Special Joint Meeting with Commissioner from Todd, Wadena, and Stearns
Government Services Center, Commissioners' Room

1:30 p.m.
Otter Tail County Board of Commissioners Chair Dennis Mosher called the special
meeting to order at 1: 15 p.m. as all parties were present. The purpose of the
meeting was to discuss governance of the Perham Resource Recovery Facility.
Present for the meeting were Otter Tail County Commissioners, Dennis Mosher,
Sydney Nelson, Bob Block, Roger Froemming, and Everett Erickson, Todd County
Commissioners Randy Neumann and Gary Kneisl, Wadena County Commissioners
Mary Harrison and Bill Stearns, Stearns County Commissioners Vince Schaefer,
Dewayne Mareck, and Don Otte.
Also present were representatives from the MPCA, Sig Scheurle and Denny
Hanselmann; Executive Director of MCIT, Robyn Sykes; Brian Schmidt, Perham Plant
Operator, Hank Schreifels, Stearns County Environmental Services, Mike Hanan, Otter
Tail County Solid Waste Director; Deana Skov, Wadena County Solid Waste
Administrator; David Hauser, Otter Tail County Attorney & Larry Krohn, Otter Tail
County Coordinator.
The City of Perham, in a letter addressed to County Commissioners, opted out of
participating in a Joint Powers Board if one was formed, instead they would sell the
Facility to the Joint Powers Board with conditions.
Stearns County presented a letter saying the Stearns County Board is open to
considering a joint powers agreement.
The parties present discussed a new governance system for the Perham Resource
Recovery Facility, including risks involved and the financial impact that the counties
might see if a joint powers board were established."
Robyn Sykes, Executive Director MCIT, spoke about joint powers agreements. Ms.
Sykes handed out a copy of a model Joint Powers agreement.
It was agreed to meet again as full County Boards for more discussion. The special
joint meeting will be held on November 28, 2007 at the Otter Tail County Offices in
New York Mills.
The meeting was adjourned at 2:53 p.m.
