Chairman Olson called the meeting to order at 9 : 34 a .m. , with Cormnissioners Nelson, Hovland,, Linaquist and Olson present, Ccmnissioner Nordgren absent. Motion was made by Andy Lindquist, seconded by Bert Hovland and carried, to approve the minutes of the July 25th.meeting as mailed. Mike Hanan, Solid Waste Officer, discussed the Henning transfer station site, stating there has been a request fram the MPCA that the wells on the site be capped. Hanan stated there is one dry well, one with a bent casing, ore the county is using for water supply to the station and one other test well, :recorrmending the dry well and the one with the bent casing be abandoned and capped by the MPCA. M:>tion was made by Sydney Nelson, seconded by Bert Hovland and carried, to abandon the two wells as recomrrended. Hanan, along with Attorney Senyk, discussed the purchase agreement on the recycling facility in the City of Pelican Rapids , stating the agreenent must be re-drafted. No action taken. Comnissioner Olson info:rned the Board of the annual meeting of the Directors of the Fergus Falls Regional T:reatrrent Center ,at 10 :15 August 7, 1990, urging all county cx::mmissioners to attend. Motion was made by Bert Hovland, seconded by Andy Lind::Juist and carried, to approve the Land Surveyors Certificate of Correction to Plat, pre- sented by Teny Lee Anderson, making: ·.ci correction from Gove:rnnent lot 6 to G:>vernmentI..ot 7, in Section 34-136-41, on the plat of A. L. Peadl's Outlots to AL Peadl's I.akesho:re. Motion was made by Sydney Nelson, seconded by Bert Hovland and carried, to approve the Trail Assistance Maintenance Agreenent with the D.N.R. on the CCI'A Sna-nrobile Trail Association, grant application of $6,000. Motion was made by Bert Hovland, seconded by Andy Lind::Juist and carried, to approve the following applications for hanestead classification and/ or :reduction of bax~capacity. Sverdrup Property overvalued Midyear :residential homestead No well, :rerrove assessment Building overvalued The Board, having p:revicilusly advertised for bids to be received for stonn sew-er, stomwater ptntping station and street improverrents, CSAH #8, Perham, MN, under S.A.P. 56-608-18, proceeded to open bids which were found to be as folla.vs : Sherl>roake Asphalt, Inc. , Pelican Rapids , MN $5 89 , 32 3. 72 Mark Sand & Gravel, Fergus Falls, MN 590,112.95 Robert Gibb & Sons, Inc., Fargo, ND 676,532.40 All bids.were tmned over to the Assistant Engineer for review, and after consideration, notion was made by Sydney Nelson, seconded by Bert Hovland and carried, to accept the bid of Sherl>rooke Asphalt, Inc. , Pelican Rapids , MN, in the arrount of $5 89 , 32 3. 72 being the lowest bid, awarding of the contract to be upon approval by the Stonn Sewer Improvement District of the City of Perham. County Board -2 -August 1, 1990 AD FOR BIOO Motion was made by Sydney Nelson, seconded by Bert Hovland and carried, C.P. 90-0lB to advertise for bids to be :received until 10:00 a.m., Wednesday September 5, 1990, for bituminous projects, under C.P. 90-0lB in Perham and Pine Lake To.vnship. CSAH #16, BATrI.E IAKE In response to a request from the City of Battle Lake, notion was made by Andy Lind:Jui_st, seconded by Sydney Nelson and carried, to approve signing and striping CSAH #16 in the City of Battle Lake by the public park, beach and rarrp. NEW YORK MILLS GARAGE Proposals for a new heating system in the New Yo:tk Mills garage were NEW HEATING SYSTEM discussed and :referred to the building ccmnittee. WIU<IN COUNI'Y JOINT C01.mty Attorney Wally Senyk presented the contract with Wilkin County PCWERS -ENGINEER for the use of the Wilkin County Engineer on a·, terrporm:y basis until an engineer has been selected for Otter . Tail. Motion was made by Syd- ney Nelson, seconded by Andy Lind:Jui_st and carried, authorizing the Chainnan of the Board and the County Auditor to execute said agreerrent on behalf of otter Tail County. SALES TAX RECOVERY Attorney Senyk discussed a proposal by a law finn for the :recove:ry of sales tax paid by the county through contractors on the purchase of supplies used on various county projects. Senyk was instructed to check further. GUARDIANSHIP & CCNSER-Senyk also discussed county costs for guardianship for indigents or VATOR COSTS conservatorship, with motion made.1by,,.1Bert Hovland, seconded by Sydney Nelson and carried, to set a surdiarge of $20 .00 for the filing fee for petitions under Chapters 524 & 525, effective ;innediately. FORGIVENESS OF PENALTY Motion was made by Sydney Nelson, seconded by Andy Lindquist and carried, APPROVED -Beldo to allo.-, forgiveness of penalty on a late payrrent of tax by Beldos in Paddock To.vnship, due to county error. CAFEl'ERIA PLAN PROPOSAL LEASE AGREEMENT FORMER FERGUS OODGE BUILDING FERGUS MOI'ORS REMCDELING CCMPREHENSIVE LOCAL WATER PLAN AWOURNMENI' Lany Krenn discussed the progress on the proposed "cafeteria plan" stating the camni.ttee is to rreet with OCA, Inc., to view their proposal. Motion was made by Andy Lindquist, seconded by Sydney Nelson and carried, to offer to lease the premises fonnerly hous:j..ng Fergus Motors, to be rerrodeled by the o.-,ners, rmP Properties, in the tenns set forth in the lease ag:reerrent which was viewed by the Board on this date, to be executed by the County following execution·by r:wP Properties. Motion was made by Bert Hovland, seconded by Andy Lindquist and carried, to authorize the finn of Mutchler & 1!..ynch Associates, Kevin J. Bartram, architect, to :review plans as presented for the renodeling of the Fergus Motors Building for use by Social Services offices, at a proposed maximum cost of $3,500.00. Motion·was made by Bert Hovland, seconded by Andy Lindquist and carried, to appoint 'Wm. Kalar as Water Planning Coordinator, to set up a rreeting with the Soil & Water Conservication Districts, the Coalition, and anyone involved with implerrenting and adrninstering the Comprehen- sive I.ocal Water Plan.
