Chainnan Olson called the meeting to order at 9: 35 a.m. with all rrernbers present. Motion was made by Andy Lindquist, seconded by Bert Hovland and rmani- mously carried, to approve the minutes of the meeting of April 11th as mailed. Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani- rrously carried, to request waiver of the 60 day waiting period in the issuance of a gambling license for the Lions Club, Perham, for a gaming operation at the Colonial Lormge in Perham Ta-mship. A letter from the Perham Chamber of Comnerce was presented to the Board requesting some road repairs be done on the intersection of CS.AH #Si and Main.Street, stating the condition of the road has becarre hazardous • The matter was referred to Cormty Engineer Berend. FORGIVENESS OF PENALTY Motion was made by Bert Hovland, seconded by Andy Lindquist and rmani- DENIED -TIESZEN rrously carried, to deny forgiveness of penalty on late payment of tax by Jerel & Nancy Tieszen on property in Nidaros Tavnship. ANDERSCN LAND SURVEY Motion was made by Sydney Nelson, seconded by Andy Lindquist and unani- PAYMENT APPROVED rrously carried, to approve payment in the arrormt of $6,200.00 to Ander- son Land Survey for the placerrent of 62 rronurrents. RAIL AUTHORITY PROPa3AL NEW HORIZONS the AMC for various committee nembership: Hub Nordgren -Environrrental Comnittee -alternate Sydney Nelson.-General Government -regular Andy Lindquist -Human Services -regular A letter fran Wayne Mattson, New York Mills City Clerk, regarding problems experienced with the new recycling containers was reviewed and referred to An¥ Beske, Recycling Coordinator/Educator. The Board, having previously advertised for bids to be received for a can densifier, proceeded to open bids which were formd to be as follows: Bruce Mooney Associates, Allison Park, PA $21,700.00 Motion was made by Andy Lindquist, seconded by Sydney G. Nelson and rmanirrously carried, to tum the bid over to the Solid Waste Officer for corrparison, and review by the Cormty Attorney. Motion was made by Sydney Nelson, seconded by Hub Nordgren and unani- mously carried, to approve transfer of the liquor license frcrn Kenley' s Pier to Mr. D's Pier, C. Duane Grover, applicant, Otter Tail Tavnship. Carmissioner Lindquist reported on a meeting with The Rail Action Corrnni.ttee, and the recarnrrendation by such cornnittee that the rail line running between Fergus Falls and Albany be taken over by a joint rail authority and operated as a regional railroad system. No action taken. Commissioner Nelson reported on the operation of New Horizon in the City of Fe:rgus Falls, stating said facility will be operated under the current managerrent until July 1, 1990, with no action taken. CITY OF BA'ITLE LAKE ANNEXATION RECYCLING BUILDING HAMMER:i CON.STRUCI'ION BEER LICENSE APPROVED THa.1AS WEINHANDL SOLID WASTE OFFICER RECLASSIFIED WATER PLAN BILIS APPIDVED County Board -2 -April 18, 1990 Upon notion maae by Andy Lindquist, seconded by Hub Nordgren and unani- mously carried, the following resolution was adopted: RESOLVED by the Board of County Ccmnissioners of otter Tail County Minnesota, that WHEREAS, the City of Battle Lake has requested annexation of certain lands located in the Township of Clitherall, lying between the current corporate limits of the City of Battle Lake and State Trunk Highway #210, and WHEREAS, sudl annexation would not hinder the county's orderly annex- ation process, and WHEREAS, sudl lands being annexed do not fall within the county's shoreland managerrent ordinance of 1,000 feet of lakeshore, and w-IEREAS, sudl land annexation would not be contrary to the county's subdivision controls ordinance, NCW, THEREFORE, BE IT RESOLVED, the otter Tail County Board does hereby approve such annexation to the City of Battle Lake. Adopted at Fergus Falls, MN this 18th day of April, 1990. Tan Harmer of Hanmers Construction appeared before the Board together with~ Beske and Mike Hanan regarding construction of the recycling building in the City of Fergus Falls and the warrantee requirerrents. Hanners was requested to rreet with Moen Ardlitects, & Associates, Aiw Beske, Mike Hanan and County Attorney Waldemar Senyk. Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani- rrously carried, to approve the application of Tan Weinhandl for license to sell non-intoxicating malt liquor at Tan's Standard, in Inman Township. Motion was made by Andy Lindquist, seconded by Sydney Nelson and carried, Nordg]'."en '1no1' , to approve the recormnendation of the Reclassification Camnittee, dlanging the classification of the Solid Waste Officer from a. 1Range 20 to a Range 21, freezing the salary at the current level until the next anniversary date. Motion was made by Andy Lindquist, seconded by Bert Hovland and unani- rrously carried, to direct Malcolm lee and the County Attorney to clarify with the Board of Water & Soil Resourres, that otter Tail County needs to obtain the.necessary funds before iroplerrenting the Canpre- hensive Local Water Plan.
