SOLID WASTE BROCHURES· BULK MAIL COST MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA March 21, 1990 Pursuant to adjournment, the Board of County Cornn i ss i one rs of Otter Tail County Minnesota met Wednesday, March 21, 1990. Chairman Olson called the meeting to order at 9:33 a.m., with Commissioners Nelson, Lindquist, Nordgren and Olson present, Commissioner Hovland absent attendtng an insurance trust meeting in Colorado. Motion was made by Andy Lindquist, seconded by Sydney Nelson and carrted, to approve the minutes of the meeting of March 14th, as submitted.· Mike Hanan, Solid Waste Officer, reviewed the March, 1990 draft of the Otter Tail County Solid Waste Management Plan, as prepared by B.A. Letsch Associates, Inc., Minneapolis, MN, after which motion was made 6y Andy Lindquist, seconded by Hub Nordgren and unanimously carded, to submit said plan to the Office of Waste Management for approval. Hanan also discussed the agreement with Scott Hofland for maintenance of the Northeast Otter Tail County Landfill. No action taken. Commissioner Nelson, along with Mike Hanan, reported on a meeting with representatives of Becker County relative to their request for permission to use the incinerator at Perham for disposal of solid waste. including the matter of the transfer station located in Becker County, and the contingency fee for liability on ash disposal at the northeast landfill. No action taken. Motion was made by Hub Nordgren, seconded by Andy Lindquist and car- ried, to approve payment in the amount of $1,656.00 to Meadowbrook Insurance Group for boiler and machinery renewal policy. Motion was made by Hub Nordgren, seconded by Sydney Nelson and car- ded, to approve abatements to residential homestead for two proper-· ties in the City of Henning for Matthew & Carrie,1Gregg. Motion was made by Sydney Nelson, seconded by Hub Nordgren and carried, to approve payment in the amount of $11,664 to ABM Equip- ment & Supply Inc., Hopkins, MN, for three recycling drop boxes. Upon motion made by Andy Lindquist, seconded by Hub Nordgren and car- ried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS~ the County Board accepted the bid of Warner's Auto Sales, Inc., in the amount of $23,488.74 for one cab and chassis with flat- bed truck, on the 15th of November, 1989, and WHEREAS the above truck has now been delivered to the satisfaction of the County Board at a total cost of $25,408.06, an increase of $1,919.32 due to sales tax, license fee and change orders, NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby autho- rized and directed to issue a warrant in the amount of $25,408,06, to Warner's Auto Sales, INc., Fergus Falls, MN, in full payment thereof. Adopted at Fergus Falls, MN this 21st day of March, 1990. Motion was made by Andy Lindquist, seconded by Sydney Nelson and carried, to approve payment in the amount of $2,386.34 to Nelson Bros. Printing, Fergus Falls, MN, for solid waste brochures and bulk mail cost. County Board -2 -March 21 , 1990 VETERANS AFFAIRS Chairman1;.Q1'$•on acknowledged receipt of a letter from Dale Brock of OFFICERS COMMENDED Parkers Prairie commending Chet Toso and Brad Bice for their activi- ties as Veterans Service Officers above and beyond the call of duty. INSURANCE CLAIMS The Board discussed various complaints relating to insurance claims PROCESSING not being paid as had experienced previously. Coordinator Krohn stated representatives of Blue Cross-Blue Shield would be in the County on Friday, March 23rd,and such complaints would be addressed at that time. WINE LICENSE APPROVED Motion was made by Hub Nordgren, seconded by Sydney Nelson and carried, WEE VILLA RESORT to approve the application of I Rita Krog, for license to sell wine at Wee Villa Resort Lodge in Elizabeth Township. CONDEMNATION CSAH #1 Upon motion made by Hub Nordgren, seconded by Andy Lindquist and car- BY EMINENT DOMAIN ried, the following resolution was adopted: NACO CONVENTION DELEGATES COSTS APPROVED BILLS ALLOWED RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, on November l, 1989, the Otter Tail County Board of Commis- sioners authorized the acquisition of certain property owned by Robert Roberts, Sharma Family Land Trust, Vance D. Sherman and Wayne Ward through eminent domain and to take title and possession of that pro- perty prior to the filing of an award by the court appointed commis- sioners, pursuant to Minnesota Statutes Section 163.02~ Subd. 2; 117.011 and 117.042; and WHEREAS, prior to taking possession, the Petitioner Otter Tail County shall , pursuant to Minnesota Statutes Section 117 .042, deposit with the Court an amount equal to the petitioner's appraisal of value; and WHEREAS, the petitioner's appraiser Mr. Steven Zimmerman appraised said properties at a value totalling $34,597.00; and WHEREAS, Otter Tail County estimated the cost of modifying existing irrigation systems on said .,properties at an amount totalling $8,100.00; ~OW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners hereby authorizes the deposit of $42,697.00 with the Otter Tail County District Court for tine :purpose of taking possession of said properties on March 26, 1990, prior to the filing of an award by the court appointed commissioners pursuant to Minnesota Statute 117 .042; said amount represents the appraisal value of $34,597.00, together with the estimated cost of modifying existing irrigation systems at a sum of $8,100.00. Upon motion made by Andy Lindquist, seconded by Sydney Nelson and car- ried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS on October 8, 1987, the County Board adopted a resolution allowing County Board members to serve on committees as appointed (o the National Association of Counties, NOW, THEREFORE, BE IT RESOLVED, such resolution be amended to clarify said resolution by authorizing pre-payment of travel costs and regis- tration to attend conferences as delegates.
