December 5, 1990
Pursuant to Minn. Stat. 275.065, and published notice thereof, the
Budget Hearing for otter Tail County was held Wednesday, December
5, 1990 r at 8: 00 p .m. • CblIDty. 1Board Chainnan Olson called the meeting
to order with Carrnissioners Lindquist, Nordgren, Olson and Hovland
present, Carnmissioner Nelson absent. Also present were the follaving:

Alio present were eighteen people from the general public.
Chainnan Olson called on Wayne Stein, Deputy Auditor, and rrember of
the otter Tail County Budget Cammi ttee, who reviewed the CO\IDty' s
1991 budget with a canparison to tax year 1990, as. to revenues and
expenditures. The total budget presented for 1991 was $31,079,077
with a proposed levy of $10,607,231.
Larry Dom of Fergus Falls spoke to the proposed budget CXJlllITerlding
the county for its prudent efforts to keep spending at a minimum.
Chester Norby, lakeshore armer, addressed the rising taxes over the
past few years on non-resident lakeshore property.
Chainnan Olson ackmwledged receipt of s±xile1!:ters, five non-resi-
dent and one resident troq:,ayer, objecting to:the increase in property
taxes.
After Chainran Olson declared the hearing closed, the follaving reso-
lution was introduced by Andy Lindquist who moved for its adoption:
RESOLVED by the Board of Co\IDty Carnmissioners of otter Tail County
Minnesota, that
The amount of $10,607,231 be certified as the County's 1991 Grass
Property Tax Levy and that the anount of $31,079,077 be certified
as the County's 1991 Budget, as presented.
The motion was seconded by Hub Nordgren, and upon roll call vote,
the follCMing vote was tabulated.
Voting "Yes" Hovland, Lindquist, Nordgren and Olson
Voting "No" None
Absent Nelson
The resolution was declared adopted this 5th day of December, 1990.
With no further business, Chainnan Olson declared the ~eting
adjourned at 8:37 p.m.

Pursuant to adjournmeht, the Board of County Canmissioners of Otter
Tail County Minnesota net Wednesday, December 12, 1990. Chainnan
Olson called the meeting to order at 12 :35 p.m., with all members
present.
M:>tion was made by Hub Nordgren, seconded by Andy Lindquist and
unanimously carried, to approve the minutes of the rreeting of Dec-;-
ernber 5, 1990, including the minutes of the budget hearing on De-
cember 5th.
DESIGNATED SMOKING AREAS Diane Tho:rson, Director of Public Health, and Rick Sytsma, Mainten-
vs SMJKE FREE BUIIDING ance Supervisor, appeared before the Board relative to the state re-
quirement that all public buildings,;be "snoke free", or have certain
designated areas for snoking. Thorson and Sytsma were directed to
check into the option and the proposed cost of establishing snoking
areas and the exhaust required.
FOOD & BEVERAGE
ORDINANCE AMENDMENTS
Diane 'Ihorson and Doug Johnson frcxn the Depart:rrent of Public Health
appeared relative to the proposed food and beverage ordinance arrend-
rrents. A delegation of persons representing sportsmen's clubs,
Jim Bailey spokesman, appeared and voiced objections to the new
amendments and the affects such amendrrents would have on their
food service and fund raisers. Also received and acknavledged by
the Chai..rm:m were fifteen letters representing various church or-
ganizations and charitable organizations objecting to regulations
and prahibi tions in the proposed ordinance. After listening to
the various interested parties, notion was· made by Andy Lindquist
to table action oni".the proposed arrendrrents until 1991, suggesting
to the various organizations that they request legislation exemp-
ting their activities from the requirerrents. The notion was secon-
ded by Hub Nordgren and carried unanimously.
BC/BS PARTICIPATING Lar:ry Krahn, Coordinator, discussed a request by Blre Cross and
MENTAL HEALTH & CHEMI-Blre Shield, that the county employees use only participating
CAL DEPENDENCY PROVIDERS providers in the treatment of chemical de:rendency and mental health
problems. After discussion, notion was made by Andy Lindquist, se-
conded by Sydney Nelson and unanimously carried, to authorize the
Chairman of the Board to execute an agreerrent on behalf of Otter
Tail County, that the group will incorporate the amendrrent that
offers coverage for mental health and chemical dependency services
only within BCBSM's network of participating providers, except in
three listed circurrstances as outlined in the agreerrent.
PUBLIC DEFENDER BUDGET Larry Krahn, Coordinator, reported that the budget carrmi ttee is
working with the judges on the public defender costs., No action
taken.
ITASCA COUNI'Y TEMPORARY Canmissioner Hovland reported on a trip to Grand Rapids to view
WASTE STORAGE FACILITY Itasca County's tanpora:ry waste storage facility, a "lav-tech"
operation consisting of an open pit into which solrud waste is de-
posited and later removed and loaded for transport to Quadrant.

OITER COUNTRY TRAIL Tim Greip appeared on behalf of Land & Resource Management and pre-
ASSOCIATION sented the certificate of insurance for the liability coverage for
Otter ·Count:ry Trail Association, as requested by the Board.
EAST BATI'IE BEACH RCN) Greip also reported that the road to serve East Battle Beach in
BOND RETURNED Girard TCMnship has been completed and taken over by the township.
Motion was made by Hub Nordgren, seconded by Bert Hovland and unani-
nously carried, to return the bond that was presented to assure said
construction.

Motion was made by Andy Lincquist, seconded by Sydney Nelson and unani-
nously carried, to advertise for bids to be received until 10 :00 a.m.,
Tuesday, Januru:y 8, 1991, for the county's printing and publishing
for the year 1991.
Motion was made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, to authorize the Chainnan of the Boatd to sign
Purchase Order #1454 to Inland Associates for twelve (12) terminals
at a total cost of $4,560.00.

rrously carried, to approve payment of $11,807.00 to the Association
of Minnesota Counties , representing the dues for 1991, with payment
to be made in Februm:y of 1991.
Upon rrotion made by Sydney Nelson, seconded by Bert Hovland and unani-
IIDusly carried, payment was approved inthe amonnt of $358.04 to the
United Leasing for a copy machine in the Court Administrator's office.
Upon motion made by Hub Nordgren, seconded by Andy Lindquist and nnan-
:i.mously carried, the follaving resolution was adopted:
RESOLVED by the Board of County camri.ssioners of Otter TailCounty
Minnesota, that
The sum of $183,878.00 be set aparti:from the General Revenue Fnnd
and appropriated subject to the order of the Dean and Director
of the Minnesota Extension Service of the University of Minnesota
for the support of county extension work in Otter'1Tail· County for
the year beginning January, 199'1 in accordance with Minn. Stat.
Sections 38.33 -38.38, 1990.
BE, ,IT, ¥URI'HER ·RESOLVED, .The contract for ercploying County Extension
Staff between the University of Minnesota Extension Service, as re-
quired under Minn. Stat. Sections 38-.33 -38.38 is hereby approved
and the Chainnan of the Board is authorized to execute said contract
on behalf of Otter TaiL County.

Chainnan Olson acknavledged a letter received from Geralds. Rufer,
Fergus Falls, relative to the Highway #210 by-pass and its affect
on U.S. #59 and the City of Fergus Falls. No action taken.
Motion was made by Bert Hovland, seconded by Hub Nordgren and unani-
rrously carried, to approve the following payrrents to Tinjum Appraisal
Company, Detroit Lakes, MN, in connection with tax-court proceedings:

Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani-
mously carried, to approve payment cbf $285.00 to Hefte, Pemberton,
Sorlie and Rufer for review of the county's health/accident plan and
tax consequence to ercployees.

RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, Minnesota Statutes 471.61 Subd. 2(a) provides that a
county may insure or protect its retired officers entitled to bene-
fits under any public employees retirercEI1t act and their dependents,
under policies of group insurance or benefits covering rredical and
surgical benefits or hospitalization insurance or benefits; and
WHEREAS, the Otter Tail County Board has determined that rredical and
hospitalization insuran~ coverage should be extended to elected
officials who have concluded their service with the County and \vho
meet certain criteria and standards of service; and
WHEREAS, Otter Tail County has an existing Personnel Policy which
provides for extended medical and hospitalization insurance benefits
for employees and their dependents follaving termination of errploy-
ment; and
WHEREAS, the County Board has detennined that it is appropriate to
provide extended insurance benefits to retiring elected officials
in a manner similar to employees,
NCW, THEREFORE, BE IT RESOLVED that the County of Otter Tail hereby
adopts a policy, authorized by Minnesota Statutes 471.61 subd. 2 (2)
of providing medical and hospitalization insurance coverage under
the Otter Tail County group health insurance plan to elected officials
following termination of service with Otter Tail County, in the fol-
lowing manner:
Tenninated elected officoals entitled to benefits under any
public employees retirement act shall receive payment of cur-
rent insurance premiums in a total arrount equal to a portion
of the official's most recent base salary determined in acror-
dance wi. th the folloo.ng schedule:

Any official serving other than a full-tenn shall receive a pro-
rated percentage of base salary.
Motion was made by Andy Lindquist, seconded by Bert Hovland and unani-
mously carried, to direct the Auditor's office to pay accumulated sick
leave and vacation to employees who becane elected officials and
thereby terminate employment. For those current elected officials
whose accumulated sick leave and vacation tine have been held by the
county, the amount earned shall accrue interest at the rate of 6%
per year frcm the tine of election or appointrrent to office.
Upon notion made by Bert Hovland, seconded by Andy Lindquist and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Conmissioners of Otter Tail County
Minnesota, that
The County Board does hereby support the County Engineer and the
Engineer's District Association in their position in urging
the Legislature to retain the current State Aid fonnula for county
state aid roads.

Upon motion made by Bert Hovland, seconded by Hub Nordgren and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Ccmnissioners of Otter Tail
County Minnesota, that
The following shall be the 1991 benefits and salary increases
for all Otter Tail County non-union employees:
$70.00 increase in each step on the salary range scale
182.00 per rronth payrrent towards the individual hospitalization
premium
171.00 per month payment towards the dependent hospitalization
premium
130.00 per month for all employees not participating in the
dependent hospitalization coverage
Plus all other ernploy.ee,benef±-ts, H·e., sick leave,:,vaca:bidn, etc.,
as stated in the county personnel policy.
Adopted at Fergus Falls, MN this 12th day of December, 1990.
At 3:00 p.m., with no further business, Chainnan Olson declared
the meeting adjollilled until 9: 30 a.m. , Wednesday, December 19, 1990.
