon motion made by Andy Lindquist, seconded by Mel O. Olson and unani- ' · mously carried, the folla,.,ing resolution was adopted: :i' · RESOLVED by the Board of County Ccmnissioners of otter Tail County Minnesota, that The corrpensation established for the County Board shall be set at the sane anount as 1990, or $14,705.00, for the year· 1991, BE IT FURI'HER RESOLVED, per diem is. established at $'30.0O(1per full day, $20 .00 per half day, for serving on any or all of the following cammittees, plus any other carrmi.ttee that may be established by the Board: County Extension Canmittee Solid Waste Canmittee Joint Powers Board Jail Study Committee Budget Comnittee Building & Grounds Carrmittee Salary Canmittee Fann Resource Center Committee Applications Screening Committees MN Wood Carmri.ttee NC Canmittees and Board Appointrrents Recycling Ccmmi.ttee Labor Union Mediation Cammittees BE IT FURTHER RESOLVED, mileage shall be stablished at 24¢ per mile for perfo:rming official duties on behalf of the County, BE IT FURI'HER RESOLVED, fringe benefits as granted to all other county employees shall·be applicable to County Board M:mbers, including hospitalization, ten:n life insurance, PERA, Deferred Corrpensation where applicable. BE IT FURI'HER RESOLVED, maximum daily alla,.,ance for rreal expense shall be $15.00. BENEFITS FOR EMPLOYEES BECOMING ELECI'ED; I OFFICIALS AllJOURNMENT Motion was made by Bert Hovland, seconded by Andy Lindquist and unani- :rcously carried, to clarify the earlier action of the County Board regarding payment of the accumulated enployrrent benefits to elected officials who were county ercployees prior to assurre their offices, that the personnel policy provisions by \illhich those benefits are to be detennined are those in effect upon the date of the board's action.
