Pursuant to adjourrment, the Board of County Conmissioners of Otter
Tail County Minnesota net Wednesday, August 22 , 1990. Chainran Olson
called the rreeting to order at 12:34 p.m. with all :rrerrbers present.
Motion was made by Andy Lindquist, seconded by Bert Hovland and unani-
rnously carried, to approve the minutes of the A,ugust 15th rreeting .. as
mailed.
Joe M=rz appeared before the Board and presented a petition signed by
rrore than 200 otter Tail County residents requesting that one of the
hearings on the Revised Air Quality Regulations conducted by the
MPCA to be sdHeduled in 1990 be held in Fergus Falls. Action on said
petition tabled until September 5th.
Motion was made by Bert Hovland, seconded by Andy Lindquist and unani-
mously carried, to approve refund of $2,101.60 to Bruce Hanstad, repre-
senting anount paicl on a tax forfeited parcel which turned out not to
be the parcel he assurred it to be, said property purchased at the
appraised price.
The Board, having previously advertised for bids to be reooived for
the sale of two running floor trailers, proceeded to open bids which
were found to be as folla,,s :
Acorn Nurse:ry & Landscaping, Inc. $5,000 each
Gerald N. Evenson, Inc. 12,500 eadl
Northern Disposal, Inc. 18,080 each
Beckers Construction, Inc. 16,000 each
All bidders submitting a oortified check with bid were penni tted to
raise their bids orally after all bids were received and read. After
oral bidding, rnotion was made by Andy Lindquist, seconded by Sydney
Nelson and unanimously carried, to acoopt the bid of Acorn Nurse:ry &
Landscaping, Inc. , in the anount of $25,000 for each trailer, at a
total of $50,000, being the highest bid received •.
Mike Rhyner of the Minnesota Counties Insurance Trust, and Jeff
BCMlby, M=adCMbrook Insuranoo Group, appeared before the Board and
presented a detailed report on the county's insuranoo coverages,
losses, risk managenent, insurance financial statement and actuarial
study. Rhyner and BCMlby also discussed the county's MCIT Health
Fund, self-insurance health coverage, with Commissioner Hovland,
Chainnan ofi the .M:IT,presenting a check in the arrount of$ 149,578.35
to Board Olainnan Olson, representing the balance in otter Tail
County's health fund. Motion was made by Hub Nordgren, seconded by
Bert Hovland and unanimously carried, to deposit the $149,578.35 into
the Insurance Special Revenue Fund.
Angela Berge, West otter Tail County Home F.conornist, reported on a
seminar to be held at the Castaway Club on Pelican Dake, September 21
and 22, "Managing Your Business: Hones lw/ay From Hone", a workshop
for child care provioers.
Lar:ry Krohn, County Coordinator, presented the labor agreement between
the otter Tail County Employees Association and otter Tail County,
which was approved upon motion made by Andy Lindquist, seconded by
Sydney Nelson and unanimously carried, and the Chainnan of the Board
and the County Auditor were authorized to execute said agreerrent on
behalf of otter Tail County.

rrously carried, to approve payment in the arrount of $40. 00 to Arnold
Hoyhtya, New York Mills, MN, for nming weeds on tax forfeited property
in Newton Township.

Motion was made by Hub Nordgren, seconded by Bert Hovland< and unani-
rrously carried, to seta,1charge of $50 .00 for a twc:i day seasonal
on-sale liquor license fee for an on-sale liquor license holder to
cater a wedding off premise, provided all liability insurances are
current and in force.
A petition requesting action on the service of a township road 1ying
between Aroc>r · and Dead Lake Township to Freeman's Beach on··. Dead Lake
was presented to the Board. M:)tion was made by Hub Nordgren seconded
by Sydney Nelson and unanimously carried, to accept the petition and
the County · Audi tc.t>r was instructed to file sane.

Council at Phelps Mill Park September 21 -2J. · Motion was made by-
Andy Lind:;Juist, seconded by Bert Hovland and unanimously carried,
to allow the low impact carrping at·Phelps Mill Park as :requested.
The. matter of use of ethanol in county cars was again discussed,
with a general concensus that all county vehicles be required to
burn ethanol on a regular basis •
