January 2, 1999
Pursuant to Statutes, the Board of County Commissioners of Otter Tail
County Minnesota met Tuesday, January 2, 1989, with Commissioners
Sydney G. Nelson, Berton Hovland, Andy Lindquist, A. Hubert Nordgren
and Mel 0. Olson present.
County Auditor Sylvia G. Bergerud called the meeting to order and
stated the first order of business was the selection of a Chairman
for the year 1990. Motion was made by Hub Nordgren to select Bert
Hovland as Chairman for the year 1990. The motion was withdrawn.
Motion was then made by Hub Nordgren, seconded by Andy Lindquist and
unanimously carried, to appoint Mel 0. Olson as Chairman of the Board
for the year 1990.
Chairman Olson assumed the Chair and called for a motion to select
the Vice Chairman. Motion was made by Andy Lindquist, seconded by
Sydney Nelson and unanimously carried, to select Bert Hovland as
Vice Chairman for the year 1990.
Motion was made by Bert Hovland, seconded by Sydney Nelson and unani-
mously carried, to approve the minutes of the December 27, 1989 meeting
as mailed.
Upon motion made by Bert Hovland, seconded by Hub Nordgren and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, th at
WHEREAS, the County Board on October 18, 1989, accepted the bid of
Blatzheim Sales Co., Shakopee, MN, in the amount of $2,422.00 for
portable scales and $3,395.00 for one floor scale, and
WHEREAS the above equipment has now been delivered to the satisfaction
of the County Board at a total cost of $5,817.00,
NOW, THEREFORE, BE IT RESOLVED, the County Auditor is hereby authorized
and directed to issue a warrant in the amount of $5,817.00 to Blatzheim
Sales Co., Shakoppee, ~N, in full payment thereof.

Motion was made by Sydney Nelson, seconded by Bert Hovland and unani-
mously carried, to deny forgiveness of penalty on late payment of the
1989 tax by Owen Brandt in Otter Tail Township.
Upon motion made by Andy Lindquist, seconded by Hub Nordgren and unani-
mously carried, the following resolution was adopted:
The following dates are established as the dates the County Board shall
meet during the year 1990 to conduct county business, with the full
day 1·s meetings commencing at 9:30 a.m., the afternoon meeting of the
county board commencing at 12:30 p.m.,

FEES
POCKET GOPHER BOUNTY
County Board -2 -January 2, 1990
Motion was made by Andy Lindquist~ seconded by Bert Hovland and unani-
mously carried, to instruttthe County Attorney to meet with the Court
Administrator and the county's Services and Collection Department to
make a determination of the total outstanding fines and fees payable
to the courts.
Upon motion made by Bert Hovland, seconded by Sydney Nelson and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners· of OtterTail County
Minnesota, that
The sum of thirty cents (30¢) be paid out of the Revenue Fund of the
County for every pocket gopher killed in said County during the year
1990 in cases where the townships in which pocket gophers were so
ki'lled shall provide for the payment of an additional bounty of forty
(40¢) for each pocket gopher so killed,
RESOLVED further that said payment of such bounty shall be made by
the County Auditor upon certificates executed by the Chairman of the
Town Board of said township setting forth that the pocket gophers
were duly presented to the Chairman of such Board and that the town-
ship had issued and delivered to each claimant a town order for
seventy cents (70¢} for each pocket gopher so killed.

TAX FORFEITED LAND SALE Upon motion made by Andy Lindquist, seconded by Bert Hovland and unani-
APPORTIONMENT mously carried, the following resolution was adopted:

BIDS
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, it is provided in Minn. Stat. 282.05 for the apportionment
of proceeds from the sale of tax-forfeited lands, and
WHEREAS, the County Auditor shall apportion the tax sale proceeds to
the taxing districts; pursuant to Minn. Stat. 282.08, and
WHEREAS, Minn. Stat. 282.08(4}(b) provides that the County Board may
set aside 20% of the proceeds remaining after the value of public im-
provements, speciil assessments and bond issues levied on the property
have been paid, for acquisition and maintenance of county parks and
recreational areas, and
WHEREAS, Otter Tail County has parks and recreational areas which would
benefit by such an apportionment,
NOW, THEREFORE, BE IT RESOLVED, that the County Auditor retain 20% of
the proceeds from the sale of tax forfe·ited lands for acquisition and
maintenance of parks and recreational areas from the proceeds available
after making the necessary statutory disbursements, said proceeds to
be disbursed according to law.

The Board, having previously advertised for bids to be received for
printing and publishing of the county board minutes, legal notices,

After consideration, motion was made by Hub Nordgren, seconded by
Bert Hovland and unanimously carried, to award bids for publishing

Commissioner Nelson introduced the following resolution and moved
for. its adoption:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
WHEREAS, Stevens County, Minnesota, has applied for a grant from
the West Central Initiative Fund (.WOMIF1 for purposes of implemen-
ting cooperative agreements and administrative practices between and
among the nine counties within the WCMIF area, and
WHEREAS, the positive effects of cooperation between counties will
likely result in: 1.) more efficient provi~ion of services; b)
direct dollar savings to taxpayers; c) more effective use of tech-
nical staff or specialists; and d) opportunities to meet new chal-
lenges with heretofore inexperienced, often unavailable employees;
NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of
Commissioners hereby offers its support to the concept of multi-
county cooperative efforts and further expresses its willingness
to explore potential agreements/working arrangements provided that
nothing herein shall bind this board to ariy contract or obligation.
The motion was seconded by Hub Nordgren but was withdrawn prrior to
vote.
Motion was made by Andy Lindquist, seconded by Sydney Nelson and unani-
mously carried, to approve the contract with the Lakeland Mental Health
Center for the year 1990 covering the Employee Assistance Program.
The Board reviewed a letter from LeRoy D. Winge of the Minnesota
Department of Corrections regarding a proposed program called
"Sentencing-To-Servi ce 11 , which is based upon .the concept of making
offenders accountable to the community and to themselves for crimes
committed. Motion was made by Hub Nordgren, seconded by Andy Lindquist
and unanimously carried, to appoint a committee consisting of the
County Attorney, a Judge of District Court, representatives from Court
Services and the Detention Facility, and Commissioner Nordgren, to
research the concept of "Sentencing-To-Servi ce 1
~ and report back to
the Board in February with their findings.
Motion was made by Bert Hovland, seconded by Andy Lindquist and unani-
mously carried, to deny forgiveness of penalty on late payment of tax
by Steven R. Evenson in Sverdrup Township.
Upon motion made by Bert Hovland, seconded by Sydney Nelson and unani-
mously carried, the following resolution was adopted:
RESOLVED by the Board of County Commissioners of Otter Tail County
Minnesota, that
Commissioners Andy Lindquist and A. Hubert Nordgren be appointed to
represent the Otter Tail County Board on the Otter Tail County Extension
Committee for the year 1990.

County Board -4 -January 2, 1990
Upon motion made by Sydney Nelson, seconded by Andy Lindquist and
unanimously carried, the following resolution was adopted:
RESOLVED 6y the Board of County Commissioners of Otter Tail County
Minnesota, that
Commissioner Mel O. Olson be and is hereby appointed as a member
of the West Central Area· Agency on Aging for the year 1990.
Adopted at Fergus Falls, MN this 2nd day of January, 1990.
At 1 :00 p.m., motion was made by Sydney Nelson, seconded by Bert Hov-
land and unanimously carried~ to close the meeting to the public for
the purpose of discussing laoor negotiations with the County Attorney
and the County Coordinator.
At 2:12 p.m., Chairman Olson declared the meeting adjourned until the
afternoon of January 10, 1989.
