Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, January 20, 2009, at 9:15 a.m., at
the Otter Tail County Government Services Center in Fergus Falls, MN, with Commissioners
Everett Erickson, Chair; Roger Froemming, Vice-Chair; John Lindquist, Doug Huebsch and
Lee Rogness present.
Approval of Agenda
Motion by Rogness, second by Froemming, and unanimously carried to approve the Board of
Commissioners agenda of January 20, 2009, with the following additions:
Land & Resource Director -Request for Approval of CIC
Human Services Director -Request for Approval of CD Contract
Approval of Minutes
Motion by Froemming, second by Rogness, and unanimously carried to approve the Board of
Commissioners meeting minutes of January 13, 2008, as presented.
Approval to Pay Bills
Motion by Froemming, second by Rogness, and unanimously carried to approve payment of the
County Board bills per Attachment A of these minutes.
Committee of the Whole Discussion
County Coordinator, Larry Krohn, provided a handout containing Otter Tail County financial data with
comparisons to other counties The data included expenditure and revenue comparisons. Otter Tail
County's per capita tax levy was reported as $391.64 which ranks 54 out of the 87 counties.
Commissioners Rogness and Huebsch reported on a recent Association of Minnesota Counties
meeting for newly elected officials. Discussion took place regarding future strategic planning in
anticipation of projected decreases in local government funding.
Recess & Reconvene
At 9:36 a.m., Chairman Erickson declared the meeting of the Otter Tail County Board of
Commissioners recessed for a Personnel Committee meeting. The Board of Commissioners' meeting
was reconvened at 9:55 a.m.
Extension Request "Hidden Shores Addition"
Motion by Erickson, second by Lindquist, and unanimously carried to authorize a filing date extension
to July 1, 2009 for the proposed Final Plat entitled "Hidden Shores Addition" located in Section 31 of
Scambler Township; Grove Lake (56-952).
Common Interest Community -"Roses Condominium"
Motion by Froemming, second by Huebsch, and unanimously carried to approve CIC No. 56 entitled
"Roses Condominium", a 5 unit resort conversion in Section 8 of Hobart Township; Rose Lake
(56-360).

Shoreland Rules
Commissioner Lindquist stated that he received proposed shoreland management changes from a
member of the Coalition of Lakes Association. Mr. Kalar reported that the State legislature has
directed the DNR to upgrade the existing shoreland standards on a State-wide basis. Otter Tail
County's more immediate concern is adopting the new State Sanitation Code for implementation by
February 8, 2010.
Request to Replace a Human Services Position
Human Services Director, John Dinsmore, submitted a handout explaining the need to replace a
Support Enforcement Aide position. He stated that the position is funded by 60% federal
reimbursement dollars and 40% County dollars. He explained the Minnesota Merit System testing
requirements to qualify for this position. Discussion followed regarding various requests to hire in
several departments. Chairman Erickson requested that time be established on the next Board
agenda to discuss specifics of the hiring freeze.
Human Services Chemical Dependency Contract
Motion by Froemming, second by Lindquist, and unanimously carried to authorize the appropriate
County Officials' signatures to execute the Host County Purchase of Service Agreement between the
County of Otter Tail and the Department of Human Services State Operated Services -Community
Addiction Recovery Enterprises for the period of January 1, 2009 through December 31, 2009. This
contract is for the new 60-Bed Chemical Dependency Facility.
Veterans Services Hiring Request
VSO Director, Bernie Gamber, introduced himself to the new Board members. He requested
authorization to replace a Veterans Service Officer position that became vacant due to the retirement
of the former VSO Director in September of 2008. He provided background statistics of the advocacy
provided to veterans by Veterans Service Officers and the number of veterans served by the Fergus
Falls and New York Mills offices as well as the federal dollars paid to veterans in the County.
Chairman Erickson stated that a hiring freeze discussion will be on the agenda at the January 27,
2009 Board meeting.
Annual Dues
Commissioners requested a list of annual dues that are paid out for the various memberships to
affiliated organizations.
Recess and Reconvene
At 10:56 a.m., Chairman Erickson declared the meeting of the Otter Tail County Board of
Commissioners recessed for a Personnel Committee meeting. At 11: 15 a.m., Chairman Erickson
reconvened the meeting at the new State Operated 60-Bed Chemical Dependency facility located at
1174 Western Ave. in Fergus Falls, MN. Physical Plant Manager, Rick Sytsma, provided a tour of the
facility.
Adjournment
At 12:05 p.m., upon conclusion of the tour at the CD Facility, Chairman Erickson declared the meeting
of the Otter Tail County Board of Commissioners adjourned until Tuesday, January 27, 2009.
