Pursuant to adjournment, the Board of County Comnissioners of Otter
Tail County Minnesota met Wednesday, September 12, 199P • Chairman
Olson called the TIEeting to order at 12 :43 p.m. with all rrembers
present.
Motion was ma.de by Hub Nordgren, seoonded by Andy Lindquist and unani-
mously carried, to approve the minutes of the September 5th meeting as
mailed.
Motion was made by Andy Lind:juist, seoonded by Hub Nordgren and unani-
mously carried, to instruct Rick Sytsma, Maintenanre Supervisor, to
obtain qwtations from oontractors to find the exhaust line from the
j us tire facility, _c __noving sane, to eliminate the furres that are can-
ing into the building through the air intake lines.
Motion was made by Hub Nordgren, seoonded by Andy Lindquist and unani-
mously carried, to offer no objections in the depositing of oil con-
taminated soil from the :rerroval of underground tanks from the Henning
School District on the Wayne Guse property in the:SE¼ of Section 3-
133-38.
Motion was made by Andy Lindquist, seconded by Bert Hovland and unani-
mously carried, to renove the taxes, penalties, costs and interest on
the Barkley Hotel property, #71-003-99-0284-000, in the City of Fergus
Falls for the years 1986, 1987, 1988, 1989, 1990, in the total anount
of $10,070.50, to alla.v the City of Fergus Falls to proceed with ac-
quisition.

The County Auditor requested the used oopier brought over from the
Extension Office in Perham be repaired and plared in the Driver License
and Garre & Fish Th:!part:nent, which was approved upon general oonsent.

mously carried, to approve payment in the anount of $300.00 to the
Parkers Prairie Fire I:spartrrent for a fire call made to a fire in
the ditch on CSAH #136 in the NW¼ of Section 20, Elmo Ta.vnship.
Upon motion made by ·Sydney Nelson, seconded by Hub Nordgren and unani-
nous ly carried, the folla.ving resolution was adopted:
RESOLVED by the Board of County Ccmmissioners of Otter Tail County
Minnesota, that
WHEmAS, on April 11, 1990, the County Board accepted the bid of
ASTECH Co:rp. St. Cloud, MN, in the anount of $224,700.14 for oounty
wide sand seal, and
WHEREAS, the above contract has now been canpleted tobhe satisfaction
of the County Board at a total oost of $238,992.25, an increase of
$14,292.11 due to additional wo:rk on several oounty roads and ta.vn-
ship projects,
NCW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized
and directed to issue a warrant in the anount of $29,252.15 payable to
ASTECH Corp. as final paynent for this project.

Upon notion made by Andy Lindquist, seconded by Bert Hovland and mani-
nously carried, the folla'1ing :resolution was adopted:
RESOLVED by the Board of County Commissioners of otter Tail County
Minnesota, that
WHEREAS, on October 11, 1989, the County Board accepted the bid of
Sherbrooke Sodding Co. , Pelican Rapids, MN, in the anrnmt of
$119,549.80 for grading, aggregate base & bituminous surfacing on
S.A.P. 56-651-10, and
WHEREAS, the above contract has na'1 been canpleted tothe satisfaction
of the County Board at a total rost of $164,948.29, an increase of
$32,436 • 41 dl.E to additional wol:k for cxmm:m excavation, granular
borro.v, culverts, base and bituminotE surface, & liquidated damages
NCW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized
and directed to issue a warrant in the amount of $8,106.05 to
Sherbrooke Sodding Co. , in final payment thereof.

nously carried, to approve a utility pennit, with conditions, for Park
Region Mutual Telephone Conpany, to bury telephone cable along or across
CS.AH #40-59 from Vining to Urbank.
Upon notion made by Andy Lindquist, seconded by Bert Hovland and unani-
nously carried, the folla'1ing applications for reduction of tax capacity

Motion was made by Hub Nordgren, seronded by Sydney Nelson and unani-
nously carried, to authorize payrrent in the amount of $175.00 to Law-
rence Mavis, Fergus Falls, MN, for m::Ming thi.istle on the Michael
Scheidecker property in Section 10, Buse Township, and the County
Auditor is hereby authorized to place a special assessrrent of $199.00
onto such property for the tax year 1991 to cover the cost of cutting
thistle, plus $24.00 of cost born by the county for inspector's expense.
Motion was made by Sydney Nelson, seconded by Bert Hovland and unani-
nously carried, to request the Gambling Control Board waive the 60 day
waiting period in the issuance of an exemption fran lawful gambling
license for the St. Lawrence Olristian Mothers for an activity
scheduled for November 4, 1990, in otto Tc:Mnship.
Motion was made by Bert Hovland, seconded by Sydney Nelsoni artdi unani-
nously carried, to approve a certificate of correction for alteration
of a part of the plat of Ryan's Beach, Section 2-136-40, and the Olair-
man of the Board was authorized to e:xecute such certifi.raion on behalf
of the rounty board.
Jerry Johnson, Richville, appeared before the Board :requesting that
the Board explore the possibility of placing signal lights at the
Sioux Line crossing on CS.AH #14, and also upgrade #14 from Richville
to Trunk Highway 78, by widening and resurfacing. Mr. Johnson was
instructed to provide the Board with written :resolution by the City
of Richville, for consideration.
Tim Brand, Data Processing Director, appeared before the Board and
presented figures on the upJtcice of the rounty's conputer system, soo-
wing discounted prices if the upgrade were to be ordered in September.
The Board requested two weeks to ronsider.

Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani-
rrously carried, to grant approval for a 90 day extension in submission
of the final plat of Lazy Acres, 1st Add' n.
Attorney Senyk reported that due to personnel changes in the County
Attorney's office, the office will experience an excess in the budget
for 1990, :requested that he be given approval to purchase furnishings
out of the excess funds, which was approved upon rrotion made by Bert
Hovland, seconded by Hub Nordgren and unanirrously carried.
A letter from Don Gladson, President, East Lost Lake Property C»mers
Association, was read before the Board, requesting that the County
Board take action on the repair of the dam at Phelps Mill to avoid
a serious catast:rophy should the dam coll3pse or sustain a major rupture.
Motion was made by Bert Hovland, seconded by Andy Lindquist and unani-
rrously carried, to ackna.vledge receipt of the letter, but take no ac-
tion because of lack of funds.
The Board interviewed John Walkup, Aitkin; Richard West, Park Rapids;
and Roger Hille, Warren, MN, for the position of County Engineer.
After the completion of the interviews and discussion, notion was ma.de
by Bert Hovland to offer the position to Richard West, at a salary of
$46,000 per year. The notion was seconded by Sydney Nelson and
carried, with Andy Lindquist and Hub Nordgren voting "no". A rrotion
was then made by Bert Hovland, seconded by Sydney Nelson and unani-
nously carried, to rescind the notion. No further action taken.
