Chainnan Olson called the rreeting to order at 9:30 a.rn., with all rrembers present. Motion was made by Bert Hovland, seconded by Andy Lincquist and unani- nously carried, to approve the minutes of the Septenber 26th rreeting as mailed. Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani- nously carried, to change the meeting date of October 24th to the 31st of October, due to an AMC meeting scheduled in Fergus Falls an the 24th of October. Russ Evjen, Assistant Engineer, appeared before the Board and reported to the Board that the furnace in the Highway Garage in the City of New Yo:rk Mills needs replacing. After consideration, notion was made by Sydney Nelson, seconded by Bert Hovland and unanirrously carried, to advertise for bids to be received until 1: 30 p .rn. , Wednesday, October 31, 1990, for a new furn.ace for the New York Mills garage. Corrmissianer Hovland brought up a proposed contract with the State of Minnesota for use of the state's salt bins in the City of Pelican Rapids. After some "discussion, notion was made by Andy Lindquist, seconded by Sydney :Nelson and unanimously carried, to instruct Com- missioner Hovland to folla-.r-up on the matter, togetijer with the County Attorney to negotiate a contract with the State of Minnesota. Wm. Kalar, I.and & Resource Director, appeared before the Board and again discussed with the Board the request by Nonnan Holt to change the narre of Deusch lake in leaf Mountain Ta-.rnship to Holt lake. Mr. Kalar was instructed to contact Mr. Holt and obtain written verifica- tion from Ccmn:i.ssioner Alexander that consideration will be given by the Depa.rtrrent of Natural Resources should the county again hold a hearing on the matter. The Board, having previously advertised for bids to be received for the construction of the recycling building in the City of Perham, proceeded to open bids which were found to be as folla,.,s : Nordick Construction, Fergus Falls , MN' Bob Resset Construction, Pelican Rapids, MN' $26,690.00 18,950.00 AFter consideration, notion was made by Bert Hovland, seconded by Hub Nordgren and unanirrously carried, to award the contract to Bob Resset Construction, at $18,950.00 being the lavest bid, on the con- dition the bid rreets as specifications. Collllty Board -2 -October 3, 1990 EXCELLENCE IN COUNI'Y Upon notion made by Hub Nordgren, seconded by Andy Lindquist and unani- mVERNMENT AWARD nously carried, the follaving resolution was adopted: BTDS RECEIVED FOR PROPERI'Y IDN1 'OI"I'O Ta'JNSHIP CURB-SIDE RECYCLING PICKUP CITY OF PERHAM TURN BACK CSAH #8 and MN TH #78 RESOLVED by the Board of County Comnissioners of Otter Tail County Minnesota, that WHEREAS the Association of Minnesota Counties is soliciting narres of county officials to receive the 1990 Excellence in County Govemrrenb, ·. award, and WHEREAS, the Otter Tail County Board has submitted the narre of Lee Luebbe, OJn:missioner from Winona Collllty, as recipient of this award because of her various activities in and for the benefit of the Association of Minnesota Counties, NCW, THEREFORE, BE IT RESOLVED, the Association of Minnesota Collllties is hereby urged and recomrrended to acknavledge the adlievements of Lee Luebbe for the Association of Minnesota Collllties by presenting her with the 1990 Excellence in County Govemrrent award. Chainnan Olson ap:[X)inted Bert Hovland to rreet with the recycling com- mi ttee to discuss curb-side pick-up, which is being proposed both by the City of Fergus Falls and the City of Pelican Rapids, to make re- canrrendations to the Collllty Board on hav such projects should be handled. Bob Louiseau, Manager City of Perham, appeared before the Board with a request from the City to allav a turn back of a portion of CSAH #8 right-of-way for a development in the City of Perham. After the presentation, notion was made by Sydney Nelson, seconded by Bert Hov- land and unanimously carried, to sup:[X)rt the request of the City of Pe:rham in their efforts with the MNDoT in acquiring the tum-back. CITY OF PERHAM The Board also discussed with Louiseau curbside recycling pickup and RECYCLING & COMPOSTING composting efforts and proposed expansion to surrounding tCJrJ11Ships and other cities. No formal action taken. BOIS DE SIOOX WATERSHED DISTRICT DAY-CARE PROVIDER SEMINAR Jon Roeschlein, Executive Director of the Bois de Sioux Watershed District, appeared before the Board along with Warren Erickson, Director and Secretai:yF and presented the overall plan for the watershed dis- trict for 1990-2000, rules of the district and a revamped map. No action taken. Angele Berge, West otter Tail Collllty Herre Economist, re:[X)rted on a seminar recently held by the Pine-To Prairie Extension Hane Econanists at the Castaway Club on Pelican Lake on "Managing Your Business: Herres !May From Horre" , geared for day care providers. Berge stated there were 65 participants, with a total cost of $2,067.50, with a ve:r:y positive res:[X)nse. 1991 LEVY REDtOION BILLS. APPROVED County Board -3 -October 3, 1990 Upon notion rrade by Pert Hovland, seoonded by Sydney Nelson and i.maninously carried, the follaving resolution was adopted: RESOLVED by the Board of County Ccmnissioners of Otter Tail County Minnesota, that WHEREAS, the County Board on the 8th of November, 1989, set the levy for the tax year of 1990 at $11,494,547.00, and WHEREAS, the above levy as so set was within the levy limit as established by the State of Minnesota Departnent of Revem:e , and WHEREAS, the calculation of the ~s resulted in an excess levy of $8,436 due to rounding to the nearest even dollar, pursuant to Minn. Stat. 276.04, Subd. 2, and WHEREAS, the Minnesota Department of Revenue has issued an order to the County requiring the county reduce the levy for the tax year 1991 by $8,436, or be penalized by the loss of $2,784.00 of harestead and agricultural credit aids , Na-J, THEREFOJ:{E, BE IT RESOLVED, the County Board does hereby reduce the levy for the tax year 1991 by the S'lllTI of $8,436.00.
