October 10, 1990
Pursuant to adjournrrent, the Board of County Comnissioners of otter
Tail County Minnesota met Wednesday, October 10 , 1990. Chairrren Olson
called the neeting to order at 1 :01 p.m. with all :rrerribe:rs present.
Motion was made by Sydney Nelson, seconded by Bert Hovland and unani-
nously carried, to approve the minutes of the rreeting of October
3, 1990.
Motion was made by Andy Lincquist, seconded by Bert Hovland and unani-
nously carried, to approve the folla.ving applications for homestead
classification and/or reduction of tax capacity:

Motion was made by Hub Nordgren, seconded by Andy Lindquist and unani-
nously carried, to approve payment in the arrount of $330.00 for two
sets of Minnesota Statutes for 1990 , one set for the County Audi tor's
office and one set for the County Board Roan.
Motion was made by Hub Nordgren, seconded by Bert Hovland and unani-
mously carried, to approve the following utility pennit:
TEKSTAR Cablevision, Inc. CSAH #1 Section 17, Aurdal Township
Motion was ma.de by Hub Nordgren, seconded by Bert Hovland and unani-
nously carried, to approve payrrent of $765.00 to the National Ass'n
of Counties, representing dues for 1991.
Upon notion made by Sydney Nelson, seconded by Andy Lindquist and
unanimously carried, the folla.ving resolution was adopted:
RESOLVED by the Board of Cmmty Corcmissione:rs of otter Tail County
Minnesota, that
WHEREAS an application has been i. lillade by the otter Tail County
Auditor for cancellation of certificate of forfeiture on the SE¼SE¼
Section 21-136-40, and the W½ffi'%, ex. Jacob's Add'n, Ex. R.J. Miller
Add'n and ex. tracts in Section 22-136-40, and
WHEREAS, reason for cancellation being the description should have
been Range 4 3 and in error was typed Range 40,
NOV, THEREFORE, BE IT HEREBY RESOLVED, the County Board dces ar;,prove
cancellation of the county auditor's certifi:cate of forfeiture on the
above lands described.
Adopted at Fergus Falls, MN this 10th day of October, 1990.
Conmissioner Lindquist reported on activities of the Recycling Can-
mittee and stated the Fergus Falls recycling center parking lot has
na.v been blacktopped; the boakeeping system is revamped and inproved;
canisters are being constructed; ag pesticide containers are to be
collected within the next couple weeks; and the center is negotiating
with Productive Alternatives for additional help. No action taken.

County Board -2 -October 10, 1990
Ccmnissioner Nelson :reported a goal of 75% :recycling of solid waste
is being projected byd993, and discussed possible pollution from
burners. No action taken.
CClmmissioner Hovland reported on the prop:>sed state contract for
the salt supply in the City of Pelican Rapids, submitting a contract
to be :reviewed by the County Attorney.
PUBLIC ACCESS -PEL!CAN Problerrs at the public access on Pelican Lake were discussed, as well
PHELPS MILL DAM as the cost of repairs on the dam at Phelps Mill. No action.

Motion was made by Bert Hovland, seconded by Hub Nordgren and unani-
m::msly carried, to approve the application for conditional use pennit
of Ralph J. Conoryea, in Lida Ta-mship, to cut or level bank, add a
sand blanket to each 60 ' lot on the 01 thof f, Baukol and Hanson pro-
perties, as well, stabilizing the area, but not requiring the rip-
rap as :reccmrended by the planning canmi.ssion.

mously carried, the follaving :resolution was adopted:
RESOLVED by the Board of County Comnissioners of otter Tail County
Minnesota, that
WHEREAS otter Tail County has had prepared a Corrprehensive Local
Water Plan as required,
NGv, THEREFORE, BE IT RESOLVED, the County Board does here by adopt
the Corrprehensive Local Water Plan as written, and
BE IT FURI'HER RESOLVED, cost of inplementing said plan to _be refeirred to
the 1991 Budget Committee for recomrrendation on financing.

The County Board ackna,.,ledged receipt of a letter from the U. s. Fish
And Wildlife Service indicating support and assistance in the adoption
of the Corrp:rehensive Local Water Plan.
Conmissioner Lincquist announced a rreeting on the water plan inplemen-
tation is being held by the Board of Water & Soil Resourres at the
Arrerican legion at 9: 30 a.m. , Tuesday, October 30, 1990.
1-btion was made by Hub Nordgren, secx:mded by Bert Hovland and unani-
mously carried, to temporarily assign Tim Greip to the position vacated
by Wm. Kalar when Kalar was terrporarily appointed as Land & Resource
Manager, moving Greip fram a Range 14, Step 6, to Range 16, at the next
highest salai:y above the Range 14, Step 6, comrencing October 1, 1990.
The matter of fees charged in an "after-the-fact" application was
disCU3sed with no action taken.

County Board -3 -October 10, 1990
Commissioner Hovland presented a petition from landCJNn.ers along
County Highway #3 by : ·, South Lake Lida, requesting the speed
limit in the area be reduced due to road OJ11ditions. M:>tion was
made by Bert Hovland, seconded by Hub Nordgren and unani.rrously
carried, to accept the petition for a study on the speed limit
in that area.
Comnissioner Hovland re:EX)rted on the ireeting of the Joint Pavers
Solid Waste Board of October 9 , 1990. After sare discussion,
notion was made by Bert Hovland, seconded by Hub Nordgren and unani-
rrously carried, to approve the terns recormended by:·the Solid Waste
Joint Pavers Board for acceptance of the Pro:EX)sed Amendrrents to the
Agreerrent for Solid Waste Incineration at Fergus Falls, as described
in the minutes of the ireeting of that board of October 9, 1990, and to
present those terns to the.City of Fergus Falls for their approval.
If these terns are accepted by Fergus Falls , then to seek to obtain
written approval by the Boards of Corrrnissioners of the affected jomt
powers counties.
At 2 :50 p.m. , Chainnan Olson declared the :rreeting closed to the public
for the pur:EX)se of discussing labor negotiation strategy.
At 3: 10 p .m. , with no further business , Chainran Olson declared the
:rreeting adjourned until 9 : 30 a .m. , Wednesday, October 17, 1990.
