HomeMy WebLinkAboutBoard of Commissioners - Minutes - 04/10/2007MINUTES OF THE OTTER TAIL COUNTY BOARD OF COMMISSIONERS Government Services Center, Commissioners' Room 500 Fir Avenue W., Fergus Falls, MN Tuesday,April10,2007 9:30 a.m. Call to Order The Otter Tail County Human Services Board convened Tuesday, April 10, 2007, at 9:32 a.m. at the Otter Tail County Government Services Center with Commissioners Dennis Mosher, Chair; Syd Nelson, Vice-Chair; Bob Block, Roger Froemming, and Everett Erickson present. Approval of Agenda Motion by Froemming, second by Erickson, and unanimously carried to approve the Human Services Board Agenda of April 10, 2007, as mailed. Approval of Minutes Motion by Nelson, second by Block, and unanimously carried to approve the Human Services Board Minutes of March 27, 2007, as presented. West Central Regional Juvenile Center Advisory Board Court Services Director, Chuck Kitzman provided the Board with information regarding the meeting of the West Central Regional Juvenile Center Advisory Board including the 2006 Yearly Report. Legislative Update-Court Services Mr. Kitzman discussed with the Board recent legislative issues including the County Probation Officer reimbursement fund and the Caseload/Workload Reduction grant. Legislative Update-Public Health Public Health Director, Diane Thorson discussed with the Board some of the issues currently before the legislature, including the smoking bill, appropriations for funding for family home visiting, TB prevention, family planning, and the MOH Disease Surveillance modernization project. Minnesota Department of Health Grant Project Contract Motion by Block, second by Nelson and unanimously carried to authorize the Board Chair and Public Health Director to sign the Minnesota Department of Health Grant Project contract accepting $1,484.00 for working with tuberculosis. Adult Mental Health Local Advisory Committee Human Services Director, John Dinsmore and Human Services Supervisor Jodi Wentland introduced the members of the Adult Mental Health Local Advisory Committee (LAC): Barb Miller, Jeannie Jaros, Terri Toppari, Luanne Hanson. The committee provided the Board with an overview of what the committee has accomplished in the past year. May is Mental Health Month Proclamation Otter Tail County Resolution 2007-26 Commissioner Nelson offered the following and moved its adoption: WHEREAS, the U.S. Surgeon General states that mental health is fundamental to health and indispensable to personal well-being, family and interpersonal relationships, and contributes to community and society; and WHEREAS, the U.S. Surgeon General confirms that mental illness affects one in five Americans every year, regardless of age, gender, race, ethnicity, religion or economic status; and OTC Board of Commissioners' Minutes April 10, 2007 Page 2 WHEREAS, the U.S. Surgeon General has found that a range of treatment exists for most mental disorders and the efficacy of mental health treatments are well documented; and WHEREAS, Otter Tail County has made a commitment to community-based systems of mental health care for all residents and has appointed Local Mental Health Advisory Committee for children and adults. WHEREAS, the guiding principles of community mental health care have always been comprehensiveness, cost-efficiency, effective management and high-quality and consumer responsive services, and these principles are now being adopted by private and public healthcare payers; and WHEREAS, the National Mental Health Association, the National Council for Community Behavioral Healthcare and their national partners, the National Alliance for the Mentally Ill and their local affiliates observe Mental Health Month every May to raise awareness and understanding of mental health and illness; THEREFORE, we, The Otter Tail County Human Services Board, by virtue of the authority vested in us as County Commissioners of Otter Tail County, do hereby proclaim May 2007 Mental Health Month in Otter Tail County. As County Commissioners of Otter Tail County we call all citizens, government agencies, public and private institutions, business and schools to recommit our community to increasing awareness and understanding of mental illness and the need for appropriate and accessible services for all people with mental illness. Commissioner Block seconded the resolution and , upon being put to vote, was unanimously adopted. By: Dennis R. os er, Chairperson Otter Tail County Hu n Service Board Contract Approval Spectrum Home Care, Inc. Motion by Froemming, second by Erickson and unanimously carried to approve a contract with Spectrum Home Care, Inc to provide non-medical Home Care Services for persons on AC/EW/CADI/TBI/CAC programs effective 01/01/2007 -12/31/07. Addendum to Current Productive Alternatives Contract Motion by Nelson, second by Froemming and unanimously carried to approve an Addendum to the current Productive Alternatives contract, stating that Productive Alternative's Perham site is moving to a new location. Human Services Legislative Updates John Dinsmore provided the Board with a legislative update. Letter of interest Chairman Mosher acknowledged a letter he received from Cal Ludemen, Commissioner of Minnesota Department of Health, commending the Human Services staff for exemplary performance in meeting OHS Human Service Financial reporting requirements for the Calendar year 2006. Bills & Claims OTC Board of Commissioners' Minutes April 10, 2007 Page 3 Motion by Erickson, second by Block, and unanimously carried to approve the Human Services bills and claims as presented. Adjournment At 10:33 a.m., Chairman Mosher declared the meeting of the Otter Tail County Human Services Board adjourned until 9:30 a.m. on Tuesday, April 24, 2007. Approval of Agenda Motion by Erickson, second by Nelson, and unanimously carried to approve the County Board agenda of April 10, 2007, with the following addition: 11 :20 a.m. -Perham Garage Discussion Approval of Minutes Motion by Froemming, second by Block, and unanimously carried to approve the County Board minutes of April 3, 2007, as mailed. Approval to Pay Bills Motion by Nelson, second by Erickson, and unanimously carried to approve payment of the County Board bills per Attachment A of these minutes. Final Plat Extensions Motion by Erickson, second by Block, and unanimously carried to authorize an extension to July 15, 2007, for filing the Final Plat entitled "Lorene Shores" in Section 11 of Elizabeth Township, Long Lake (56-784). Henning Snow Cruisers Otter Tail County Resolution No. 2007 -27 Commissioner Nelson offered the following and moved its adoption: WHEREAS, Otter Tail County has sponsored Grant-In-Aid Systems in the past; and WHEREAS, acceptance of the Grant-In-Aid Systems proposed extensions are subject to the review and approval of the County Attorney. THEREFORE, BE IT RESOLVED that Otter Tail County shall continue to sponsor Grant-In-Aid Trail Systems as they exist for the Henning Snow Cruisers and proposed extensions of Grant-In-Aid Trails with the aforementioned condition. Mos~ofCoinmissioners Chair Ice Damage Repair Policy Bill Kalar handed out copies of the Ice Damage Repair Policy for 2007 to the Board. Short discussion followed. Solid Waste Planning Solid Waste Director, Mike Hanan discussed Solid Waste planning with the Board. Discussion regarded the questions raised at the April 4, 2007, Special Board meeting in Long Prairie with other Counties and the City of Perham regarding the possible expansion of the Perham Resource Recovery Facility. OTC Board of Commissioners' Minutes April 10, 2007 Page 5 Perham Highway Garage Discussion Highway Engineer, Rick West, discussed with the Board the sale of the Perham Highway Garage property to the City of Perham. The County Board instructed the Highway Engineer to proceed to negotiate with the City of Perham the sale of the property and return to the Board. Ag Advisory Committee Update At 12:07 pm, Chairman Mosher declared the meeting, of the regular county board continued in the Otter Tail Lake room so that the Boara may attend an Ag Advisory Committee meeting. Present at the meeting were Commissioners Mosher, Erickson, Block, Nelson, and Froemming, members of the Ag Advisory Committee, and Rob Sip of the MN Dept of Agriculture. Mr. Sip reviewed his presentation: Counties & Livestock Operations: Finding Balance & Visioning for the Future. At 1 :10 p.m., Chairman Mosher continued the regular meeting of the County Board to consider the remainder of the Agenda items. Leadership Training Program Motion by Nelson, second by Block and unanimously carried to enter into an agreement along with Clay and Becker Counties for Management/Leadership Cooperative Training. Closed to the Public At 1: 15 p.m., Chairman Mosher declared the meeting of the Otter Tail County Board of Commissioners closed to the public for purposes of discussing pending litigation relative to the proposed Solid Waste Transfer Station. The closed session is authorized by attorney-client privilege, Chapter 13D.05 Subd. 3b. Present were all five seated Commissioners, the County Attorney, County Coordinator, Acting Recording Secretary. Reconvene At 1 :30 p.m., Chairman Mosher declared the meeting of the Otter Tail County Board of Commissioners reconvened in open session. Transfer Station Litigation Having discussed the question of the appropriateness for the County to intervene in the lawsuit; Concerned River Valley Citizens vs Fergus Falls Township, which is primarily an appeal of granting Otter Tail County a Special Use Permit to build a Transfer Station and other claims; a motion was made by Block and seconded by Froemming and unanimously carried to have the County Attorney intervene in the lawsuit on the County's behalf. Closed to the Public At 1 :35 p.m., Chairman Mosher declared the meeting of the Otter Tail County Board of Commissioners closed to the public for purposes of discussing labor negotiation strategies relative to the Human Services Support Specialist Unit and the Social Worker Unit. Present were all five seated Commissioners, the County Attorney, County Coordinator, Acting Recording Secretary. Reconvene At 1 :43 p.m., Chairman Mosher declared the meeting of the Otter Tail County Board of Commissioners reconvened in open session. Committee Appointment Chairman Mosher appointed Commissioner Erickson to sit on the Labor Negotiations in Commissioner Nelson's absence.
