Pursuant to adjournmenb the Board of County Commissioners of otter
Tail County Minnesota met Wednesday., June 20, 1990. Chai:anan Olson
called the meeting to order at 9 : 32 a .m. with all rrembers present.
Motion was made by Andy Lindquist, seconded by Hub Nordgren and unani-
nously carried, to. approve the minutes of the June 13th rreeting as
mailed.
The matter of licensing for Wm. F.ggenront for solid waste hauling
was brought up for final action, with notion made by Bert Hovland
to grant a haulers license with a probationary period until Januacy
1, 1991, on the condition volunteers would assist Mr. Eggemont in
the operation of the business. The notion was seconded by Hub Nord-
gren and carried unanirrously.
Motion was made by Hub Nordgren, seconded by Sydney Nelson and lil1al1i-
nously carried, to approve the application of Midlael G. Roer's,
Al's Sanitation Service, Wadena, for license for collection and
transporation of solid waste.
Mike Hanan, Solid Waste Director, presented the foll<M.i.ng proposals
for the sale of the used canisters no longer needed by the County:
Prairie Lurrber $200.00 1 dumpster
Mid Central F.quiprrent 320. 00 1 4 yd durrpsters
or 250. 00 eadl, for 3 2yd dumpsters
Big Dipper 5,130 • 00 for 13 3 yd dumpsters and
8 4 yd dumpsters
After sorre consideration, notion was made by Hub Nordgren, seconded
by Bert Hovland and unanirrously carried, to accept the bids as pre-
sented for the canisters.
Hanan also presented an offer of $555 .00 from Mike Cmmings, of
Golden Eagle Carrpground for the purdlase of.one of the used dump
trucks no longer needed at the northeast landfill. Motion was made
by Bert Hovland, seconded by Sydney Nelson and unanirrously carried,
to accept the offer of $555.00 and sell one of the dump trucks to
The G:>lden Eagle campground.
Hanan advised the Board the car being used by Arey Beske, Recycling
Coordinator/Educator, is in need of replacing, stating the Sheriff's
Department has a vehicle that oould be a replacement, with Beske' s
vehicle going oni ·the county's auction sale. No abjections were
voiced.
The Board discussed problerrs involved in the aCJ:IUisition of a derro-
lition site in the Pelican Rapids area, indicating whatever sites
suggested are ·not available for purchase. No action taken.
Wm. Best, Hydrologist with the Minnesota Board of Water & Soil Re-
sources , appeared before the Board and discussed the fonnula esta-
blished by the Depart:nent of Revenue on the base grant for implemen-
taion of the local water plan. The base grant is equal to $37,500
minus the local levy, based on the tax rate over the entire state
necessru:y to generate 1.5 million dollars. In the case of otter Tail
County the levy would be $11,800, resulting in a total grant for
implementation of $25,700. After sone discussion, notion was made
by Bert Hovland, seoonded · by Hub Nordgren and unanimously carried,
to oppose the fonnula established for such grant funds , on the basis
t:4at it is not fair and equitable.
HAL OOI'Y, MAINE 'IU'JNSHIP Hal Doty, Maine Township, appeared before the Board and stated his
CCMMISSIONER CANDIDATE intent to run for County Commissioner, 2nd District.

Tail eoJnty tax forfeited land shalLbe set for 10 :00 a.m., Tuesday,
August ]4, 1990,.in the Co\IDty Coomissioners Roan of the otter Tail
Co\IDty Courthouse, Fergus Falls, MN, tracts to be sold illlder the
followirig conditions: . I . .
Each and_ eve:ry tract shall be. sold on a cash basis.
In addiJion to the purchase price of the land, the County Auditor shall
charge clna collect, in full, an arrount equal to three percent ( 3%) of
the totci.l sale price of the land, · arrount so collected by the Au:li tor to
be de~ited in the State Treasury and credited to. the Tax Forfeited
LandAs~urance Account, 1969 Minn.Stat. 284~28, Subdiv. 8.
Also in !addition to the purchase price of the land, the Co\IDty Audi tor
shall charge and collect in.full, an amo\IDt equal to $1.65 per $500.00
of the Rurchase price constituting the arro\IDt of the deed tax.

RESOLVED by the Board of.County Ccmnissioners of Otter Tail County
Minnesota, that
WHEREAS, on April 4, 1990, the County Board accepted the bid of
Womer' s Auto Sales, Inc. , Fergus Falls , MN, in the amount of
$29,488.66 for two crew cab pickup:;, and
WHEREAS the above units have now been received to the satisfaction
of the County Board at a total cost of $29,488.66.
NCM, THEREFORE, BE IT RESOLVED the County Audi tor is hereby authorized
and directed to issue a warrant in the amount of $2,948.87 payable
to Womer' s Auto Sales, Fergus Falls , MN, as final payrrent.

otter Tail Comty, with Sheriff Nelson explaining the various
steps that have been taken with area law enforcerrent agencies
to avert possible conflict. No action taken.
