Chainnan Olson called the meeting to order at 12 :44 p.m., with all members present. . . -Motion was made by Sydney Nelson, seconded by Andy·Lindquist and tman- imously carried, to approve the minutes of the August 1st neeting as mailed. Upon-notion made by Andy Lind:Iuist, seconded by Bert Hovland and tman- rrously carried, the folla-,ing resolution was p.dopted: RESOLVED by the Board of Cotmty Camnissioners of otter Tail Cotmty Minnesota, that WHEREAS, the Otter Tail Cotmty Board has reviewed-an application for exemption from lawful gambling license in favor of the · Fergus Falls ,_ · Area Ducks Unlimited Chapter; and WHEREAS, Said .Chapter is desirous of holding their annual Ducks Unlimi- ted Ban::iuent on August. 29 , 1990 , at Elks Point which is located in Dane Prairie Tavnship; and WHEREAS, .Pursuant to Minnesota Statutes 349.214, Subd. 2(b) (4), it pro- vides. that the local govemrrent tmit shall have thirty (30) days be- fore the lawful gambling occasion in which to deny a lawful gambling exemption pennit, NOW, THEREFORE, BE IT RESOLVED, that the otter Tail Cotmty Board does hereby waive the thirty ( 30) day tine period in which to deny a lawful gambling exerrptionpennit application pursuant to Minn. No fonnal action taken. '•':i : ~ ·1 FEDERAL ANI'I-DRUG ABUSE ACT AGREEMENI' County Board -3 -August 8, 1990 Upon notion made by Hub Nordgren, seconded by Bert.Hovland and unani- nously carried, the follo.ving resolution was adopted: RESOLVED by the Board of County Ccmmi.ssioners of Otter Tail County Minnesota, that WHEREAS, the Mi.nnesotaDepart:rcent of Public Safety has been desig- nated to administer law enforcerrent funds available through the Federal Anti-Drug Abuse Act of 1986; and WHEREAS, the.County is eligible to receive funds for services set forth in its grant application, NCW, THEREFORE, IT IS RESOLVED that the County of Otter Tail enter into ag:reerrent with the State of Minnesota, Depa.rtrrent of Public Safety, to reirrburse the County for noney spent for approved acti- vities in connection with its grant application, BE IT FURI'HER RESOLVED that the Sheriff and County Treasurer be and are hereby authorized to execute such agreement, and BE IT RESOLVED FURI'HER, that any anendrrent to that ag:reerrent shall be brought before the Board of Corrmissioners for approval. U.S.FISH AND WIIDLIFE Upon motion made by Bert Hovland, seconded by Andy Lincquist and GULSTAD & SME:CSTAD unanircously carried, the follo.ving resolution was adopted: ECONCMIC DEVELOPMENT AilJC>UmMENI' RESOLVED by the Board of County Corrmissioners of Otter Tail County Minnesota, that WHEREAS, in accordance with a procedural agreement between the Minne- sota Department of Natural Resources and the U. S. Fish and Wildlife Service, dated May 23, 1962, certification by the County Board of Com- missioners for ac:quisi tion of lands by the U. S. Fish and Wildlife Service is requested, and WHEREAS representatives of the U. S. Fish and Wildlife Service rret with the County Board on August 8th, 1990, and informed said Board that waterfo.vl easerrents had been secured fran Timonthy J. Srredstad on part of the E½NE¼ of Section 10, and part of the W½NW'¼ of Section 11, all in 132-43, and from Chester W. Gulstad on the N½SE¼, SE¼SE¼, E½NE¼, ex. The matter of economic developrrent was discussed, with notion made by Bert Hovland, seconded by Hub Nordgren and unanircoIBly carried, authorizing the County Attorney to explore the possibility of getting special legislation to allo.v the county to appropriate nore funds for economic development than is allo.ved to oounties under the statutes.
