Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, June 2, 2009, at 9:15 a.m., at the
Otter Tail County Government Services Center in Fergus Falls, MN, with Commissioners
Everett Erickson, Chair; Roger Froemming, Vice-Chair; John Lindquist and Doug Huebsch present.
Commissioner Lee Rogness was absent.
Approval of Agenda
Motion by Froemming, second by Huebsch, and unanimously carried to approve the Board of
Commissioners agenda of June 2, 2009 with the following additions:
10:40 a. m. -Boat & Water Grant & Request for Eligibility List
10:50 a.m. -Request for Waiver of Shows & Exhibitions Ordinance
Approval of Minutes
Motion by Froemming, second by Lindquist, and unanimously carried to approve the Board of
Commissioners meeting minutes of May 26, 2009 as mailed.
Approval to Pay Bills
Motion by Huebsch, second by Erickson, and unanimously carried to approve payment of the County
Board bills per Attachment A of these minutes.
Committee of the Whole Discussion
Commissioner Huebsch reported on the Perham Resource Recovery Facility meeting and discussed
the importance of compromise to move the facility forward. An agreement with the Joint Powers
Board governance is an important first step. Commissioners discussed the vacant Emergency
Manager/Safety Director position.
Memorial Day Funding
American Legion Commander, Chet Nettestad, requested additional funding for Post No. 17 in
Pelican Rapids for Memorial Day Funding. The County Board has legislative authority to appropriate
additional funding, up to $3,500 annually, for military service organizations in the County. County
Auditor, Wayne Stein, reported that each organization in the past has received $100 annually. County
Commissioners requested VSO Director, Bernie Gamber, to discuss this request with the Board at
their next regular meeting.

Motion by Froemming, second by Huebsch, and unanimously carried to approve payment, in the
amount of $150.00, to Bruce Hanstad for the removal of three beavers from County Drainage System
No. 21.
Otter Tail County Resolution No. 2009 -34
Resolution to Participate and Designate Property for Tax Free Zone Designation
Otter Tail County
Upon a motion by Huebsch and second by Lindquist, the following resolution was offered:
WHEREAS, the Perham Economic Development Authority has a desire to promote economic
development within the city boundaries, and
WHEREAS, the State of Minnesota through the Minnesota Department of Employment and Economic
Development has created the Job Opportunity Building Zones to promote economic development in
rural Minnesota, and
WHEREAS, the Perham Economic Development Authority has been authorized a total of 389.56
acres of JOBZ designation, and
WHEREAS, the State of Minnesota allows JOBZ designation to be transferred to undesignated
parcels for qualified JOBZ projects, and
WHEREAS, the State of Minnesota has approved a pre-application for SunWise Foods, LLC for JOBZ
for a business to be located at 225 East Main, consisting of S 90' OF LOTS 1, 2 & 3 BLK 7 EX S 90'
OF W1/2 OF LOT 3 of the Original Perham Townsite, Parcel ID Number 77000990046000
WHEREAS, the Perham EDA will seek authorization from the City of Perham, Perham-Dent School
Board, Otter Tail County and Perham Hospital District to transfer 11,250 square feet of JOBZ
designation to the above parcel:
NOW, THEREFORE, BE IT RESOLVED, that Otter Tail County, upon careful consideration and
review, hereby approves transferring 11,250 square feet of JOBZ designation from JOBZ parcel

Recess & Reconvene
At 9:55 a.m., Chairman Erickson declared the meeting of the Otter Tail County Board of
Commissioners recessed for a short break. The meeting was reconvened at 9:59 a.m.
Ditch No. 70 Public Information Meeting
A Public Informational meeting for County Drainage System No. 70 will be held at 7:00 p.m. on
Thursday, June 11 th in the County Board room at the Government Services Center in Fergus Falls.
Recess & Reconvene
At 10:08 a.m., Chairman Erickson declared the meeting of the Otter Tail County Board of
Commissioners recessed for a short break. The meeting was reconvened at 10:34 a.m.
Annual Prometheus M.C. Zoo Run
Nathan Jacobson presented a flyer advertising the 24th Annual Prometheus M.C. Zoo Run scheduled
for June 25 -June 28, 2009. All proceeds of the motorcycle ride event are given to the Chahinkapa
Park Zoo in Wahpeton, ND. Motion by Erickson, second by Huebsch, and unanimously carried to
grant a waiver of the Shows and Exhibitions Ordinance for the 24th Annual Prometheus Zoo Run
charity event subject to adequate portable facilities and notification to law enforcement regarding the
event as has been the practice in previous years.
Federal Boating Safety Supplement Grant Agreement
Motion by Lindquist, second by Huebsch, and unanimously carried to authorize the appropriate
County Officials' signatures to execute a Federal Boating Safety Grant Agreement between the
County of Otter Tail and the State of Minnesota Department of Natural Resources, in the amount of
$15,353.00, for equipment and supplies for the Boat and Water Safety Program.
Sheriff's Eligibility List Request
Sheriff, Brian Schlueter, explained that his Department has applied for two Cops Grants; however, the
results of the application will not be known until this fall. In order to move the process forward as soon
as funding is received, he requested development of an eligibility list for the Deputy position. Motion
by Huebsch, second by Lindquist, and unanimously carried to authorize the Sheriff to expend dollars
necessary for the advertising process to develop an eligibility list for the Deputy (Patrol) position.
Hiring will not occur until the grant application is approved and funding received.

Solid Waste Costs for Consumers
Solid Waste Director, Mike Hanan, submitted a handout entitled "Annual Solid Waste Costs
(Residential)". He identified an approximate annual cost of $335.54 for residential solid waste
disposal. The cost included the Otter Tail County Solid Waste Service Fee of $42.50 and Waste
Hauler services averaging about $293.04 per year. 9.75% of the Waste Hauler fees are collected for
the State of Minnesota Department of Revenue and generates about 60 million dollars. Of the
60 million dollars, only about 15½ million is returned to counties throughout the State for solid
waste/recycling education. Mr. Hanan documented how the collected fees are used to dispose of
trash including tipping fees for incineration, transportation fees to landfills, recycling education, etc.
Discussion continued regarding the point system used to determine the Solid Waste Service Fees for
businesses and how a Re-Use Center could complement a recycling program.
Recess & Reconvene
At 11 :17 a.m., a motion was offered by Froemming, second by Lindquist, and unanimously carried to
recess the Board of Commissioners' meeting for lunch break and to travel to the Pope/Douglas Waste
Management Center.
Tour of Pope/Douglas Waste Management Facility
At 1: 1 O p.m., the Otter Tail County Board of Commissioners and representatives from Todd County
met with Pope/Douglas Waste Management Executive Director, Pete Olmscheid, Board of Directors
Member, Robert McCrory, and other staff from the facility. Mr. Olmscheid provided a background of
the facility, which started processing waste in March of 1987 very similar to the Perham Resource
Recovery Facility. The Pope/Douglas facility ran out of capacity in 1997 and, again in 2002. In 1997,
an expansion took place adding waste combusters with Barlow technology and in 2002, a Materials
Recovery Facility (MRF) was added to the waste to energy facility. They are planning another
addition to provide a 3rd waste combuster which will provide about 240 tons of waste capacity with the
MRF designed to process 110 tons in an 8 hour shift. Currently, the facility is processing about
40,000 tons of waste annually. With the 3rd waste combuster, the capacity will be 90,000 tons per
year. The addition will be funded by an increase in the tipping fee and by selling steam to several
customers including 3-M Companies, the Technical College and Hospital. The project includes
provisions to continue with an Operating Reserve Fund as well as Equipment and Maintenance
Reserve Fund. Mr. Olmscheid provided a handout entitled "Material Recycling Facility Report -
2008". The group proceeded through the facility viewing the tipping floor, MRF, control room,
combustion chambers, air emission equipment and ash waste.
Adjournment
Upon completion of the tour, at 2:50 p.m., Chairman Erickson declared the meeting of the Otter Tail
County Board of Commissioners adjourned until Tuesday, June 9, 2009.
