January 24, 1990
Pursuant to adjournment, the Board of County Commissioners ~f Otter
Tail County Minnesota met Wednesday, January 24, 1990. Chairman
Olson called the meeting to order at 12:31 p.m., with all members
present.
Motion was made by Andy Lindquist, seconded by Bert Hovland and unani-
mously carried, to approve the minutes of the meeting of January 17th
as mailed,
Gary Nelson, County Sheriff, appeared before the Board requesting
permission to hire a 75% part time law en·morcement individual for
a period not to exceed six months. Motion was made by Bert Hovland,
seconded by Andy Lindquist and unanimously carried, to grant approval,
following the proper procedures, for a period not to exceed six months.
An application from the Dalton Fire Department for gambling license
at Ten Mile Lake Steak House was presented to the Board with no
objections voiced.
Motion was made by Andy Lindquist, seconded by Bert Hovland and unani-
mously carried, to approve payment in the amount of $57.50 to First
National Bank, for the purchase of a $25.00 bond and a $75.00 bond
to be used as prizes in a billboard contest, subject to review and
approval by the County Attorney, to be paid out of the sol id waste
fund.
Motion was made by Andy ;Lindquist, seconded by Hub Nordgren and unani-
mously carried, to approve payment in.the amount of $20,027.67 to the
Soil Conservation Service for the quarterly payment on the soil survey
for the period of October l, 1989 th rough December 31 , 1989.
Larry Krohn, County Coordinator, advised the Board that he has been
appointed as a member of the Blue Cross-Blue Shield Advisory Council,
representing the employer, stating the position involves four meetings
per year with expenses being paid by Blue Cross-Blue Shield.
Motion was made by Hub Nordgren, seconded hy Andy Lindquist and unani-
. mously carried, to approve the following payments, for miscellaneous
labor to ~eve the County Recorders transfer books and shelving:

HI-WAY DEPT LABOR Commissioner Hovland reported on labor negotiations with the Highway
NEGOTIATIONS Department union, stating an amendment to existing contract is being
prepared for signatures.
WASTE MANAGEMENT Mike Hanan, Solid Waste Officer, appeared before the Board and jntPo-
DIRECTOR duo~d ~ike Robertson, Director, Office of Waste Management. Robertson
discussed the recycling workshops, market development, public education
both K-12 and community education, commending the Board for their
recycling activities.
SOLID WASTE 1990 BUDGET Hanan again discussed the 1990 budget, stating the';SchH!d Waste Com-
mittee recommended raising the tipping fee from $10.00 per ton to
$25.00 per ton, and leaving the $5.00 per point solid waste user
charge as currently set. No action taken.

County Board -2 -January 24, 1990
Roland Sauck, ~est Otter Tail County Ag/Ditch Inspector, appeared
before the Boatd and presented his Annual Report for Year 1989,
which was appr~ved upon motion made by Andy Lindquist, seconded by
Bert Hovland and carried unanimously, and the Chairman of the Board
was instructed to sign the report on behalf of Otter T~il County.
As requested, Dennis Berend, County Engineer, appeared before the
Board and presented his recommendations for proposed salary schedule
for part-time seasonal employees, with motion made by Hub Nordgren,
seconded By Sydney Nelson and unanimously carried, to approve salary
sch~dule as follows:
Starting $4.50 per hour
1 Year 4.80 per hour
2 Years 5.00 per hour
3 Years 5.20 per hour
4 Years & over 5.40 per hour, maximum
Motion was made by Hub Nordgren, seconded by Sydney Nelson and unani-
mously carried, to advertise for bids to be received until 1 :30 p.m.,
Wednesday, Fel:>ruary 28, 1990, for grading, aggregatie base, pl ant
mixed l:>ituminous base & surface & co~tret~~tutb & ~Utter, under
S.A.P. 56-616-06, etc., for 6.314 miles on CSAH #16.
Berend reported to the Board that Schne:i;der Const. has requested
additional payment for the cost of disposing of the old bridge on
CSAH #1, stating said project was included in the construction of
the new bridg~ and felt additional payment was not warranted. By
consensus of the Board, the County Attorney was instructed to inform
Schneider Construction that disposing of the bwidge was part of the
contract.
Barbara Hanson, Assist ant County Attorney, together with Ma 1 co lm Lee
and Wm. Kalar of the Land & Resource Management Office, appeared and
discussed proposed revmsfons1iand ·amendments to the ShortHand ~Aanage-
ment Ordinance, hearing on such changes scheduled for 10:00 o'clock
a .m., Wednesday, February 21 , 1990.
Malcolm lee reviewed the Douglas County Local Comprehensive Water
·Plan with the Board, and the following resolution was adopte~ upon
motion made by Andy Lindquist, seconded by Bert Hovland unanimously
carried:
RESOLVED by the Board of C6unty Commissioners of Otter Tail County
Minnes·ota, that
WHEREAS, Douglas County has requested that Otter Tail County review
the Douglas County Comprehensive Local Water Plan, and
WHEREAS, Otter Tail County has reviewed said plan, and
WHEREAS, it appears that the Plan compares favorably with the minimum
requirements of Minn.Statutes 1108,
NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of
Commissioners urges the rinnesota Board of Water & Soil Resources
give final approval to the Douglas County Local Comprehensive Water
Pl an.
Adopted at Fergus Fa 11 s, t-4N, this 24th day of January, 1990.
Denzil Cooper, County Extension Di rector, appeared before the Board
stating the copier approved for purchase on January 17th, did not
meet the requirements, nor was comparable to the two other quotations
received, in that it was a reconditioned unit, with the other units
being new models. and requested the Board reconsider and allow the
purchase of the G.R. Graphics unit at $4.423.00, which was approved
upon motion made by Sydney Nelson, seconded by Hub Nordgren and
unanimously carried, without a service contract for one year.

Motlon was made by Bert Hovland, seconded by Sydneyl.!Nelson and unani-
mously carried, to place all delinquent 1989 mobile home delinquent
taxes into judgment, and the following report of the County Board of

home taxes for the year 1989 is presented: ·

BE IT KNOW, thatlthe County Board of Otter Tail County, Minnesota,
· di•d meet in sess}on on the 24th day of January, 1990, that at said
session the County Treasurer of said County delivered to said Board
the list of unco~lected mobile home taxes for the year 1989, together
with Sheriff Certificate as required by law; and that at said session
the Board did duly consider said list of uncollected taxes. The fol-
lowing is a corr~ct list of said uncollected mobile home taxes in said
County for the year 1989, and that the Court Administrator is ordered
