MINUTES OF THE ADJOURNED MEETING
OF THE
BOARD OF COUNTY COMMISSIONERS
OTTER TAIL COUNTY MINNESOTA
April 4 , 1990
Pursuant to adjournment, the Board of County Commissioners of Otter
Tail County met Wednesday, April 4, 1990. Chairman Olson called the
meeting to order at 9:34 a.m. with all members present.
Motion was made by Andy Lindquist, seconded by Bert Hovland and unani-
mously carried, to approve the minutes of the March 28th meeting as
mailed.
County Coordinator, Larry Krohn, presented the proposed Supervisor's
Manual which was discussed in detail, with action on adoption to take
place at the meeting of April 18th.
An application from the American Legion, Adamson-Norman Post No. 30,
Fergus Falls, was presented to the Board for a gaming operation at
the Last Resort on Long Lake in Elizabeth Township, with no objections
voiced. Motion was made by Hub Nordgren, seconded by Andy Lindquist
and unanimously carried, to request the Gambling Control Board waive
the 60 day waiting period.
Motion was made by Sydney Nelson, seconded by Andy Lindquist and unani-
mously carried, to approve payment in the amount of $18,675.00 for
the quarter beginning January 1, 1990 to ~arch 31, 1990, for the soil
survey.
Motion was made by Hub Nordgren, seconded by Andy Lindquist and unani-
mously carried, to approve an application for reduction of tax capacity
for Scott Hart, Eastern Township, for a pole shed that had been assessed

DANCE LICENSE APPROVED Motion was made by Sydney Nelson, seconded by Bert Hovland and unanimously
COLONIAL LOUNGE carried, approving an application of Jason Tracy, for permit to ho 1 d
pu51ic dances at the Colonial Lounge, Perham Township.

All bids were turned over to the County Engineer for review. After
review and consideration, the following action was taken:
Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani-
mously carried, to accept the bid of Hall GMC, Inc., Fargo, ND, in
the amount of $87,706.00 foi two heavy duty tandem axle snowplowing
drump trucks, with options, being the lowest bid.
Motion was made by-Hub Nordgren, seconded by Sydney G. Nelson and
unanimously carried, to accept the bid of Worner Auto Sales, Fergus
Falls, MN, in the amount of $29,488.66 for two one ton, 4 door, 6
man crew cab pick-ups, being the lowest bid.
Motion was made by Bert Hovland, seconded by Andy Lindquist and unani-
mously carried, to accept the bid of Fergus International, Fergus
Falls, MN, in the amount of $27,869.00, plus $595.00 forklift and
$300.00 safety switches, being the lowest bid, with immediate availa-
bility.
Motion was made by Andy Lindquist, seconded by Sydney Nelson and unani-
mously carried, to accept the bid of M-R Signs, Fergus Falls, MN, in
the amount of $38,136.46 (total) for road signs, faces, decals and
posts, being the lowest bid.
Motion was made by Bert Hovland, seconded by Andy Lindquist and unani-
mously carried, to reject all bids received for the used motor grader.
Del Redetzke, Economic Development Planner, appeared before the Board
and reported on progress to date. No action taken.
Larry Krohn, County Coordinator, discussed progress on locating
additional space for the financial workers i~ the Department of
Human Services, with no action::taken.

Upon motion made by Andy Lindquist, seconded .by Bert Hovland and
unanimously carried, the following resolution was adopted:
RESOLVED by the Board of County Co111T1 iss i oners of OtterTa il County
Minnesota, that
WHEREAS the ;State of Minnesota is facing a budget crisis, and
WHEREAS county gov'ernment supports some reasonable-reduct ions in
state aids to counties in calendar year 1990 and subsequent years,
and
WHEREAS county government is the governmental unit most directly
responsible for providing human services such a child care, services
to the mentally ill, retarded, chemically dependent and the elderly,
and services to protect vulnerable adults and children, and
WHEREAS county government will be forced to cut spending for ser-
vices in order to balance budgets· in 1990 and beyond, and
·WHEREAS, county government must retain local cash operating balances_
and emergency reserves at fiscally prudent levels, and
WHEREAS cuts proposed by the Governor and the Minnesota Senate would
result in reductions in necessary county "rainy day funds" and in ba-
sic and necessary services to county citizens·, and
WHEREAS cuts proposed by-the Governor and the Minnesota Senate would
require a series of diffi·cult-and controversial budget decisions re~
lating to b_oth 1990 and 1991 budgets throughout this surraner and early
fall, with serious negative consequences for the ongoing operation of
county government, ·
NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of
Commissioners OPPOSES _the Governor's and Senate's proposal to cut .
state aids to counties. in unreasonably high amounts, ' ; .
SUPPORTS the House of Representatives' proposals for state cuts,
SUPPORTS the House of Representati~es' position to use $100 milli6n
of the 11 Rainy day fund" in order to balance the state budget this
biennium.
Upon motion made by Bert Hovland, seconded by Andy Lindquist and unani-
-mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, on the 15th of November, 1989, the County Board accepted the
bid of ABM Equipme·nt in the amount of $65,874.00 for recycling drop
boxes, -and
WHEREAS, the above equipment has now been delivered to the satisfac-
tion ~f the County Board at a total cost of $65,874.00,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized
and instructed to issue a warrant in the amount of $19,440 to ABM·
Equipment, as final payment thereof.

mously carried, to approve payment in the amount of $3,666.00 to ABM
Equipment, Inc., Hopkins, MN; for one Pup Trailer.for recycling pur-
poses.

County Board -4 -April 4, 1990
Upon motion made by Bert Hovland, seconded by Andy Lindquist and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, on the 17th of October, 1990, the County Board accepted the
bid of ABM Equipment, Hopkins, MN, in the amount of $13,333.00 for
one multilift HL-SL Hooklift, and
WHEREAS the above equipment has now been delivered to the satisfaction
of the County Board at a total cost of $13,333.00,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized
and instructed to issue a warrant in the amount of $13,333.00 to ABM
Equipment, Inc., Hopkins, MN, in full payment thereof.

BEER LICENSE APPROVED Motion was made by Bert Hovland, seconded by Hub Nordgren and unanimously

RESOLUTION Upon motion made by Bert Hovland, seconded by Sydney G. Nelson and unani-
LOCAL ELECTION BILL mously carried, the following resolution was adopted:
ECONOMIC DEVELOPMENT
BILLS ALLOWED
RESOLVED by the Board of County Commissoners of OtterTail County
Minnesota, that
WHEREAS, legislation has been introduced entitled "Local Govern
ment Election" bill, and
WHEREAS, it is the opinion of this Board such legislation would
necessitate addit:iional staff and costs on already burdened county
governments, with decreased government aid,
NOW, THEREFORE, BE IT RESOLVED, the Board of County Commissioners
of Otter Tail County does hereby appose the Local Government
Election bill and urges a negative vote.
Adopted at Fergus Falls, MN this 4th day of April, 1990.
County Attorney Wally Senyk discussed economic development as it
applies to counties, with no action taken.
