Olainnan Olson called the :rreeting to order with Corrmissioners Nelson, Hovland, Nordgren and Olson present, Corrmissioner Lindquist absent for a medical appoinbrent in the Cities. The :rreeting camrenced at 12 : 40 p .m •• Motion was made by Hub Nordgren, seconded by Bert Hovland and carried, to approve the minutes of the November 7th :rreeting as mailed. Jeffrey L. Ba.vlby, Meadowbrook Insurance Group, appeared before the Board and reported on the 1991 otter Tail County Health Coverage Renew- al, 'Which indicated a cost of $182.43 for single coverage, $493.00 for family coverage, or a total increase of $249,599, 28.6% over 1990. Mr. Ba.vlby recamnended renewal of the Blue Cross-Blue Shield Self- Funded Plan at the renewal rates; secure reinsurance levels of $30,000 individual, 115% ~cted losses; monitor year end cash results to de- tennine the perfonnance of 1990. No action taken. Residents of Henning To.vnship, Wesley Torkelson spokesman,1.1appeared before the Board requesting the county do sorrething to solve the dust problem on the township road between the Henning Transfer Station and CSAH #67. The County Engineer Richard ¼lest was instructed to check on the cost of applying dust guard to control the dust. 'Ihe matter of personnel insurance benefits for retired elected county officials was discussed. Motion was made by Sydney Nelson, seconded by Hub Nordgren and carried, to instruct Lar:ry Krohn and Wally Senyk to prepare a resolution containing the necessa:ry wordage as recanmended by the Personnel Corrmittee. A delegation of people, Olarles Krekellherg representative, appeared be- fore the Board regarding a conditional use pennit approved with con- ditions by the Planning Corrmission on the request of Larry and Tom Carlson to expand a sporting clay course in Erhards Grove Ta..mship. Krekelberg and Carlson are to :rreet and discuss the project for an amiable solution prior to board action. Motion was made by Bert Hovland, seconded by Hub Nordgren and carried, to grant approval of the John L. Tallarico application for conditional use permit to have a duck pond on property in G.L. 6, Dunn Township, approved without removal of the inlet and outlet pipes, on the condition the project be monitored by Land & Resource in one year. CONDITIONAL USE PERMIT Motion was made by Sydney Nelson, seconded by Bert Hovland and carried, APPROVED -SAE'WERI' to approve a conditional use pennit for Leonard K. Saewert, Corliss To.vnship, to expand Leonard's Resort from 8 to 18 units.· CONDITIONAL USE:.!PERMIT Motion was made by Bert Hovland, seconded by Hub Nordgren and carried, DENIED -OBrERMAN to uphold the decision of the Planning Corrmission and deny the request of Janes Ostennan, for a conditional use pennit in Henning Ta..mship to construct retaining wall. FORGIVENESS OF A motion was made by Bert Hovland to approve forgiveness of penalty PENALTY -DENIED on a late payment of tax by Linda Conover in Corliss To.vnship. The motion was seconded by Hub Nordgren but failed with Hovland and Olson voting "no"./ OI'I'O TCWNSHIP RADIO TCWER SITE County Board -2 -November 14, 1990 Daili.e Menze, otto Tarmship, appeared before the Board, stating he had a petition signed by 49 residents in the area of construction of a cellular phone taver, requesting sup:p:>rt of a proposed resolution re- quiringthat said tower be placed in :rrore desirable location. After consideration, motion was made by Sydney Nelson, seconded by Bert Hovland and carried, to adopt the following resolution: RESOLVED by the Board of County Conmissioners of otter Tail County Minnesota, that WHEREAS, residents in the area of a radio tower to be constructed in Section 31, otto Tavnship, have voiced a concern regarding placement of sudl tower, NCW, THEREFORE, BE IT RESOLVED, the otter Tail County Board does hereby support the request that consideration be given to an alternate site for the location of said tower. Adopted at Fergus Falls, MN, this 14th day of November, 1990. NELSON RESIGNATION Cammissioner Nelson, recently elected to the Minnesota House of Repre- sentatives from District 12A, submitted his resignation from the otter Tail Cmmty Board as of December 31, 1990, and all committees in connection thereof, after which notion was made by Bert Hovland, seconded by Hub Nordgren and carried, with Syd Nelson abstaining, to accept the resignation with regrets. BEER LICENSE APPROVED Motion was made by Bert Hovland, seconded by Hub Nordgren and carried, to approve an application of Judy Johnson, dba Johnson's Bait & Tackle, Lida Township, for an on-sale non-intoxicating malt liquor license. JOINI' POWERS SOLID Dan Edwards from the City of Fergus Falls appeared before the Board WASTE AGREEMENTS for a discussion on the amendrrents to the joint powers solid waste agreements. Attorney Senyk spoke to the ramifications should the joint powers counties be allowed to reduce their minimum tonnage requirerrents. A firm proposal is to be presented to the County Board by November 21st. WORKERS COMPENSATION Motion was made by Hub Nordgren, seconded by Bert Hovland and carried, ADD'L ASSESSMENT to approve pa:yment of $26,349.69 to the Minnesota Counties Insurance Trust representing additional assesSirent for the Workers' Canpensation coverage for the year 1990. HIGHWAY DEPARI'MENT County Engineer Ridlard West discussed training sessions. 1.for key an- TRAINING SESSIONS ployees in the Highway Depart:rrent during 1991, to include canputer training and bituminous testing training. No action. LOADER DEMONSTRATIONS Engineer West stated he will be conducting a de:rronstration on the operation and capabilities of the tWJ different sizes of loaders, to which the county board was invited. ROAD TOUR The tour to view the construction projects in E.otter Tail County was scheduled for 9 :00 a.m., Tuesday, November 20th. SOIL BORINGS CCNSUL-Motion was made by Bert Hovland, seconded by Hub Nordgren and carried, TANT APPROVED authorizing the County Engineer to obtain quotations from consultants to obtain soil borings in the construction of CSAH #67. GRANT FUNDS REIURNED Motion was made by Hub Nordgren, seconded by Bert Hovland and carried, TRANSFER TRAILERS to approve the return of $16,000 to the State of Minnesota Office of Waste Manage:rrent, which represents repayment of a portion of the grant funds provided to otter Tail County when the county purchased transfer trailers which have since been sold. r~) ;;-·• , RESOLUI'ION. ' Cotn1ty Board -3 -November 14, 1990 Upon motion made by Bert Hovland, seconded by Hub Nordgren and carried, the following resolution was adopted: RESOLVED by the Board of Cotn1ty Corrmissioners of otter Tail Cotn1ty Minnesota, that WHEREAS, sane of the residents of Clitherall Township·have requested a 20 mile per hour speed zone be established on Clitherall Lake Road on the North Shore of Clitherall Lake, and WHEREAS, the Cotn1ty .of otter Tail also believes that a speed zone would be beneficial in this area, NCM, THEREFORE, BE IT RESOLVED, that otter Tail County does hereby request that the area be studied by the Minnesota n::epartinent of Transportation to detertnine the need for a proper speed zone, if any, BE IT ALSO RESOLVED, that Minnesota Iepartrnent of Transportation proceed· with establishing a legal speed zone if the · findings of the traffic study are supportive. Ui;x:m motion made by Hub Nordgren, seconded by Bert Hovland and car- ried, the following resolution was adopted: · RESOLVED by the Board of County Canrnissioners of otter Tail Cotn1ty Minnesota, that WHEREAS, the County of otter Tail has applied tothe Camnissioner 6f Transportation for a grant fran the Minnesota State Transportation Fund for the reconstruction of Bridge No. 96883 over Red Eye River, and; WHEREAS, the application for the grant has been-reviewed by the·pro- per Agencies,. and WHEREAS, the anount of the grant has been determined to be $80,694.75 by reason of the lavest responsible ·bid, NOW, THEREFORE I BE IT RESOLVED, that the Cotn1ty of otter Tail does hereby affinn that any cost of the bridge in excess of the grant will be appropriated from funds available to the Cotn1ty of otter Tail, and that any grant 'monies appropriated for the bridge but not required, based on the final estimate, shall be returned to the Min- nesota State Transportation Fund.
