INSURANCE PREMIUM MINUTES OF THE ADJOURNED MEETING OF THE BOARD OF COUNTY COMMISSIONERS OTTER TAIL COUNTY MINNESOTA February 21 , 1990 Pursuant to adjournment, the Board of County Commissioners of Otter Tail County Minnesota met Wednesday, February 21, 1990. Chairman Olson called the meeting to order at 9:31 a.m., with Commissioners Nelson, Olson, Lindquist and Nordgren present. Corrmissioner Hovland absent, attending a solid waste conference. Motion was made by Sydney Nelson, seconded by Andy Lindquist and car- ried, to approve the minutes of the February 14th meeting as mailed. Gerald Worner of Warner's Auto Sales, Inc., appeared before the Board relative to the truck bid alternatives presented at the meeting on February 14th. After consideration, motion was made by Andy Lind- quist, seconded by Sydney Nelson and carried, to approve the following change orders on the contract: Topkick with Flatbed Topkick with Lifting Mechanism Passenger Sun Visor Tachometer Two front two hooks $12.00 429.00 47.00 Fuel/Water Separator Halogen Headlamps Passenger Sun Visor Two front tow hooks Tachometer $ 10. 00 19 .00 12.00 47.00 429.00 Upon motion made by Andy Lindquist, seconded by Sydney Nelson and carried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that WHEREAS, the State, as provided by Minnesota Statues 105.485 and Minnesota Rules parts 6120.2500 through 6120.3900 pertaining to Statewide Standards for "Management of Shoreliand Areas"; and WHEREAS, the State is authorized by the-Laws of 1989, Chapter 335, Article l, Section 21, Subd. 3 to provide grant assistance for Counties to adopt a shoreland management ordinance consistent with statewide standards; and WHEREAS, additional grant asistance is available to Counties for coordinating the adoption of shoreland ordinances by cities and townships within the County. NOW, THEREFORE, subject to available funding, it is hereby requested by Otter Tail County, that an agreement be entered into fuy the State of Minnesota, acting by and through the Commissioner of Natural Re- sources and Otter Tail County to provide grant money assistance up to $8,500.00 matching fund dollars, for the purposes of adopting a shore- land management ordinance consistent with statewide standards; and Otter Tail County does request additional grant money asststancei:of $500.00 for each government unit matching fund dollars for the co- ordination of shoreland ordinance adoption by the following cities and townships: Fergus Falls City Ottertail City Pelican Rapids Battle Lake Vergas Underwood Parkers Prairie City Adopted at Fergus Falls, MN this 21st day of February, 1990. Larry Krohn, County Coordinator, presented the breakdown of premium costs for the East and West Otter Tail County Soil & Water Conserva- tion Districts' automobile, errors and omissions, and liability coverage. No action taken. County Board -2 ... February 21, 1990 POMME DE TERRE RIVER Motion was made by Hub Nordgren, seconded by Sydney Nelson and carried, ASSOCIATION -STEERING to appoint Lee Evavold and Andy Lindquist to the Steering Committee COMMITTEE of the Pomme de Terre River Association. SENTENCING TO SERVICE Upon motion made by Hub Nordgren, seconded by Andy Lindquist and car- PROGRAM ESTABLISHED ried, the following resolution was adopted: RESOLVED by the Board of County Commissioners of Otter Tail County Minnesota, that A proposed budget of $51,890.00 be submitted to the Minnesota Depart- ment of Corrections for the establishment of a Sentencing To Service program in Otter Tail County, requesting 50% matching funds in the amount of $25,945 from the State of Minnesota, with $25,945 being appropriated in soft match by Otter Tail County. Adopted at Fergus Falls, MN this 21st day of February, 1990. BIG STONE COUNTY County Commissioner Elwood Throndrud from Big Stone County appeared SOLID WASTE DISPOSAL before the Board requesting that Big Stone County be permitted to deliver mixed municipal waste from Big Stone County to the inciner- ator in the City of Fergus Falls through the joint pGWers agreement. No official action taken. GAMBLING EXEMPTION An application for exemption from lawful gambling license from the PERMIT -DUCKS UNUM~ Pelican Rapids Ducks Unli'mited at the Pelican Supper Club for a raffle to be held April 18, 1990 was presented,lto the Board, with no objec- tions voiced. BIG DIPPER AGREEMENT County Attorney Senyk discussed the amended agreement with Waste Management, Inc., Chicago (Big Dipper), with no action taken. ROAD & BRIDGE CONSTRUC-Pursuant to published notice thereof, a hearing on the 1990 Road & TION PLAN HEARING Bridge Consttuction Plan was held. County Engin~er Dennis Berend introduced Russ Evjen, Gerald Thompson, Al Snowberg and Forrest Huse of the Highway Department, and presented a detailed report on the proposed highway construction in Otter Tail County, including straight county roads, state aid roads and federal aid secondary roads. After listening to the various interested parties, acknowledg- ment of a letter from Harvey Engkjer, Chairman Olson declared the hearing closed at 2:14 p.m .. -REG~ONAL RAIL AUTHORITY County Attorney Senyk informed the Board of the proposed establish- PROPOSED ment of a rail authority for the railroad line running from Avon to the City of Fergus Falls. No action taken.
