June 27, 1990
Pursuant to adjounment, the Board of County Camnissioners of Otter
Tail County Minnesota met Wednesday, June 27, 1990. Chairrran Olson
called the rreeting to order at 12 : 30 p. m. , with all rrernbers present.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani-
rrously carried, to· approve the rrinutes of the June 20th meeting as
mailed.
Roland Saudc, County Agricultural Inspector, discussed a noxious
weed problem on a 3.3 acre parcel in Ol:well Ta-mship amed by Otter
Tail County. M::>tion was made by Andy Lind:Iuist, seconded by Bert
Hovland and unanirrously carried, to authorize Saudc to hire a com-
mercial sprayer to hand spray the parcel with tordon. .
Also discussed were problems with worm infestation throughout the
county, no action taken.
Motion was made by Andy Lindquist, seconded by Sydney Nelson and unani-
rrously carried, to approve the fella-ring applications for hOireStead
classification and/or reduction of tax capacity:

Larry Krohn, Coordinator, presented a request from Don Swenson,
Perham, for consideration on a railroad crossing near Kenny's
Candy Corrpany in the City of Perham. A neeting was set up for
11:00 a.m., July : 6th, with the carmnittee for discussion.
Motion was made by Bert Hovland, seconded by Sydney Nelson and tn1ani-
nousl y carried, authorizing Mike Hanan, Solid Waste Director, to ad-
vertise the sale of the two transfer trailers; bid opening 10 :00
a.m., Wednesday, July 18, 1990, allowing bidders opporttn1ity to
raise bids orally at tirre of opening.
The matter of payment, by Becker Cotn1ty, for Otter Tail Cotn1ty' s por-
tion of the cost of the transfer station in Becker Cotn1ty, was again
discussed, with a ireeting scheduled for 1:30 p.m., July 16th, in
the City of Pelican Rapids, for the committee to neet with represen-
tatives of Becker County.
Hanan annotn1ced that Amy Beske, Recycling Coordinator/Educator,
submitted her resignation effective July 31, 1990. Hanan requested
pennission to advertise for a replacerrent.. The matter was turned
over to the·recycling oonmittee for a recorrrrenaation.
The matter of distribution of cotn1ty maps was brought before the
Board, with notion being made by Andy Lindquist, to alla'1 a limit
of 500 maps at no cost to the various Olambers of Comrrerce .. organi-
zations throughout the cotn1ty, with all maps over 500 per year being
at a cost of $. 50 per map. The notion was seconded by Mel Olson,
but failed, with Hovland, Nordgren, Nelson and Olson voting "no".
A research was requested as to cost of production, availability,
etc ••
Lany Krohn, Coordinator, presented the noti<:E of position opening
for the position of Cotn1ty Engineer. Motion was made by Bert Hov-
land, seconded by Andy Ll.ndquist and unanirrously carried, to pro<:Eed
with advertising the position, with a deadline for submitting appli-
cations of July 25, 1990.
The matter of replacerrent for the Land & Resour<:E Managerrent Director
position was discussed, with the committee to make recamrcendation.
M:>tion was made by Hub Nordgren, seconded by Sydney Nelson and tn1ani-
nously carried, to appoint Wm. Kalar as interim manager on a terrpora:r:y
basis, at a Range 18, Step 4, corrrrencing July 1, 1990, continuing
tn1til a pennanent position is appointed.
CIVIL DEFENSE DIRECI'OR The matter of appointment of a Civil Defense Director was discussed
with no action taken.

REPRESENI'ATIVES
Richard Burr and Jahn Miller, Workers Conpensation Depart:.ment of
Adjust Co, consultants for MCIT, appeared and were introdu<:Ed to
the Board. No action taken.

Uµ:m notion made by Sydney Nelson, seconded by Bert Hovland and
unaninously carried, the following resolution was adopted·:
RE.SOLVED by the Board of County Ccmnissioners of Otter Tail County
Minnesota, that
WHEREAS, on April 4, 1990, the County Board accepted the bid of
Ostlund Chemical Co., Fargo, ND, in the amount of $7,576.80 for
770 gallons of he:rbicide, and
WHEREAS , the above contract has now been delivered to the satis-
faction of the Board at a total cost of $7,591.95, an increase
of $15 .15 for the m Groundwater Protection Surcharge,
N<l'J, THEREFORE, BE IT RE.SOLVED, the County Auditor is hereby at:r
thorized and directed to issue a warrant in the arrount of $7,591.95
payable to Ostlund Chemical Co., in full payirent thereof.

WHEREAS, on April 4 , 1990, the County Board accepted the bid of
Hall Ge, Inc. , Fargo, ND for two tandem axle dump trucks in the
arrount of $87,706.00, and
WHEREAS, the above equipment ,,has now been deli vemd to the satis-
faction of the Comty Board at a total cost of $87,706.00,
Nav', THEREFORE, BE IT RESOLVED, the Comty Auditor is here by au..:.
thorized and directed to issue a warrant in the anomt of
$87,706.00 payable to Hall Ge, Inc., in full payrrent thereof.
