Dog Bite Hearing At 9:35 a.m., Chairman Mosher opened a Public Hearing under the Otter Tail Animal Health Control Ordinance relating to a border collie cross dog, named Lady, owned by Anita Johnson. County Attorney, David Hauser, reviewed the facts in the case, and it was determined that in fact, two dog bites did occur on May 1, 2007, and on September 4, 2007. Two dog bites constitutes the finding that the dog, Lady, is a danger to the public and the response to protect the public was discussed. Public Health Director, Diane Thorson, stated that she was notified by the dog owner that the Pelican Rapids Police Department requires that this dog not be in the city limits. Michael Sonmor, also present at the meeting, stated that he is the new dog owner of Lady and his property is off Highway 59 by 2½ to 3 miles. Motion by Erickson, second by Block, and unanimously carried to direct the County Attorney to draft Findings and Order that the ownership of the dog, Lady, is transferred from Anita Johnson to Michael Sonmor of Erhard, MN, that the dog will be kept away from highways, and will be euthanized if another dog bite occurs.
