Chairman Olson called the rreeting to order at 9 :35 a.rn., with all rrernbers present. Minutes of· the • April 25th meeting were approved .. as mailed upon notion made by Andy Lindquist, seconded by Bert Hdlvland and carried • Del Porter of the otter TaiLCounty Trail Association appeared before the Board .and presented the financial statement .for the year April 19, 1989 to April 19, 1990. Motion was. made by Hub Nordgren, seconded by Sydney Nelson and unani- mously carried, to approve the follOliing set-up license: Michael J. Henquist Balrroral Golf Course, Inc., otter Tail 'Iwp. Applications from the Pelican.Rapids Fire Relief· Ass'n for garrbling license at the·PelicanSupper Club, Pelican Toimship,.and the Dent Firefighter.'s Relief Ass'n for gambling license at the Galaxy Resort, Star Lake Tavnship, were presented to the board for consideration. Motion was made by Bert Hovland, seconded by Andy Lindquist and unani- rrously carried, .to offer ro .objections, requesting the Gaming Division of the Departrrent of-Revenue waive the 60 day waiting period. Upon notion m3.de by Bert Hovland, seconded by Sydney Nelson and unani- mously carried, the follaving resolution was adopted: RESOLVED by the Board of County Commissioners of otter Tail County Minnesota, that WHEREAS, on the 1st of·May, 1990, the Tavnship of Elizabeth presented an application by.govemrental subdivision for conveyance of tax- forfeited lands, for acquisition of Lots .1, 2, 3, 4, Block 3, Lesti- kav's Add'n to the City of Elizabeth, for public use, and WHEREAS, the County Board of otter Tail County has examined into the ·allegations of the application of Elizabeth Tavnship dated May 1, 1990, for the conveyance of such lands described, NOv, THEREFORE, BE IT RESOLVED by the Board.of County camnissioners of otter Tail County Minnesota that it hereby approves said appli- .· cation and recorrurends that the same be granted. Adopted at Fergus Falls , · MN this 2nd day of May, 1990. A letter was presented to the Board regarding Household Hazardous Waste Collection, from Susie Thorras, Beceker County Solid Waste Departnent. · ~btion · was made by Andy Linciiuist, seconded by Bert Hovland and unanimously carried, to :referthe matter to Mike Hanan, Solid Waste Officer. Motion was made by Bert Hovland, seconded by Sydney G. Nelson and unanimously carried, to authorize Sheriff Gary Nelson to cornrrence a hiring process to·fillthe position being vacated by Dale Akennan at his :retirerrent which takes place September 1, 1990. Sheriff Nelson requested pennission to place Mike Boen to a pennanent position in the slot vacated by Charles Sherbrooke who has transferred to the BCA. Motion was made by Bert Hovland, seconded by Sydney Nel- son and unanirrously carried, to allav!Nelson to make such appointment. Hub Nordgren, seconded by Andy Lindquist and unaninously carried, to authorize an internal transfer by Data Processing·to fill a position vacated by a resignation. Motion was made by Hub Nordgren to appropriate the sum of $300.00 for the Extension Service for a surnner 4-H assistant. The motion was · seronded by · Andy Lindquist but withdrawn prior to vote. The notion was then made by Hub Nordgren, seconded by.Andy Lincquist · and mianirrotsly carried, to appropriate the sum of $500.00, to match the University's rontribution, with same arrount to be considered in the 1991 budget. Dennis Berend apµ:ared before the Board and discussed the necessity of overlaying the n:>ad and parking lot at Phelps Mill Park. Motion was made by Andy. Lindquist, seconded by Bert Hovland and tmaninotsly carried, to·approve repairs of the road and parking lot at Phelps Mill Park. M'.otion was made by Sydney.Nelson, seconded by Andy Lindquist and unani- mously carried, to .get quotations for repairs to the darn at Phelps Mill. . Upon motion ·made by·· Hub Nordgren, seconded by Bert Hovland and tmani- mously carried, the following resolution was adopted: RESOLVED by the Board of Cotmty Comnissioners · of otter Tail County Minnesota, that WHEREAS the Cotmty desires to add additional work on S.A.P. 56-601-29, NCW, THEREFORE, BE IT RESOLVED, additional work isJhereby authorized to Mark Sand & Gravel, for corrm:::m excavation in the arrount of $6,100.80. Adopted at Fergus Falls , MN this 2nd day of May, 1990. The Board discussed the request fromotter Tail Tamship for per- mission to widen the approach to the town hall, with no action taken. Engineer Berend discussed·a request from .the State of Minnesota to transfer a portion of right-of-:Wc).y on CSAH #8 to the County, at the location of the pUITq?ing station. . After sorre discussion, motion was made by Sydney Nelson,· seconded by Andy Lindquist and tmanimousl y carried, to approve the transfer from the State to otter Tail County. Upon motion made by Sydney Nelson, seronded by Bert Hovland and unani- mously carried, the follar.ring resolution was adopted: RESOLVED by the Board of Cotmty Camnissioners of otter Tail Cotmty Minnesota, that Dennis Berend, Engineer, be and is hereby appointed otter Tail County Engineer for a four year tenn canrrencing May 1 , 1990 . S. Fish and Wildlife SeIVice, dated May 23, 1962, certification by the County Board of Canmissioners for acquisition of lands by the U. S. Fish and Wildlife Service is requested, and WHEREAS, representatives of the u. s. Fish and Wildlife Service have met with the County Board on the 2nd of May, 1989 and infor:rred said Board that a purchase agreerrent had been secured from Harvey W. Hen- rikson, on the follaving described lands: SE¼SW¼, Section 32-133-37 Lot 1, SW--~, ex. W 1.08 chains of the S 26.832 chains, and Parcel 1 of W.A. #31, NE¼SW¼, all in Section 5-132-37 NCW, THEREFORE, BE IT RESOLVED, the County Board does hereby grant approval to the U.S. Fish and Wildlife SeIVice for the above acquisition. Fish and Wildlife Service, dated May 23, 1962, certification by the County Board offCan- rrd.ssioners for acquisition of lands by the u. S. Fish and Wildlife Service is requested, and WHEREAS, representatives of the u. s. After consideration, notion was made by Sydney Nelson, seconded by Andy Lindquist and unaninously carried, to select option #1, divided according to Initiative Fund Areas, with otter Tail being included with Clay, Beck.er, Wilkin, Grant, Douglas, Traverse, Stevens and Pope Counties • Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani- nously carried, to appoint Andy Lindquist and Bert Hovland to rreet with Dennis Berend, County Engineer, to discuss goals and procedures for the Highway Depa.rtrrent, and report back to the Board at the rreeting of May 9, 1990.
