Call to Order
The Otter Tail County Human Services Board convened Tuesday, June 26, 2007, at 9:31 a.m. at the
Otter Tail County Government Services Center with Commissioners Dennis Mosher, Chair;
Syd Nelson, Vice-Chair; Bob Block, Roger Froemming, and Everett Erickson present.
Approval of Agenda
Motion by Block, second by Froemming, and unanimously carried to approve the Human Services
Board Agenda of June 26, 2007, with the following addition:
Bid/Quotation Opening for the County's Health Insurance
Approval of Minutes , ..
Motion by Nelson, second by Froemming, and unanimously carried to approve the Human Services
Board Minutes of June 12, 2007, with clarifications as presented.
Nurse Family Partnership Program Update
Public Health Director, Diane Thorson, briefed the Board on potential funding for the Nurse Family
Partnership program. Requests for funding have been submitted to both the Bremer and Mardag
Foundations. Ms. Thorson noted that, within the next two weeks, there will be a national program on
CBS with Katie Courie interviewing the founder of the Nurse Family Partnership. The outcome data
for the past 15 years looks very good for this program.
Freedom to Breathe Act and COOP
Ms. Thorson provided a Fact Sheet from the Minnesota Department of Health regarding the Freedom
to Breathe provisions in the Minnesota Clean Indoor Air Act.
Motion by Nelson, second by Block, and unanimously carried to approve the draft Otter Tail County-
Wide Continuity of Operations Plan (COOP) dated June, 2007. The draft must be sent to the State of
Minnesota by June 30, 2007. The motion also appoints Commissioners Roger Froemming and
Everett Erickson to the Otter Tail County-Wide Emergency Preparedness Advisory Committee as
County Board representatives.
Human Services Contracts
Motion by Froemming, second by Erickson, and unanimously carried to authorize the Chairman's
signature to execute the following Human Services contracts for foster care providers for the period of
July 1, 2007 through June 30, 2008:

Adjournment
At 10: 15 a.m., Chairman Mosher declared the meeting of the Otter Tail County Human Services

Call to Order
The Otter Tail County Board of Commissioners convened Tuesday, June 26, 2007, at 10:30 a.m. at
the Otter Tail County Government Services Center with Commissioners Dennis Mosher, Chair;
Syd Nelson, Vice-Chair; Bob Block, Roger Froemming, and Everett Erickson present.
Approval of Agenda
Motion by Froemming, second by Block, and unanimously carried to approve the County Board
agenda of June 26, 2007, with the following additions:
11 :50 a.m. -Land & Resource Committee Meeting
12:05 p.m. -GIS Coordinator, Brian Armstrong
Approval of Minutes
Motion by Erickson, second by Nelson, and unanimously carried to approve the County Board
minutes of June 19, 2007, with clarifications as presented.
Approval to Pay Bills
Motion by Erickson, second by Block, and unanimously carried to approve payment of the County
Board bills per Attachment A of these minutes.
South Turtle Lake Storm Water System Project
Highway Engineer, Rick West, reported that Highway Department personnel have met with the
Gerhardsons and have come to a tentative agreement. He reviewed the tentative agreement and
provided a handout entitled South Turtle Lake Stormwater System Drainage and Construction
Easement Acquisition which showed a final value of $12,500.00 under category number 1. The
project assessment for the property owner's share of the project will be paid in addition. Mr. West
may go back to other property owners within the project and reappraise those values. Motion by
Froemming, second by Erickson, to authorize the Highway Engineer to enter into a final agreement
with the Gerhardsons to acquire the appropriate easement on their property for the South Turtle Lake
Drainage Project. Chairman Mosher called for a vote. Motion carried with Mosher abstaining.

Property Lease Agreement
Motion by Erickson, second by Block, and unanimously carried to approve a Property Lease
Agreement between the County of Otter Tail and the City of Battle Lake, which allows the City of
Battle Lake to relocate a building on County property.
Final Payment -S.A.P. 56-600-23
Motion by Nelson, second by Froemming, and unanimously carried to approve Final Payment to Mark
Sand & Gravel Co. of Fergus Falls, in the amount of $1,476.44 for completion of work in Dora and
Edna Townships on Beaver Dam Road.
Tax Forfeited Private Sale
Motion by Nelson, second by Froemming, and unanimously carried to enter into a private sale
agreement with adjacent property owners for tax forfeited property in Perham (parcel no.
77-000-99-0251-001) at a sale price of $2,500.00.
Payment Approvals
Motion by Erickson, second by Block, and unanimously carried to approve payment, in the amount of
$250.00, to Mr. Timothy M. Stoll, License No. A 19454, for asbestos inspection services provided for
the demolition of the structure located at 410 Great Northern Road in Pelican Rapids.
Motion by Froemming, second by Block, and unanimously carried to approve payment, in the amount
of $146.30 to the Otter Tail County Solid Waste Department for the following disposal costs:

Request to Repurchase Tax Forfeited Property
Otter Tail County Resolution No. 2007 -50
Commissioner Froemming introduced the following resolution and moved its adoption:
RESOLVED, by the Otter Tail County Board of Commissioners of Otter Tail County, Minnesota, that
WHEREAS, George B. Smith, owner, has made application to repurchase the following legally
described parcel:
Parcel No. 72-000-99-0344-000
Johnson's Addition
North 150' of Reserve, Except West 152'
Said property having forfeited to the State of Minnesota on the 19th day of October, 2006, for
nonpayment of the 2000, 2001, 2002, 2003, 2004, and 2005 property taxes, and
WHEREAS, an application to repurchase the above described property was timely submitted on
Friday, June 15, 2007, and
WHEREAS, the sum of $7,731.70 represents the aggregate of all delinquent and current taxes,
penalties, costs, assessments, and fees as of June 26, 2007, that would have been due and payable
had the above described parcel not forfeited to the State of Minnesota, and
WHEREAS, the applicant has requested that the Otter Tail County Board of Commissioners consider
his application to repurchase the above-described parcel and has requested that the Otter Tail County
Board of Commissioners approve the applicant's request to repurchase the above-described property.
NOW, THEREFORE, BE IT RESOLVED, that the Otter Tail County Board of Commissioners hereby
approves the repurchase of the above described tax forfeited property, and
BE IT FURTHER RESOLVED, that the Otter Tail County Board of Commissioners hereby finds that
the repurchase is in the best public interest, and that it will relieve any undue hardship which has
resulted from the forfeiture.

Part Time GIS Technician Position
Motion by Nelson, second by Block, and unanimously carried to authorize the GIS Coordinator to
proceed with filling a permanent, part-time GIS Technician position, which will take the place of two
Data Verification Contractor positions.
Ditch No. 16
Clitherall Lake Association President, Lyman Trutna, submitted a Clitherall Lake Outlet Engineering
Study Petition. Ditch Inspector, Randy Wasvick, showed a map of the ditch area and explained the
flow of water along with elevations. His opinion is that the ditch is flowing at full capacity and nothing
will be gained by adding a culvert and further, he expressed concern that it could flood out other
people by Clitherall Lake. Mr. Wasvick stated that the bottom of the ditch is sand, not silt, the ditch is
operating as good as possible, water is over the top and the ditch cannot handle more water. He
expressed opposition to an Engineer's Study. Engineer, Jeff Stabnow, stated that in the 1960's,
Highway 210 was upgraded with a 54" culvert, which becomes the controlling flow. The culvert on the
Township road is less than that and that restriction, theoretically, could be modified not to exceed the
54" capacity. Mr. Stabnow's other observation is that West Battle Lake, last summer, dropped
dramatically relative to Clitherall Lake, and the goal would be to reduce the level of Clitherall Lake in
the fall, which should be accomplished by this ditch. Lengthy discussion continued. Property owner,
Ron Snyder spoke in favor of an Engineer's Study and the need for cleaning/repairing Ditch No. 16.
Chairman Mosher directed that the Petition that was presented be reviewed by the County Auditor
and further action may take place after proper review.
Adjournment
At 11 :45 a.m., Chairman Mosher declared the meeting of the Otter Tail County Board of
Commissioners adjourned until 9:30 a.m. on Tuesday, July 10, 2007.
