Pursuant to adjournrrent, the Board of Collllty Commissioners of Otter
Tail Collllty Minnesota net vednesday, May 23, 1990. Olainnan Olson
called the meeting to order at,l2:30 p.m. with all rrembers present.
Motion was made by Bert Hovland, seconded by Andy Lindquist and llllani-
mously carried, to approve the minutes of the May 16th meeting, as
mailed. .
Upon notion made by Bert Hovland, seconded by Sydney Nelson and llllani-
nously carried, the follCMing resolution was adopted:
RESOLVED by the Board of County Ccmni.ssioners of Otter Tail County
Minnesota, that
WHEREAS, George A. Harris, CM1.er of record of Lot 1, Silent Acres,
has made application to repurchase, said property having forfeited
to the State of Minnesota on the 28th of October, 1985, and
WHEREAS the applicant has paid the amount of $4,606.89, being the
aggregate of all delinquent taxes , penalty, interest and costs,
NCW, THEREFORE, BE IT RESOLVED, the County Board does hereby approve
the aforerrentioned appli~ation, to be in the best public interest
and relieve undue hardship.
Adopted at Fergus Falls, MN this 23rd day of May, 1990.
Motion was made by Bert Hovland, seconded by Andy Lindquist and unani-
mously carried, to deny forgiveness of penalty on late payrrent of tax
by Lester V. Ristvedt, Dunn T0\711Ship.
Motion was made by Andy Lindquist, seconded by Hub Nordgren and unani-
nously carried, to approve payment in the amount of $150.00 to the
First Lutheran Olurch, Fergus Falls, representing the county's share
of surfacing an approach to the church cerrete:r::y in Dane Prairie
T0\711Ship.
Pat Garza, Battle Lake, MN, appeared before the Board requesting per-
mission to hold a parade on the 4th of July, from the Otter Tail
Nursing Hare to the Comer Store at Otter Tail Lake. Motion was
made by Andy Lindquist, seconded by Hub Nordgren and unanimously
carried, to grant approval, subject to approval by the Highway Depart-
nent and the Sheriff's Department.
Motion was made by Hub Nordgren, seconded by Bert Hovland and unani-
nously carried, to deny forgiveness of penalty on a late payrrent of
tax by JoAnn Banngart (Kunz) , Hobart T0\711Ship, and Larry and Betty
Manning, Corliss T0\711ShiPr requested by Danny Johnson, head of main-
tenance, Becker County, where the staterrents were mailed and not
processed by the mail depa.rtrrent on the 15th of May.
Motion was made by Sydney Nelson, seconded by Bert Hovland and unani-
nously carried, to deny forgiveness of penalty on a late payment of
tax by Olarles Beldo, Paddock Township.
J.Vbtion was made by Hub Nordgren, seconded by Andy Lindquist and unani-
mously carried, to deny forgiveness of penalty on a late payment of
tax by Gerald Frazier, Hobart TCMnShip.
Commissioner Nelson presented a letter requestmg forgiveness of
penalty on late payment of tax by Perko, Perham, with no action taken.

Upon motion made by Hub Nordgren, seconded by Bert Hovland and unani-
mously carried, the follc:wing resolution was adopted:
RESOLVED by· the Board of County Ccmnissioners of Otter Tail County
Minnesota, that
WHEREAS, Otter Tail County is a rrember in good standing in the
Minnesota Counties Insurance Trust, and
WHEREAS, Otter Tail County Board wishes to provide worker's co:rrpensa-
tion coverage to elected and appointed officials of the county, and
WHEREAS , The Trust will extend such coverage to elected and appointed
officials if the county makes such ,election and complies with all
of the Trust's notification and reporting procedures;
NCM, THEREFDRE, BE IT RESOLVED that Otter Tail County elects to pro-
vide elected and appointed officials with workers,'; co:rrpensation
insurance coverage through the Minnesota Counties Insurance Trust,
effective January 1, 1990; and
BE rr FURI'HER RESOLVED that the county will comply with all of the
required underwriting and reporting procedures of the Trust, in-
cluding, but not limited to the reporting of all payroll and per
diem payments for elected and appointed officials to the Trust.

mously carried, to approve an application of Robert Purdon for license
to sell wine at lakeway Golf Course, Tordenskjold. TCMnShip, subject
to requirerrents, and insurance.
Rick Sytsma, Maintenance Supervisor, appeared before the Board and
advised the Board certain changes will be needed-due to reduction
of hours and also termination of a part tine errployee. Motion was
made by Bert Hovland, seconded by Hub Nordgren and unanimously car-
ried, to approve staffing changes as required.

Upon notion made by Sydney Nelson, seconded by Hub Nordgren and
unaninously carried, the follo.ving resolution was adopted:
RESOLVED by the0 Board of County canmi.ssioners of Otter Tail County
Minnesota, that
WHEREAS, the proposal on S.A.P. 56-601-34, etc., under rontract with
Mark Sand & Gravel, pennits the County to add work to said contract,
and
WHEREAS, it is mutuall}6-greed and understood that
1. The contractor will do the work at the contract unit price.
2. The contractor will do the work at the sane standards as the
rontract.
3. Three extra working days will be added to the contract.
4 • The contractor shall not make claim of any kind or dl.aracter
whatsoever, for any other cost or expense whidl. he may incur,
or which he may hereafter incur, in perfmming the work and
furnishing the :rraterials covered by the agreerrent.
NCW, THEREFORE, BE IT RESOLVED, the County Board does hereby approve

Engineer Iennis Berend, submitted the following proposals received
for the rip-rapping at the Phelps Mill Dam:
Delzer Construction $2,461.00
Motion was made by Hub Nordgren, seconded by Bert Hovland and unani-
nously carried, to accept the quotation of Delzer Construction in
the arrount of $2,461.00, being the only proposal received.
Engineer Berend submitted a letter of resignation as County Engineer,
effective June 8, 1990. Motion was made by Bert Hovland,' seronded
by Andy Lindquist and unaninously carried, to accept the resignation
with regrets.
Motion was :rrade by Bert Hovland, seconded by Andy Lindquist and unani-
mously carried, to proceed with advertising the position of Otter
Tail County Engineer. Chainnan Olson appointed Bert Hovland and
Andy Lindquist to assist Coordinator Larry Krohn in the preparation
of a job description and opening announcement for the position of
County Engineer.
Malrolln lee, Shoreland Managerrent Director, appeared before the
Board and discussed the grant application for the 1992 nodifications
of the shoreland managerrent ordinance, suggesting that the county
incorporate into the agreerrent, that the State be liable in any
litigation that may result from inplerrentation of the ordinance
in 1992. After discussion, notion was rrade by Sydney Nelson,
seconded by Bert Hovland and unaninously carried, to approve the
grant application and authorize the Chainnan of the Board and the
County Auditor to execute said agreerrent on behalf of Otter Tail
County.
Lee reviewed the proposals reCEived for the purdl.ase of a new pick-
up for the Land & Resource Managerrent OffiCE, . after whidl. notion
was rrade by Sydney Nelson, seconded by Hub Nordgren and unaninously
carried, to approve the purdl.ase of the 1991 GM: pickup at a rost
of $10,100 fran Womer's, Fergus Falls, being the lowest quotation
received.

Malcolm Lee presented a letter of resignation from the position
of Adrninstrator of the Land & Resource Management Departrrent
and Civil Defense (Errergency Service) , effective June 30, 1990.
After consideration, notion was made by Andy Lindquist, seconded
by Bert Hovland and unanirrously carried, to acrept the letter
of resignation with regrets.
M:>tionwas made by Sydney Nelson to advertise the position of
Administrator, Land & Resource Managerrent. The motion was seconded
by Bert Hovland but wi thdra!i\711 prior to vote. Olainnan Olson
appointed Sydney Nelson,Ht.lb Nordgren and Larry Krohn to explore
the possibilities of a manager of the environrrental department of
the county.
Upon motion made by Hub Nordgren, s.e.conded by Andy Lindquist and
