Chainnan Olson called the meeting to order at 12:40 p.m., with all rrerrbers present. Motion was made by Andy Lindquist, seconded by Bert Hovland and unani- mously carried, to approve the minutes of the April 4th meeting as ma.iled. Dave Anderson of Anderson Land Survey appeared before the Board rela- tive to the placement of govennnent land comers. Motion was made by Bert Hovland, seconded by Andy Lindquist and unanirrously carried, to approve continuance of the program at a. cost not to exceed $19,700 for the year 1990. After review and oonsiderati"Orl, motion was made by Hub Nordgren, seconded by Bert Hovland and unanirrously carried, to accept the bid of Chris- tianson Asphalt Products, Inc., Fargo, ND, in the arrount of $.6690 for bituminous materials, being the lowest bid. Motion was ma.de by Andy Lindquist, seconded by Hub Nordgren and unani- m::msly carried, to accept the bid of Fargo Culvert Co., Fargo, ND, in the arrount of $10,817.50, being the lo.vest bid for the seasonal culvert supplies. Motion was made by Hub Nordgren, seconded by Andy Lindquist and unani- nously carried, to accept the bid of Wadena Asphalt, Wadena, MN, in the amount of $33,000.00 for hot mix bituminous, being the lo.vest bid. The motion· was seconded· by Hub Nordgren but failed with ConmissionersHovland, Olson and Lindquist voting "no". Motion was made by Bert Hovland, seconded by Andy Lindquist and tmani- mously carried, to approve. transfer of the liquor license fr:om the fonrer a,mers of Mable Murphys, to the new a-mers, for the balance of the current year's license, expiring Jtme 30, 1990. Upon motion made by Sydney G. Nelson, seconded by Andy Lindquist, . ; · clarification by the Planning Camnission on a conditional use pe:rmitJ37,59.F,c issued to Ted Kunza,. Pine Lake and Corliss Ta-mships, was approved, but ,. delete the condition that the culvert on the -existing tavnship road remain -as ·is· presently located, as per recarnrrendations . by the Depart- ment of Natural Resources, mo recornrrended the culvert be rerroved. Motion was made by· Hub' Nordgren, seconded by Andy Lincquist and unani- mously carried, to cover two swaths in the roadside m::Ming on nine of the oounty 's areas, with one area to be rrowed by the county high- way department personnel. · Motion was. made by Sydney Nelson, seconded by Andy Lind:Iuist and unani- mously carried, to·.approve _ the SUpervisor's Manual as presented by Lany Krohn, · County Coordinator, and the County Audi tor was instructed ·to place same on file. Ccmnissioner Nelson reported on the cost of repairs to the copier fonrerly used in the•E<i15t Otter Tail County Extension office, stating the cost of repairs including replacement of· the .drum would be $308.00 if done in the·City of Perham, $290 .• 00 iif. taken to Fargo for repairs·. Motion was made: by Sydney Nelson, seoonded by Hub Nordgren and unanimously carrie<;l, to have the copier repaired in Perham and bring to the oourthouse in Fergus Falls for use in the county offices. The conflict with a regional.AM: meeting being held in Fergus Falls on the 25th of April, ~e same date as a County Board meeting, was disctEsed. It was decided the morning session of the Hmnan Services Board would be changed to the rrorning of April 24th, with the after- noon meeting to beheld as scheduledr on the 25th. Wally Senyk, County Attorney, reported that the lease·agreernent for the Battle Lake landfill Associaticbn has been ·carpleted, will be signed by the association and.returned to the County Board for · carpletion. Senyk also reported to the Board that the Camnissioners on·the Con- demnation Proceedings for c ~s .A.H. will be meeting with the landowners on· April 25th. No action taken. County Board -4 -April 11, 1990 SOLID WASTE JT. PCWERS Camnissioner Hovland reported on the Joint PcMers Board meeting BIG STONE COUNTY on Solid Waste held April 10th, stating the Joint Pa.vers Board had had a request fran Big Stone County to be alla.ved to join the joint powers and dispose of fran 4 to 8 tons per day of solid rrnmicipal waste at the Fergus Falls incinerator. After sane discussion; notion was made by Bert Hovland, seoonded by Sydney Nelson and unanimously carried, to direct the Otter Tail County Coordinator to oontact represenatives of Big Stone County to infonn them Otter Tail County is not able to at this time autho- rize acceptance until steps have been taken to resolve the maximum waste tonnage that is to be accepted from the other joint pa.vers counties. GAMBLING PERMIT An application by the Ottertail Lions Club for a gambling pennit at OITERI'AIL LIONS CWB Kenley Is Pier, Otter Tail Ta.vnship, was presented to the County Board with no objections voiced. Motion was made by Sydney G. Nelson, seoonded by Andy Lindquist and unanimously carried, to request waiver of the 60 day waiting period. ADJOURNMENI' At 3 :35 p.m., with no further business, Olainnan Olson declared the meeting adjourned until 9 : 30 a.m. , Wednesday, April 18, 1990.
