Call to Order
The Otter Tail County Human Services Board convened Tuesday, August 28, 2007, at
9:34 a.m., at the Otter Tail County Government Services Center with Commissioners
Dennis Mosher, Chair; Syd Nelson, Vice-Chair; Bob Block, Roger Froemming, and Everett
Erickson present.
Approval of Agenda
Motion by Erickson, second by Block, and unanimously carried to approve the Human
Services Board agenda of August 28, 2007, with the following changes:
Cancel the Long Term Care Report
Cancel Human Services Contract Renewals
Approval of Minutes
Motion by Froemming, second by Nelson, and unanimously carried to approve the Human
Services Board minutes of August 14, 2007, as presented.
West Central Regional Juvenile Center
Court Services Director, Chuck Kitzman, briefed the Board on a WCRJC semi-annual
meeting held on August 23 rd . Mr. Kitzman stated that there was very good representation at
the meeting and he provided several handouts. It was reported that 19.42 children per day
are using the secure detention services and 9.77 children per day are using shelter care.
Mr. Kitzman stated that with the current usage, the budget is good and a per diem rate
increase of $5.00 was recommended for secure detention in 2008.
Safe Communities Grant Award
Public Health Director, Diane Thorson, reported that Otter Tail County will be rece1v1ng
$26,500 from the Safe Communities Grant. She stated that $25,000 is to be used for Safe
Community work and the remainder for attendance at a Life Savers Conference. Motion by
Block, second by Nelson, and unanimously carried to authorize the Public Health Director to
sub-contract for coordination services to administer Otter Tail County's Safe Communities
Grant award. Chairman Mosher stated that he is in favor of attendance at the National Life
Savers Conference only if the grant dollars cover the expenses to attend.
Freedom to Breathe Act
Ms. Thorson reported that funding, in the amount of $6,000, will be received to provide
information regarding the Freedom to Breathe Act.
Nurse Family Partnership Funding
Ms. Thorson reported that the application submitted to the Mardag Foundation on behalf of
13 counties to assist in funding the Nurse Family Partnership Program was approved for
$30,000. These funds will arrive in September of 2007. The Public Health Department is
studying the first module session for the program and then there will be two sessions 1n
Denver.

Minnesota Family Investment Program Consolidated Fund Act
Human Services Director, John Dinsmore, submitted the "Otter Tail County Human Services
Biennial Service Agreement Plan" public notice and explained the process used in preparing
a Biennial Service Agreement to establish agreed upon outcomes and identify strategies
counties will use to achieve these outcomes.
Approval to Pay Bills & Claims
Motion by Block, second by Froemming, and unanimously carried to approve payment of the
Human Services bills and claims as presented.
Adjournment
At 10:22 a.m., Chair Mosher declared the meeting of the Otter Tail County Human Services
Board adjourned until 9:30 a.m. on Tuesday, September 11, 2007.

10:45 a.m., at the Otter Tail County Government Services Center with Commissioners
Dennis Mosher, Chair; Syd Nelson, Vice-Chair; Bob Block, Roger Froemming, and
Everett Erickson present.
Approval of Agenda
Motion by Erickson, second by Froemming, and unanimously carried to approve the County
Board agenda of August 28, 2007, as presented:
Approval of Minutes
Motion by Nelson, second by Erickson, and unanimously carried to approve the County Board
minutes of August 21, 2007, as mailed.
Approval to Pay Bills
Motion by Erickson, second by Froemming, and unanimously carried to approve payment of
the County Board bills per Attachment A of these minutes.
Quit Claim Deed
Motion by Nelson, second by Froemming, and unanimously carried to authorize the
appropriate County officials' signatures to execute a Quit Claim Deed to correct a situation
wherein a strip of land adjacent to the Golden Living Center had not previously been
transferred to the owner.

Motion by Nelson, second by Block, and unanimously carried to approve payment, in the
amount of $5,918.01, to the Minnesota Department of Labor and Industry for the plan review
fee associated with the proposed Chemical Dependency Facility.
MN Department of Agriculture Grant Contract
Motion by Erickson, second by Froemming, and unanimously carried to authorize the Chair's
signature on the Grant Contract between the Minnesota Department of Agriculture and
Rick Olson for the Dairy Development and Profitability Enhancement Program.
WesMin Resource Conservation & Development
Gary Cruff and Rod Wenstrom, representing the WesMin RC&D, requested an Otter Tail
County contribution of $3,983.20 as a proposed assessment amount. The total financial loss
of $55,764.81 would be divided among 14 counties benefiting from WesMin RC&D projects.
Attorney, David Hauser, will research this issue further. He stated that generally, the County
cannot provide funds to another entity unless there is specific authority allowing the
expenditure.
Water Issues -Pelican Lake
Property Owner, Norwood Sisson, stated that the U.S. Hwy 59 crossing at Dunvilla is a
problem. He stated that he didn't think it was legal or good engineering. He provided
pictures and referred to Illustration 2. He stated that this type of restriction is serious because
there is only a one ft. per mile drop in elevation. Water backs up and results in increased
elevation in Pelican Lake. He stated that Cormorant Lake is dumping water into Pelican Lake
and now, there is additional water from the 1960's when the road was built. He noted that
this is a State and Federal problem; however, he wanted the Commissioners to be aware of
this so they can discuss the issue with the appropriate legislators.
Performance Evaluation Summary
By consensus, the Board of Commissioners approved a commendable performance
evaluation for Land & Resource Director, Bill Kalar, and requested that the Performance
Evaluation summary be placed in his personnel file.
Closed to the Public
At 11 :35 a.m., Chairman Mosher declared the meeting of the Otter Tail County Board of
Commissioners closed to the public for the purpose of evaluating the performance of GIS
Coordinator, Brian Armstrong, pursuant to M.S. Chapter 13D.05 Subd. 3. Commissioners
Mosher, Nelson, Froemming, Block, and Erickson were present for the evaluation. A
summary of performance conclusions will be provided at the next regular County Board
meeting.

Adjournment
Upon conclusion of the closed session, at 12:07 p.m., Chair Mosher declared the meeting of
the Otter Tail County Board of Commissioners adjourned until 9:30 a.m. on Tuesday,
September 4, 2007.
